A Study on the Improvement of Agricultural Facility Legislation (농업용 시설의 건축 및 이용 법령 개선연구)

  • As facilities performing the production, processing, preservation, and shipment of agricultural products; agricultural facilities are categorized into planting facilities and livestock facilities based on the management target. Agricultural facilities are set in farmlands, and facility users mainly complain about the legal or institutional restrictions on farm rather than their own facilities itself. From 2009 to 2012, the Ministry of Agriculture Food and Rural Affairs (MAFRA) published the "Casebook of farmer Complaints on Farmlands" in order to help answer farmers' questions and support public workers' workloads. However, contents related to agricultural facility installed in farmland are currently not dealt with in particular. Among agricultural facilities, demands of property rights with livestock facilities have risen due to construction permissions, operational restrictions, and high initial investment costs; and relevant laws were revised and are now being executed. However, for planting facilities such as mushroom facilities, ginseng facilities, and greenhouses; farmer complaints related to property rights are constantly increasing because revisions to relevant laws are not being made despite the rising diversity of construction materials through technical developments as well as the rising scale of assets-i.e. mechanization, automation, and the application of New Regeneration Energies according to capital influx. In this study, the current state of relevant agricultural facility legislation were organized and their drawbacks deduced in order to propose improvements of Agricultural Facility Legislation. The result of interviewing with public workers and farmers show that agricultural facilities should be regarded as extensions of farmlands rather than as facilities built in land where development actions were being taken. Alternatives able to reflect these opinions were suggested through expert consultation.

Assessment of the Meteorological Characteristics and Statistical Drought Frequency for the Extreme 2017 Spring Drought Event Across South Korea (2017년 극심한 봄 가뭄의 기상학적 특성 및 통계학적 가뭄빈도해석)

  • The extreme 2017 spring drought affected a large portion of central and western South Korea, and was one of the most climatologically driest spring seasons over the 1961-2016 period of record. This drought was characterized by exceptionally low precipitation, with total precipitation from January to June being 50% lower than the mean normal precipitation (1981-2010) over most of western South Korea. In this study, for the quantitative drought impact analysis, the widely-used Standardized Precipitation Index (SPI) and the statistical drought frequency are compared with observed meteorological characteristics and anomalies. According to the drought frequency analysis of monthly cumulative precipitation during January and May in 2017, Gyeonggi-do, Chungcheong-do, and Jeollanam-do areas showed more than drought frequency over 100 years. Gyeongsangnam-do area showed more than drought frequency over 200 years based on annual precipitation in 2017. The South Korean government (Ministry of Agriculture, Food and Rural Affairs (MAFRA) and Korea Rural Community Corporation (KRC)) have been operating a government-level drought monitoring system since 2016. Results from this study can be used to improve the drought monitoring applications of future drought events, as well as drought planning and preparedness in South Korea.

Study on the Improvement of the Radiation Work Field Classification System in Republic of Korea (국내 방사선종사자 피폭 분류체계 개선에 관한 연구)

  • Occupational exposure records are subject of global interest, and analysis of radiation workers in work categories is being conducted. In Rep. of Korea, according to relevant ministries, the MOHW(Ministry of Health and Welfare), the MAFRA(Ministry of Agriculture, Food and Rural Affairs), and the NSSC(Nuclear Safety and Security Commission) collect and analyze records of occupational exposure by dividing them into 11 work categories. However, this classification system lacks consistency with the systems of major countries, including the UNSCEAR(United Nations Scientific Committee on the Effects of Atomic Radiation). The domestic radiation work field classification system does not have clear classification criteria and does not reflect the characteristics of the radiation work field. Through the analysis of the classification system of the UNSCEAR, we suggested the five main categories(nuclear cycle, medical, industrial, others(education/research, military/public) field and several sub-categories according to each radiation work field.

Breeding and Production Research Direction for Soybean Self-Sufficiency Improvement in Korea

  • Recently, soybean production and market price are unstable, even if demand of soybean is maintained. Diverse conditions such as climate change, a decrease in rural population, and consuming affect food industry. In this situation, food security is soaring as important key-word again, and MAFRA is promoting policies for improving soybean self-sufficiency with the goal of 40% until 2030. The point of policy is to extend a production and stabilize a demand for soybean with supporting large-scale soybean paddy-field complex. According to the background, soybean breeding and production research in NICS are proceeded with three parts. First, production improvement with soybean cultivation land enlargement and high-yield cultivar development. Various growth period soybean cultivars for double cropping, irrigation management technologies in paddy field, and hyper-yield and specific-region adaptable cultivar development. Second, reduction of production expense with mechanized cultivation and digital-based field management technologies. Third, consumer-friendly and high quality soybeans with high protein cultivar for alternative protein usage and high food process-ability for soy milk, tofu, soybean sprouts, and grain usage. Each part need to be combined and advanced to improve soybean industry and soybean self-sufficiency.

A Proposal for Conservation and Management Policy on Korea's Important Agricultural Heritage (국가중요농업유산의 보전관리를 위한 정책 제안 연구)

  • The Ministry of Agriculture, Food and Rural Affairs of Korea(MAFRA) has launched 'The Korea's Important Agricultural Heritage System(KIAHS)' in 2012 to conserve the regional heritages of agriculture and its significance. The effort has achieved in designation of seven KIAHS and two Globally Important Agricultural Heritage System(GIAHS). The policy environment has evolved a great deal since the launch of KIAHS. The study has evaluated the current policy condition of KIAHS and analyzed the shift on the KIAHS policy environment. The study has concluded the policy environmental changes as follows; insufficient Agricultural Heritage(AH) resource development, intensified interests in AH monitoring system, anticipated rural developments thru AH utilizations, under-budgeted AH conservation and management measures. The study has suggested the following based on the evaluation; establishment of AH Conservation and Management System as the conservation and management policy of AH, ease the designation standards for AH, obliged monitoring system for AH, developing AH brand, budget increase for AH conservation and management system. The suggest policy will successfully assist the further development and designation of AH. Farmers in AH area can maintain farm activities thru the conservation, management and utilization of AH, inheriting the important agricultural heritage for the future generation.

A Characteristics and Improvement of Thermal Environment in Summer of Protected Horticulture Complex Using CFD Simulation (CFD 시뮬레이션을 이용한 시설원예단지 여름철 외부 열환경 특성 및 개선방안)

  • Agricultural or rural landscape provides various ecosystem services. However, the ecosystem services function is declining due to various environmental problems such as climate change, land use change, stream intensification, non-point pollution and garbage. The A1B scenario predicts that the mean air temperature of South Korea will rise $3.8^{\circ}C$ degrees celsius in 2100. Agricultural sector is very vulnerable to climate change, so it must be thoroughly predicted and managed. In Korea, the facility horticulture complex is 54,051ha in 2016 and is the 3rd largest in the world(MAFRA, 2014). Facilities of horticultural complexes are reported to cause problems such as groundwater decrease, vegetation and insects diversity reduction, landscapes damage and garbage increase, compared with the existing land use paddy fields. Heat island phenomenon associated with climate change is also accelerated by the high heat absorption of horticultural sites. Therefore, we analyzed the heat island phenomenon occurring in the facility of horticultural complex in Korea. As an improvement measurement, I examined how much air temperature is reduced by putting the channel and the open space. In the case of the Buyeo area, the Computational Fluid Dynamics (CFD) simulation was analyzed for the average summer temperature distribution in the current land use mode at $38.9^{\circ}C$. As an improvement measurement, CFD simulation after 10% of 6m water channel was found to have an effect of lowering the summer temperature of about $2.7^{\circ}C$ compared with the present average of $36.2^{\circ}C$. In addition, CFD simulations after analyzing 10% of the open space were analyzed at $34.7^{\circ}C$, which is $4.2^{\circ}C$ lower than the present. For the Jinju area, CFD simulations were analyzed for the average temperature of summer at $37.8^{\circ}C$ in the present land use pattern. As an improvement measure, CFD simulations after 10% of 6m water channel were found to have an effect of lowering the summer temperature of about $2.6^{\circ}C$ compared to the current average of $35.2^{\circ}C$. In addition, CFD simulations after analyzing 10% of the open space were analyzed at $33.9^{\circ}C$, which is $3.9^{\circ}C$ lower than the present. It can be said that the effect of summer temperature drop in open space and waterway has been proven. The results of this study are expected to be reflected in sustainable agriculture land use and used as basic data for government - level policy in land use planning for climate change.
