Effects of Ground Faults on the Safety of Persons and Low-voltage Installations in 22.9 kV-Y Distribution Systems (22.9 kV-Y 계통에서 지락고장이 인체 및 저압설비의 안전에 미치는 영향)

  • This paper presents experimental results on the safety of persons and protection of low-voltage equipments of the sub-station due to a single-phase ground fault in 22.9 kV-Y distribution system. In order to evaluate the hazard voltages and the stress voltage of the low-voltage(LV) equipment due to faults between high-voltage systems and earth based on the newly prescribed KS C IEC 60364 standard series, the verification tests in a 22.9[kV] neutral multiple grounding system were carried out. From the experimental results, we introduce serious problems causing some discomfort when applying KS C IEC 60364 standard series to the existing domestic distribution system and the effective protective measures against temporary overvoltages due to a ground fault in the common grounding which is combined the 22.9 kV-Y grounding and the customer's installation grounding are proposed. As a consequence, it was found that the equipotential bonding is an important prerequisite for the effectiveness of the protective measures for the safety of persons and LV equipment in the combined 22.9 kV-Y and low-voltage grounding system.

  • In Korea, the low voltage secondary distribution method comprises lots of the maintainable and conservative problems. So, this paper deals with the plans to solve and decide the unification of the low voltage secondary. That is ; for the unification plan of the low voltage secondary must be previously solved the breaking of netural line in $3{\phi}4W$, $1{\phi}3W$ and enacted the flicker criteria in distribution power system. To decide the low voltage secondary should take into considersion by economics, security and future. The flicker fluctuation in the low voltage secondary 7.4% in responsibility limited place and under 10% in Arc welding. To prevent the netural line in $3{\phi}4W$, $1{\phi}3W$ must be thoroughly constructructed, joined the two sleeves.

  • A strong need to improve the quality of electric power is increased because of increasing use of the sensitive and small-sized electronic devices. The transient overvoltages on low-voltage AC power distribution systems are induced by direct or indirect lightning return strokes, and they can cause damage and/or malfunction of the utility systems for home automation, office automation and factory automation as well as medical equipment. The behaviors of lightning overvoltages transferred through the transformer to the low voltage AC power distribution systems were experimentally investigated using a Marx generator. The surge voltages in low-voltage ac power systems are rarely limited by the application of the surge arrester to the primary side of distribution transformer and a custom service ground.

  • Nowadays, small scale DGS(Distributed Generation System), as a wind power generation or photovoltaic generation, becomes to be introduced into the power distribution system. But in that case, it is difficult to properly maintain the terminal voltage of low voltage customers. So, it is necessary to determine the permissible operation limit of the introduced DGS for proper voltage in distribution system. In this paper computes permissible operation limit of DGS when the DGS is connected to power distribution system using fixed tap(without LDC operation). For this simulation, KEPCO distribution system is used.

  • This paper describes a new method for determining the permissible operating range of DG(Distributed Generation) when DG is introduced into power distribution systems of which the voltage is controlled by LDC(Line Drop Compensator). Much of the DG installed during the next millennium will be accomplished through the reconstruction of the electric power industry. But in that case, it is difficult to properly maintain the terminal voltage of low voltage customers by using only LDC. This paper presents a method for determining the permissible operating range of DG for proper voltage regulation of power distribution systems with LDC. Proposed method has been applied to a 22.9 kV model and practical distribution systems, and its result is almost identical with the simulation result.

Connected Characteristics for Small Generation Source of Low Voltage Model Grids (저압 모의선로에 소형발전원 연계시 특성)

  • In this paper, we analyze the typical phase voltage and line current waveform characteristics of the distribution system with 3 phase small synchronous generation source in case with load and non-load group, in order to investigate the power quality for end load connected of generation source. As demonstrated by our experimental results, the distortion and power quality of phase voltage and line current waveform were relatively good for low voltage 3 phase model grids connected of 3 phase small synchronous generation source in case with non-load group. However, distortion and power quality of voltage and current waveform was poor for low voltage 3 phase model grids connected to 3 phase small synchronous generation source in the load group with some phase voltage and frequency difference. From the above results, we conclude that the phase voltage and frequency of 3 phase generation source must be identical to that of distribution system source to maximize the power quality. Also, special attention is required in case of having load group or non-load group to 3 phase generation source.

  • As a solution of improving the energy efficiency in power system, Low Voltage DC (LVDC) distribution systems different from conventional ones have been constantly researched. As in conventional AC distribution system, LVDC distribution system can suffer from High Impedance Fault (HIF) which may cause a failure of protective relay due to relatively low change in magnitude of fault current. In order to solve the problem, a scheme for detecting HIFs is presented in this paper. Closing Opening Difference Operation (CODO) based on Mathematical Morphology (MM), one of the MM-based filters, is utilized to make fault signals discriminable. To verify performance of the scheme, a simple LVDC distribution system is modeled by using ElectroMagnetic Transient Program (EMTP) software. Computer simulations according to various conditions are performed and comparison studies with a scheme using Wavelet Transform (WT) in an aspect of simulation time are also conducted.

  • The major causes of electrical fire in low-voltage distribution lines are classified into short-circuit fault, overload fault, electric leakage, and electric contact failure. The special principal factor of the fire is electric arc or spark accompanied with such electric faults. This paper studies the development of an electric fire prevention system with detection and alarm of that in case of parallel arc fault occurrence in low-voltage distribution lines. The proposed system is designed on algorithm sensing the instantaneous voltage drop of line voltage at arc fault occurrence. The proposed detector has characteristics of high-speed operation responsibility and superior system reliability from composition using a large number of semiconductor devices. A new sensing control method that shows the detection of parallel arc fault is sensed to ripple voltage drop through a diode bridge full-wave rectifier at electrical accident occurrence. Some experimental tests of the proposed system also confirm the practicality and validity of the analytical results.

A Quasi Z-Source AC-AC Converter with a Low DC Voltage Distribution Capability Operating as a Power Electronic Transformer (전력전자 변압기로 동작하는 저전압 직류배전 기능을 갖는 Quasi Z-소스 AC-AC 컨버터)

  • This paper proposes a quasi Z-source AC-AC converter with the low DC voltage distribution capability operating as a power electronic transformer. The proposed system has configuration that the input terminals of two quasi Z-source AC-AC converters are connected in parallel, also their output terminal are connected in series. Simple control method of duty ratio was proposed for the in phase buck-boost AC voltage mode and the DC output voltage control. DSP based experiment and PSIM simulation were performed. As a result, the PSIM simulation results were same with the measured results. By controlling the duty ratio under the condition of 100 [${\Omega}$] load, quasi Z-source AC-AC converter could buck and boost the AC output voltage in phase with the AC input voltage, and the same time, the constant DC voltage could be output without affecting the AC output characteristics. And, the DC output voltage 48[V] was constantly controlled in dynamic state in case while the load is suddenly changed ($50[\Omega]{\rightarrow}100[\Omega]$). From the above result, we could know that the quasi Z-source AC-AC converter can act as a power electronic transformer with a low DC voltage distribution capability.

  • In this paper, a new power control strategy for the bipolar-type low voltage direct current (LVDC) distribution system is being proposed. The dc distribution system is considered as an innovative system according to the increase of dc loads and dc output type distribution energy resources (DERs) such as photovoltaic (PV) systems and energy storage systems (ESS). Since the dc distribution system has many advantages such as feasible connection of DERs, reduction of conversion losses between dc output sources and loads, no reactive power issues, it is very suitable solution for new type buildings and residences interfaced with DERs and ESSs. In the bipolar-type, if it has each grid-interfaced converter, both sides (upper, lower-side) can be operated individually or collectively. A complementary power control strategy using two ESSs in both sides for effective and reliable operation is proposed in this paper. Detailed power control methods of the host controller and local controllers are described. To verify the performances of the proposed control strategy, simulation analysis using PSCAD/EMTDC is being performed where the results show that the proposed strategy provides efficient operations and can be applied to the bipolar-type dc distribution system.
