A Study on Facilitators and Inhibitors to the Introduction of Outsourcing in the Hospital Information Systems in Korea (병원 정보시스템 아웃소싱 도입의 촉진 요인과 저해 요인에 관한 연구)

  • Objectives : This study was conducted to investigate the current status of outsourcing in Korean hospital information systems and the factors influencing its introduction. Methods : The authors surveyed 136 hospitals located in Seoul and its surrounding vicinities from June 7 to June 23, 2006. The facilitators and inhibitors to outsourcing in hospital information systems were derived from literature and expert reviews. Multiple logistic regression analysis was applied to identify the major influencing factors on outsourcing in hospital information systems. Results : Eighty-six (63.2%) of the 136 hospitals surveyed, which were mainly tertiary hospitals, responded to using outsourcing for their hospital information systems. "Hardware and software maintenance and support," "application development," and "management of service and staff" were the major areas of outsourcing. Outsourcing had been employed for $4\sim7$ years by 45.5% of the hospitals and the proportion of the budget used for outsourcing was less than 20%. A need for an extension in outsourcing was agreed on by 76.5% of the hospitals. The multiple logistic regression analysis showed that both consumer satisfaction and security risk have an influence on hospital information system outsourcing. Conclusions : Outsourcing in hospital information systems is expected to increase just as in other industries. One primary facilitator to outsourcing in other industries is consumer satisfaction. We found that this was also a facilitator to outsourcing in hospital information systems. Security risk, which is usually considered an inhibitor to information technology outsourcing, was proven to be an inhibitor here as well. The results of this study may help hospital information systems establish a strategy and management plan for outsourcing.

A Study on Relationship between Outsourcing and Organizational Effectiveness in Hospital (병원의 아웃소싱과 조직유효성의 관계에 관한 연구)

  • The purpose of this study is to make managerial information regarding outsourcing more concrete by identifying and evaluating how outsourcing as an useful strategic tool for hospitals influences organizational effectiveness. The survey was performed to 311 general hospitals and tertiary hospitals, and 63 questionnaires were recovered and analyzed. As the result of measuring organizational effectiveness after introduction of outsourcing, non-financial performance(3.34) was higher than financial performance(3.25) and satisfaction(3.08). According to the characteristics of organizational structure, financial performance showed statistically significant difference when categorizing the hospitals. It was higher in the general hospitals than in the tertiary hospitals. In addition, the hospitals that outsource the logistic and patient affairs parts have higher financial performances than non-financial ones. Especially, there was statistically significant difference depending on the sub-parts of the logistics, which means the hospitals outsourcing the logistic part have higher financial performance than the hospitals without outsourcing the logistics.

  • Today, Manufacturing companies execute the logistics outsourcing that commits the non-core logistic function to the specialized logistics corporation, which makes the manufacturing company focus on its core competence, product development and marketing, reduces logistics cost and improves customer service level. Recently, Logistics outsourcing is developed into cooperative sourcing based on the partnership. Case study on the logistics outsourcing will provide the good guideline for planning of the outsourcing strategy. The objective of this research is making a sense about 4PL through the case of UPS-Samsung Electro-Mechanics and catching major issue to provide the guideline for the cooperation outsourcing strategy. We investigated historical backgrounds of the logistics outsourcing between UPS and Samsung Electro-Mechanics. We also investigated problems occurred in outsourcing process at the five dimensions-organizational problem, CEO's short-term views, cultural gap between two companies, integration of IT system, and different understanding about outcomes. We expect to give many implications to manufacturing companies which want to cooperate with specialized logistics corporation.

  • This paper analyses the results of the survey questionnaires which are made for logistics services users in Shanghai, China. Based an 158 valid users' responses, the study results show that the typical outsourcing logistics users prefer to set up long term relationship with providers and buy services from multiple providers. Most users are satisfied with their providers and believe that outsourcing logistics services has led to positive impact on their customer satisfaction, logistics service levels and revenue improvement. Price levers, core competences, reputation are critical in the selection of an outsourcing logistics provider for users in this study. This study indicates that the market for 3PL services in China has a reasonable potential fur further development, though 3PL practices are still at a nascent stage in China. This paper presents full details and implications of the results of th£ survey and then provides some helpful suggestion for th£ development of Chinese logistics industry and Chinese logistics companies.

  • The medium and small logistic companies that have an outsourcing contract from the large corporation are encountered with a problem to introduce the ERP system to their current business environment due to following risk of change in current business environment, high cost involved in investment, and lack of understanding of business requirement of ERP. Instead of build their own ERP system, the small and medium logistic companies are using the large corporation's ERP system and get the benefit of efficiency in management and control process. Therefore, it is more like the organization hierarchy, not collaboration between the medium and small companies with the large corporation. In this study, the survey method to find out how the medium and small logistic companies understand the importance of ERP system on continuous growth of business by AHP. as result, they are recognized. The benefit of the ERP system as having much effect on business competitiveness.

Logistic Performance Impact on FDI Inflow in Developing Countries (물류성과가 개발도상국가의 외국인직접투자에 미치는 영향 분석)

  • Logistic costs refer to trade costs, but it could influence FDI as well as global trade. Multinational corporations choose the geographic organization to produce their products. Therefore, it involves many countries to produce one product. International trade between countries more frequently involves the trade of raw materials, components, and unfinished goods. This implies that countries with better logistic performance are attractive for investment because of low transaction costs. Using the logistic performance index provided from the World Bank, this paper investigates the impacts of logistic performance on FDI inflow to developing countries. Results show that infrastructure and timeliness have a positive effects on FDI inflow to low income countries. In the case of middle income countries, timeliness has a negative effect on FDI inflow. This discrepancy between the low- and middle- income countries comes from the different motivation. FDI for low income countries primarily attempts to minimize labor costs. However, FDI for middle-income countries seems to be motivated to reduce labor costs and expand sales markets. FDI inflow in low-income countries serves as part of the offshoring or global outsourcing of multinational corporation.

In-house Contractors' Exposure to Risks and Determinants of Industrial Accidents; With Focus on Companies Handling Hazardous Chemicals

  • Background: The series of serious industrial accidents in recent years at contractors to large companies has highlighted risk outsourcing as a real and urgent problem. This study aims to review the difference in the degree of risk exposure and the occurrence of industrial accidents depending on the type of company relations. Among in-house contractors, the focus will be on those handling hazardous chemicals that include companies for which outsourcing requires approval. Methods: This study uses the 9th wave of the Industrial Safety and Health Survey (2018). For determining the degree of risk exposure, the occurrence of industrial accidents, and industrial accident rate, multivariate, logistic, and fractional logit, regression analyses were used, respectively. Results: First, In-house contractors' degree of risk exposure is higher than that of the client companies. In particular, this gap is even greater for companies dealing with chemicals. Second, among only those that handle hazardous chemicals, in-house contractors do show a significantly higher rate of industrial accident occurrence. Third, In-house contractors have a significantly higher rate of industrial accidents from diseases than client companies. Conclusion: The analysis supports the intent of the legal amendment that strengthens the protection of in-house contracted workers who handle hazardous chemicals. Second, the results of this study suggest that safety and health management must go beyond legal compliance and ensure that it has substance and effectiveness. Last, there should be policy consideration is necessary to reduce attempts to hide industrial accidents.

  • The third party logistics(3PL) is given a definition as logistics activaties providing a comprehensive logistics services, all or partly outsourced by the customer on longer term contract basis, ranging from making logistics strategies to implementing information technology services. The growth of the Third Party Logistics (TPL) business has caused many firms from different industries to enter the field. In this study, it is presented to describe a defintion and development precess of the third party logistics and shown to present strategic issues comparing to third party in foreign and domestic area. and apply some issues of importance when managing the continued TPL business strategy in domestic area.

  • The application of 4PL could allow for the efficiency of many logistics operations to be greatly increased, for costs to be reduced, and for operations to become more responsive to consumer demand. It is also possible that higher services level and lower cost products could become available as a consequence. However, in order to implementing 4PL actually it is very important to be met to fundamental determinants of 4PL such as formation of logistics experts group, providing of total logistics service, capacity of IT, implementation of e-Business model, capacity of logistics consulting, higher logistics service level, logistics cost reduction, re-engineering of logistics process, focus of core competence etc.
