A Study on Establishment of the Directions of Granting Incentives by Long-life Housing-related parties (장수명 주택 관계자별 인센티브 부여 방향 설정에 관한 연구)

  • Long-life housing means a housing which structural members (Support) such as columns and floor are maintained for a long period of time and the housing can be used for approximately 100 years by replacing components (Infill) such as walls and furniture. The government established "Certification standards of long-life housing construction" on December 24, 2014, requiring the long-life housing certification for construction of apartment houses for over 1,000 households. However, it is necessary to prepare an incentive measure which could be granted to construction related personnel and housing owners due to the effectiveness of such system and recognition that the initial construction cost of long-life housing is high. The purpose of this study is as follows. First, the reasons and necessity of long-life housing cost increase for each construction company, housing owner, infill component manufacturer and designer which are long-life housing related personnel are determined. The direction of incentive grant for supplying long-life housing based on the determined items is established. The result of this study is as follows. First, a special treatment which is higher than the alleviation of construction standards according to the previous ordinance is necessary for construction companies to secure the business feasibility. Also, incentives such as the provision of service space and wide balcony are necessary to improve the preference level of parceling out. Second, financial incentives such as financial support for housing purchase, reduction and exemption of tax (acquisition tax and registration tax), and support of maintenance cost are required for house owners. Third, it is essential to increase opportunities to participate in the market for infill component manufacturers by applying additional points for PQ. Fourth, it is needed to provide compensation for additional human resource and time at the time of designing to designers by preparing the long-life housing design cost standards.

External Environment Analysis of Target Countries for Overseas Expansion of Long-life Housing (장수명주택 해외진출을 위한 대상국가의 외부환경분석)

  • Currently, the Korean construction industry is shifting its interest to the overseas construction market because of a stagnating domestic market. In the meantime, the international housing construction market is expanding with respect to new city development projects that are supported by population growth and urban migration. Despite the Korean construction industry's expertise in new city development, technology, and systems for apartment supply, the share of Korean players in the international housing construction market is continuously decreasing. As a measure to overcome this situation, the authors of this study considered the paper "The Development of a Cost Effective, Long-life Housing Model and Construction of Testbed," which is currently in progress as a part of national project. Through literature review and interviews with experts, the authors determined that there are "column+minimum interior (infill)" apartments that are similar to the long-life housing in some areas of China, Southeast Asia, and Russia. Candidate countries expected to be feasible for the entry of long-life housing were selected by determining the top countries that have already entered the long-life housing market and analyzing those selections through additional specific techniques.   • It becomes increasingly important to develop sustainable housing to protect environment. The certification system for long-life housing was made to use houses for more than one hundred years in 2014. The long-life housing should be able to meet new demands by change of the population structure; low birthrate, aging and increase of single households. Therefore, it is necessary to suggest a prototype of long-life housing for partial rent. The objective of this study is to suggest a prototype for dividing housing in the long-life validation complex, which has design consideration for dividable house. The construction costs of a prototype for dividing housing is evaluated by comparing with other prototype without regard to dividing housing. The results were as follows: (1) The prototype for diving housing should be added an entrance, bathroom, kitchen for tenant, and above all, maintenance fees for tenant have to be managed seperately from house owner. (2) The equipment system for dividing housing should be designed when planning the space of house. However, design for diving housing should be reflected the unit plan at a minimum on what will and will not happen.

  • To propose the evaluation criteria of substantial sustainable low-carbon long-life housing, this study subdivided an existing planning item composed of the simple enumeration type by coding system of high/middle/low classification according to the core technology, and it was subdivided by a total 203 piece item. In other words, it subdivided 4 divisions by apartment unit, building, park and equipment, and classified elemental technology and system were divided by passive/active elemental technology and system according to the design process of long-life housing. Besides that, this paper presents the restructure results of checklist with quantitative criteria that classified by the weighting factor and compatibility between law system and current planning criteria in domestic long-life housing.

  • Apartments amount to 58.3%, the highest proportion of domestic housing types. These apartments' lifespan (approximately 27 years) are one-third of the developed countries' housing lifespan due to the property developers and mass production. It is significantly short-cycle period considering the original physical lifespan of the apartment housing are 60 years. It has caused economic loss and environmental degradation. In recent years, research and development for the long life of the apartment housing has been actively performed, but it is limited on reconstruction and new construction. Reconstruction of existing a number of high-rise apartments is difficult owing to restrictions on the floor area ratio allowing for 40 years limit of decay resistance after the completion. Improving lifespan of the building has recently begun to receive attention as an alternative to remodeling. However, These sort of remodeling techniques tend to be focused on technology developed for the physical life extension. That means developing the techniques about dwelling-unit environment for residents satisfaction are required as well as improving physical construction. The purpose of this study is to propose and verify the Participatory Design Technique which can help the residents as the active participation in the design decision-making process.

  • Recently, lots of research are going on relation to Improving the Flexibility through all of construction I industry in that space, materials, structure, construction method, etc. The style , space and pattern of housing have been changing by reason that satisfying change of residential environment at the needs of the times, transformation of future-oriented construction trend and recognition of demand-oriented. Therefore, this study should suggest alternations through comparing and analyzing to construction factor of improving the Flexibility, and then should show direction and guideline for realizing actual a long life housing at the next generation through applicable and various classification examples in apartment housing.

A Study on the Awareness of the Middle Aged for the Digital home System and Well-being Apartment Design Elements (디지털홈 시스템과 웰빙아파트 계획요소에 대한 중년층 의식 연구)

  • This study examined the awareness of the middle aged about the digital home system and well-being apartment design elements in order to suggest the design guidelines for planning of the elderly housing environment. By literature review, the concept and characteristics of the digital home system and well-being Apartment design elements were summarized the degree of satisfaction and preference of middle aged for these characteristics were investigated and analyzed. For this study, a questionnaire survey of 156 housewives living in apartment complex of Busan was carried out. The results of this study are as follows: The middle aged were generally short of recognition for digital skill and service, and also they showed positive evaluations to a few useful items of digital home system. These items belong under safety security system and interior environment control system and provided for convenient & comfortable life. Accordingly, satisfied digital home system can apply basic design element for housing for elderly. Whereas, the middle-aged were not satisfied with housework help system and cultural life system because items of these systems were not various and complicate to us. So, for the improvement of not satisfied digital home system, we needed development of digital contents and marketing & management for high accessibility and easy useability. The middle aged will concern about health & environment friendly continuously and become to stay long in their housing as the characteristics of elderly. So, It is necessary to be considered well-being apartment design elements of health & environment friendly very actively and lastingly in elderly housing environment design. Also, the awareness of middle aged for digital home system and well-being apartment design elements varied according to the background characteristics. This suggests housing environment for elderly life is considered differently as various background characteristics of middle aged.

  • In Korea, Housing Performance Rating Indication System was first adopted in 2006. Main purpose of the System is on developing criteria which can systematically measure the level of housing performance. Among the five categories of Housing Performance Rating Indication System, Repair Convenience is closely related to Remodeling which has been widely recognized as an alternative to the building reconstruction. Especially, as the actual housing supply level in Korea is reaching almost 100%, it is crucial to expand Long-life Housing through the effective maintenance and management. In addition, consumers should have an access to the performance ratings of apartment buildings on which they can rely on in choosing their own housings. And for construction companies, a performance code enacted by government will provide them with a standard that they can utilize in determining performance level of buildings that they build. This study examines data which has been obtained from the recent application of Housing Performance Rating Indication System and Repair Convenience category is main concern. Findings from the study will provide vital information in improving current Housing Performance Rating Indication System.

  • The purpose of this study is to develop the feasibility of movable partition wall components that are able to correspond changes of structure system and spatial configuration by the needs of residents for the activation of long-life housing. The key element of various movable partition wall components, a movable partition wall, was analyzed for problems through both as-is analysis and field installation in Korea and Japan, and then its feasibility was verified. The movable partition wall can break the uniformity of a fixed one, can integrate and separate limited space by changes in the demands of residents, can be easy to separate, and can be independent. The development of the movable partition wall is important for the realization of diverse residential space, ease of remodeling, environment adaptation, promotion of modularization, etc. It is comprised of surfacing materials, core materials, structural materials, and movable parts. The domestic movable partition wall was verified regarding the feasibility of an apartment house through on-site inspections and sound insulation tests by KOHP21, KICT. In conclusion, the construction of long-life housing that has sustainable values in the use of housing is nationally an important assignment, so as to secure good housing stock.

A study on the Residential Satisfaction and Maintenance Consciousness to the Life Span of Apartment (경년에 따른 공동주택 거주자의 주거환경 만족도 및 관리의식 조사연구)

  • The purpose of this study was to provide the fundamental data for the gradual apartment management plan. Through the questionnaire survey, residential satisfactions and maintenance consciousness were investigated. As the result of statistic analysis, the residents' needs for improvement according to the life span of apartment communities were found out. And we can also compare the differences about maintenance consciousness to the life span of apartment. The major research findings are as follows. First, the satisfaction averages according to the life span of apartment communities were classified two groups, less than 10 years' and over than 10 years'. By the requirement for improvement according as the life span apartment communities, habitability factors was demanded in less tham 10 years' group and safety factors was required in over than 10 years' group, Second, dwellers have high preference about remodeling to reconstruction. Especially we have to pay attention to the result that positive consciousness of remodeling and long term reparative marked highly in the group which has the short elapsed years. These results represent the possibility gradual step-by-step remodeling. In other words, the object of remodeling is not only odeteriorated apartments but also new apartments to have short elapsed years.
