A 3D sonic anemometer has been installed at Yongpyong alpine slope since Oct. 23th 2014 to observe the slope winds and to analyze turbulent characteristics with the change in surface cover (grass and snow) and the synoptic wind strength. Eddy covariance method has been applied to calculate the turbulent quantity after coordinate transformation of a planar-fit rotation. We have carefully selected 3 good episodes in the winter season (23 October 2014 to 28 February 2015) for each category (9 days in total), such as grass and snow covers in case of weak synoptic wind condition, and grass cover of strong synoptic wind. The diurnal variations of the slope winds were well developed like the upslope wind in the daytime and downslope wind in the nighttime for both surface covers (grass and snow) in the weak synoptic forcing, when accordingly both heat and momentum fluxes significantly increased in the daytime and decreased in the nighttime. Meanwhile, diurnal variation of heat flux was not present on the snow cover probably in associated with significant fraction of sunlight reflection due to high albedo especially during the daytime in comparison to those on the grass cover. In the strong synoptic regime, the most dominant feature at Yongpyong, only the southeasterly downslope winds were steadily generated irrespective of day and night with significant increases in momentum flux and turbulent kinetic energy as well, which could suggest that local circulations are suppressed by the synoptic scale forcing. In spite of only one season analysis applied to the limited domain, this kind of an observation-based study will provide the basis for understanding of the local wind circulation in the complex mountain domain such as Gangwon in Korea.

Recently, a heavy rainfall with high spatial variation occurred frequently in the Korean Peninsula. The meteorological event that occurred in Busan on 3 May 2016 is characterized by heavy rain in a limited area. In order to clarify the reason of large spatial variation associated with mountain height and location of low level jet, several numerical experiments were carried out using the dynamic meteorological Weather Research and Forecasting (WRF) model. In this case study, the raised topography of Mount Geumjeong increased a barrier effect and air uplifting due to topographic forcing on the windward side. As a result, wind speed reduced and precipitation increased. In contrast, on the downwind side, the wind speed was slightly faster and since the total amount of water vapor is limited, the precipitation on the downwind side reduced. Numerical experiments on shifting the location of the lower jet demonstrated that if the lower jet is close to the mountain, its core becomes higher due to the effect of friction. Additionally, the water vapor convergence around the mountain increased and eventually the precipitation also increased in the area near the mountain. Hence, the location information of the lower jet is an important factor for accurately predicting precipitation.

The annual mean temperature of South Korea has risen by $1.3^{\circ}C$ for last 100 years by urbanization and industrialization. Especially, the frequency of unusual hot weather in summer increases for a long time and the frequency of unusual cold weather in winter clearly decreases. In recently, The considerable portion of curtain wall system is appled to building skin in domestic. As related to this, the Korea Institute of Construction Technology devised the box typed double skin facade(It is occasionally called as FDFS : Functional Double Facade System) as an alternative that reflects the distinctive local climate and saves cooling energy. Two mock-ups($49m^*4.9m$) applied to single skin(curtain wall) and double skin each were monitored under the outdoor condition. Therefore, the characteristics of natural ventilation and cooling energy consumption of each window had been analyzed in real time. The results of this study are summarized as follow, Analysis of the experiment on an air conditioner: the indoor temperature of the chamber with FDFS is lower than that of the chamber with single skin facades by $3{\sim}6$ degrees(C). A temperature variation of about $1{\sim}2$ degrees between the 0.2m and 1.7m height of the mock-up occurs in FDFS, while that of about maximum 7 degrees occurs in single skin facade at noon with abundant intensity of solar accident. Also, 67 percent of energy consumption for air conditioning has been saved.
The timing of the canopy phenology onset (CPO hereafter) indicates the initiation of the growing season, with rapid increases in exchange rates of carbon dioxide and water vapor between vegetation and atmosphere. The CPO is regarded as a potential indicator of ecosystem responses to global warming, but the CPO shows considerable spatial variation depending on the species composition and local temperature regime. at a given geographic location. In this study, we evaluated the utility of satellite observation data for detection of the timing of the CPO. Leaf area indices (LAI) obtained from the Moderate Resolution Imaging Spectrora-diometer (MODIS) were utilized to detect and map the onset dates from 2001 to 2006. The reliability of MODIS-based onset dates was evaluated with ground measured cherry blossom flowering data from national weather stations. The MODIS onset dates preceded the observed flowering dates by 8 days and were linearly related with a correlation coefficient of 0.58 (p < 0.05). In spite of the coarse spatial (1 km) and temporal (8 days) resolutions of MODIS LAI, the MODIS-based onset dates showed reasonable ability to predict flowering dates.
A novel vision-based scheme of extracting real-time traffic information parameters is presented. The method is based on a region classification followed by a spatio-temporal image analysis. The detection region images for each traffic lane are classified into one of the three categories: the road, the vehicle, and the shadow, using statistical and structural features. Misclassification in a frame is corrected by using temporally correlated features of vehicles in the spatio-temporal image. Since only local images of detection regions are processed, the real-time operation of more than 30 frames per second is realized without using dedicated parallel processors, while ensuring detection performance robust to the variation of weather conditions, shadows, and traffic load.

Since it is important to understand the bio-climatic change in Seoul for ecological city planning in the future, this paper gives an overview on bio-climate analysis of urban environments at Seoul. We analyzed its characteristics in recent years using the observations of 24 of Automatic Weather Station (AWS) by Korea Meteorological Administration (KMA). In urbanization, Seoul metropolitan area is densely populated and is concentrated with high buildings. This urban activity changes land covering, which modifies the local circulation of radiation, heat and moisture, precipitation and creating a specific climate. Urban climate is evidently manifested in the phenomena of the increase of the air temperature, called urban heat Island and in addition urban sqall line of heavy rain. Since a city has its different land cover and street structure, these form their own climate character such as climate comfort zone. The thermal fold in urban area such as the heat island is produced by the change of land use and the air pollution that provide the bio-climate change of urban eco-system. The urban wind flow is the most important climate element on dispersion of air pollution, thermal effects and heavy shower. Numerical modeling indicates that the bio-climatic transition of wind wake in urban area and the dispersion of the air pollution by the simulations of the wind variation depend on the urban land cover change. The winds are separately simulated on small and micro-scale at Seoul with two kinds of kinetic model, Witrak and MUKLIMO.

The seasonal variation and frequency of precipitation phenomenon of the Honam region in summer show strong local weather phenomena because of its topographical and geographical factors in southwestern area of Korea. The propose of this treatise is to induce variation patterns over a period 10 days of summer precipitation(that is one of the important elements of the precipitation characteristics), clarify the variations of their space scales, and study the subdivision of precipitation regions in Honam according to the combinations of precipitation amounts and variation pattern over a period of a 10 days of summer precipitation, using the mean values during the years 1994$\sim$2003 at 79 stations(the surface synoptic stations 16 AWS 63) of Honam region. The classified precipitation of a period of 10 days summer precipitation, and the principal component vector and the amplitude coefficient by the principal component analysis were used for this study. The characteristics of variation pattern over a period of 10 days of summer precipitation can be chiefly divided into four categories and the accumulated contributory rate of these is 78.0%. And the change patterns of summer precipitation during a period of 10 days in honam region are classified into 11 types from A to K And regional divisions of summer precipitation in Honam region can be classified into 18 types.
Continuous measurements of radon progeny concentrations in the open atmosphere and measurements of meteorological parameters were performed in Tajeon, using a continuous gross alpha/beta aerosol monitor and a weather measuring equipment between July 1999 and July 2000. These data were analyzed for half-hourly, daily, and seasonal variations. The distribution of daily averaged equilibrium equivalent radon concentration$(EEC_{Rn})$ had an arithmetic mean value of $11.3{\pm}5.86Bqm^{-3}$ with the coefficient of variation of about 50% and the geometric mean was $10.3Bqm^{-3}$. The $EEC_{Rn}$ varies between 0.83 and $43.3Bqm^{-3}$, depending on time of day and weather conditions. Half-hourly averaged data indicated a diurnal pattern with the outdoor $EEC_{Rn}$ reaching a maximum at sunrise and a minimum at sunset. The pattern of the seasonal variation of the $EEC_{Rn}$ in Taejon had a tendency of minimum concentration occurring in the summer(July) and maximum concentration occurring in the late autumn(November). But the seasonal variation of the $EEC_{Rn}$ is expect to vary greatly from place to place. The outdoor $EEC_{Rn}$ was highly dependent on the local climate features. Particularly the $EEC_{Rn}$an rapidly drops less than $5Bqm^{-3}$ in case of blowing heavily higher than wind speed of $6msec^{-1}$, reversely the days with more than $30Bqm^{-3}$ were at a calm weather condition with the wind speed of lower than $1msec^{-1}$.
Despite the improvement in accuracy of heavy rain forecasting, socioeconomic costs due to heavy rain hazards continue to increase. This is due to a lack of understanding of the effects of weather. In this study, the risk of heavy rain hazard was analyzed using the concepts of hazard, vulnerability, and exposure, which are key concepts of impact forecast presented by WMO. The potential impacts were constructed by the exposure and vulnerability variables, and the hazard index was calculated by selecting three variables according to the criteria of heavy rain warning. Weights of the potential impact index were calculated by using PCA and hazard index was calculated by applying the same weight. Correlation analysis between the potential impact index and damages showed a high correlation and it was confirmed that the potential impact index appropriately reflects the actual damage pattern. The heavy rain hazard risk was estimated by using the risk matrix consisting of the heavy rain potential impact index and the hazard index. This study provides a basis for the impacts analysis study for weather warning with spatial/temporal variation and it can be used as a useful data to establish the local heavy rain hazard prevention measures.

The purpose of this study was to investigate air quality in Chungju, Korea, using data obtained with a local air quality monitoring system. We have utilised cohort studies to investigate the relations between environmental pollution and the health of residents near large industrial complexes since 2004. This study analyzes the $O_3,\;NO_2,\;SO_2,\;CO\;and\;PM_{10}$ concentration in Chungju from 2002 to 2006. Air pollutants are closely related to the number of manufacturing facilities and cars, energy utilization and weather conditions. Generally, the diurnal concentration of air pollutants in Chungju reached the highest level in the morning (about$08:00{\sim}$) and early evening (about$19:00{\sim}$). On the other hand, the diurnal concentration of ozone as recorded gives the highest amount in late afternoon (about$16:00{\sim}$) and lowest in early morning (about$08:00{\sim}$). The concentration of air pollutants in Chungju was highest from winter to spring and lowest during the summer season. On the other hand, the monthly variation of ozone concentration was greatest in June and smallest in December. Also the, $PM_{10}$ concentration posted the highest record in April and the lowest during September. In general, this study analyzed air pollution changes in Chungju as well as in large scale industrial complex regions within Korea such as Ulsan, Pohang, Kwangyang, Sihwa Panwol and Gangneung in Korea. We compared the air quality of Chungju with those of these cites and found that air pollutants except for CO in Chungju was generally lower than large industrial complex regions.
