According to the Ministry of Land, Infrastructure and Transport press release ('18.12.21.) The amendment of the Aviation Business Act will reduce the capital requirements for aviation leisure operators and make it easier to enter aviation leisure businesses by improving regulations on small air transportation business. In addition, as the scale of the UAV(Unmanned Aerial Vehicle) sector is expected to increase globally, the dramatic increase in low altitude operating aircraft, including this, must be taken into account. The low altitude aircraft category is divided into small airplanes, helicopters, light aircrafts and ultra-light aircrafts, and instructors include school instructor pilots and student pilots, military and national helicopter pilots, and aviation leisure operators. In case of low altitude aircraft, there are cases of canceling operations due to low visibility and low clouds, and aircraft accidents due to excessive operation and sudden weather phenomenon. Therefore, in order to prevent low-altitude aircraft accidents, a safe flight plan based on weather conditions and weather forecasts and more accurate and local weather forecasts and weather forecast data are needed to prepare for the rapidly changing weather conditions.

This paper introduces an application of wavelet analysis to the sensor fusion of GPS/INS/baroaltimeter. Using wavelet analysis the baro-inertial altitude is decomposed into the low frequency content and the high frequency content. The high frequency components, 'details', represent the perturbed altitude change from the long time trend. GPS altitude is also broken down by a wavelet decomposition. The low frequency components, 'approximations', of the decomposed signal address the long-term trend of altitude. It is proposed that the final altitude be determined as the sum of both the details of the baro-inertial altitude and the approximations of GPS altitude. Then the final altitude exclude long-term baro-inertial errors and short-term GPS errors. Finally, it is shown from the test results that the proposed method produces continuous and sensitive altitude successfully.
This paper analyzes delta-Vs to maintain an extremely low altitude on the Moon and investigates the possibilities of performing a CubeSat mission. To formulate the station-keeping (SK) problem at an extremely low altitude, current work has utilized real-flight performance proven software, the Systems Tool Kit Astrogator by Analytical Graphics Inc. With a high-fidelity force model, properties of SK maneuver delta-Vs to maintain an extremely low altitude are successfully derived with respect to different sets of reference orbits; of different altitudes as well as deadband limits. The effect of the degree and order selection of lunar gravitational harmonics on the overall SK maneuver strategy is also analyzed. Based on the derived SK maneuver delta-V costs, the possibilities of performing a CubeSat mission are analyzed with the expected mission lifetime by applying the current flight-proven miniaturized propulsion system performances. Moreover, the lunar surface coverage as well as the orbital characteristics of a candidate reference orbit are discussed. As a result, it is concluded that an approximately 15-kg class CubeSat could maintain an orbit (30-50 km reference altitude having ${\pm}10km$ deadband limits) around the Moon for 1-6 months and provide almost full coverage of the lunar surface.

Unmanned Helicopter has several abilities such as vertical Take off, hovering, low speed flight at low altitude. Such vehicles are becoming popular in actual applications such as search and rescue, aerial reconnaissance and surveillance. These vehicles also used under risky environments without threatening the life of a pilot. Since a small unmanned helicopter is very sensitive to environmental conditions, it is generally known that the flight control is very difficult problems. The nonlinear adaptive fuzzy controller design procedure and its applications for altitude control of unmanned helicopter were described in the paper. This research was concentrated on describing the design methodologies of altitude controller design for small unmanned helicopter acquiring autonomous take off and vertical movement. The design methodologies and performance of the altitude controller were simulated and verified with an adaptive fuzzy controller. Throughout simulation results, I showed that the proposed adaptive controllers have enhanced control performance such as robustness, effectiveness and safety, in the altitude control of the unmanned helicopter.

In the last years a low-altitude image acquisition technology has been developed in application of frequent change monitoring in urban area md speedy surveillance in disaster area. A low-altitude photogrammetric system have advantages of accurate observation and free data-acquisition time. Especially, an unmaned RC-helicopter, improving safety, durability and portability, comes into the spotlight as a built-in vehicle in close range photogrammetric application due to their capability of safe near-by observation and effective flight performance. This paper gives a methodology for generating image map by development of low cost and timesaving low-altitude photogrammetric UAV(unmaned aerial vehicles) for collecting high-resolution image data, and implement of geo-rectification and image mosaicking.

As observed in the recent war, suppression of enemy air defense operation is one of the major tactics, simultaneously conducted with high payoff target. Specifically, our air defense operation should be properly constructed, since the operating environment of our forces mostly consists with mountainous terrain, which makes detections of the enemy difficult. The effective arrangements of low altitude air defense radars can be suggested as a way of improving the detection capability of our forces. In this paper, we consider the location problem of low altitude air defense radar, and formulate it as an Integer Programming. Specifically, we surveyed the previous researches on facility location problems and applied two particularly relevant models(MCLP, MEXCLP) to our problem. The terrain factor was represented as demand points in the models. We verified the optimal radar locations for operational situations through simulation model which depicts simple battle field. In the simulation model, the performance of optimal radar locations are measured by the enemy detection rate. With a series of experiments, we may conclude that when locating low altitude air defense radars, it is important to consider the detection probability of radar. We expect that this finding may be helpful to make a more effective air defense plan.

Meteorological information is essential for the safe operation of aircraft. Many organizations both at home and abroad provide meteorological services for small aircraft flying at a low altitude as a part of open public service and have performed relevant studies. Recently, such a service has been expanded to an online platform in order to deliver information more efficiently. The ultimate goal of this study is to improve the meteorological service for small low-altitude aircraft that mostly travel a short distance for a short time. To achieve this goal, this study considered requirements for developing an effective information delivery system and conducted a survey of user requirements to derive the necessary information that could be used to develop a real service.

This study is to evaluate the accuracy of the meteorological information provided for the aircraft operating at low altitude. At first, it is necessary to identify crucial elements of weather information closely related to flight safety during low altitude flights. The study conducted a survey of pilots of low altitude aircraft, divided into pre-flight and in-flight phases, and reached an opinion that wind direction, wind speed, cloud coverage and ceiling and visibility are important items. Related to these items, we compared and calculated the accuracy of TAFs and METARs from Taean Airfield, Seosan Airport and Gunsan Airport because of their high number of domestic low-altitude flights. Accuracy analysis evaluated the accuracy of two numerical variables, Mean Absolute Error(MAE) and Root Mean Square Error(RMSE), and the cloud coverage which is categorical variable was calculated and compared by accuracy. For numeric variables, one-way ANOVA, which is a parameter-test, was approached to identify differences between actual forecast values and observations based on absolute errors for each item derived from the results of MAE and RMSE accuracy analyses. To determine the satisfaction of both normality assumptions and equivalence variability assumptions, the Shapiro-Wilk test was performed to verify that they do not have a normality distribution for numerical variables, and for the non-parametric test, Kruscal-Wallis test was conducted to determine whether or not they are satisfied.
This study was conducted to investigate the characteristics of breeding bird community in relation to altitude and vegetation in Jirisan National Park. The survey was carried over 4 study sites by point counts method to figure out habitat environment and breeding bird community from March to August in 2006. The study results are summarized as follows: Total 32 species were recorded, and 27 species and density of 37.31 ea/ha in low altitude mixed forest, 23 species and 34.99 ea/ha in low altitude deciduous forest, 18 species and 23.95 ea/ha in high altitude mixed forest, 19 species and 20.21 ea/ha in high altitude deciduous forest, respectively. Eleven species were observed only in the low altitude sites, 4 species were observed only in the high altitude sites. Number of species and density were high in the low altitude sites, and they were high in the mixed forests. In nesting guild analysis, the low altitude sites are similarly found species number of three types but canopy nesting species in the high altitude sites are advent less. In foraging guild analysis, the species number of canopy foraging appeared most highly in all study sites. In the difference analysis of each species density. Four species which are showed the difference in the low altitude sites, owing to vegetation. Long-tailed Tit(Aegithalos caudatus) and Great tit(Parus major) are difference because of difference in volume of canopy layer, and Coal Tit(Parus ater) was difference because of coniferous forest preference quality. Four species(Hazel Grouse, Winter Wren, Pale Thrush, Yellow-throated Bunting) which are showed the difference of the density in the high altitude sites because of thick growth of the bush layer. Ten species which are showed the difference in study sites, owing to altitude. Oriental Cuckoo(Cuculus saturatus), Winter Wren(Troglodytes troglodytes), Siberian Blue Robin(Luscinia cyane), Arctic Warbler(Phylloscopus borealis), Coal Tit(Parus ater), and Yellow-throated Bunting(Emberiza elegans) appeared highly in the high altitude sites, Pale Thrush(Turdus pallidus), Long-taild Tit(Aegithalos caudatus), Varied Tit(Parus varius), and Eurasian Nuthatch(Sitta europaea) appeared highly in the low altitude sites. It seems that bush layer coverage volume and canopy layer total coverage volume do influences on the breeding bird community, because the bush layer was thick growth, and canopy layer coverage volume was difference. It would be needed the management and maintenance of bush layer coverage volume and canopy layer with multi-layer structure to increase foliage height diversity and total coverage volume for the protection and management of bird community in Jirisan National Park.

Clouds are an important factor in aircraft flight. In particular, a significant impact on small aircraft flying at low altitude. Therefore, we have verified and characterized the low level cloud prediction data of the Unified Model(UM) - based Local Data Assimilation and Prediction System(LDAPS) operated by KMA in order to develop cloud forecasting service and contents important for safety of low-altitude aircraft flight. As a result of the low level cloud test for seven airports in Korea, a high correlation coefficient of 0.4 ~ 0.7 was obtained for 0-36 leading time. Also, we found that the prediction performance does not decrease as the lead time increases. Based on the results of this study, it is expected that model-based forecasting data for low-altitude aviation meteorology services can be produced.
