The purpose of this study is to show a course development of the marine leisure sport policy in Korea. The preceding researches and the analysis on the actual conditions on marine leisure sport in Korea were conducted for this research. And analyzing the obstacle and development factors in marine leisure sport, the conclusions intended to provide the preliminary data on the marine leisure industry are as follows: First, as policy-based problems, there will be needs for the public perception improvement in the marine culture caused by the lack of publicity, the reflection reinforcement of the national policy on the marine leisure industry, the prevention of the overlapping investment for the national resources development in the marine industry and marine leisure sport complexes, and the reinforcement of the close networks with the developed countries. Second, as human-based problems, there will be needs for the new organization of the specialty agencies involved in the marine leisure industry field, the nurture of the capable specialists and the reinforcement and nurture of TF team for the infrastructure industry. Third, as facility-based problems, there appeared to be the expansion of the SOC related to the marine leisure, the ease of the laws and regulations for the development of the marine leisure facilities, the prevention of the thoughtless development caused by close cooperation system with the local government. Fourth, as law and institution-based problems, there appeared to be the abolishment of the regulation-centered laws involved in them, the prevention of the legal and institutional confusion caused by policy confusion. Fifth, as industry-based problems, there must be the expansion of the domestic supply and demand, the reinforcement of parts industry and the nurture of the license system for the mechanics on the vessels and the engines.

In order to assess the safety diagnosis and grouting reinforcement effect of old reservoir facility, local governments and public offices mainly use electrical resistivity survey. However, electrical resistivity survey is a qualitative evaluation that varies the resistivity value by various exploration conditions. It is also difficult to grasp the stiffness change directly related to the stability of reservoir, thus an electrical resistivity survey is not applicable to continuous stability monitoring after grouting. The purpose of this study is to investigate and validate the quantitative evaluation of reinforcement effect of reservoir with cement grouting through shear velocity (Vs), which is closely related to the stiffness (${\mu}$) of the ground. This study was carried out on two reservoir facilities. The reinforcement effect was evaluated by comparing the permeability test, standard penetration test, down-hole test and MASW(Multi-channel Analysis of Surface wave) survey before and after cement grouting. Shear wave velocity changes before and after grouting were analyzed by phase velocity difference and inversion analysis, respectively, and the reliability of the analytical results was evaluated by comparing with field test results. Shear wave velocity increases to 5~10% in case of the D levee, and 10~20% in the levee of H reservoir. These results are showed similar pattern to the field test results.

Recently, two main changes were observed in relation to activities of District Health Centers. One is the rapid increase in the quantity and variety of people's demands for health services due to improvement of income level and the other is an introduction of autonomy in local administration. Unitl recently, the District Health Services were mostly depended on the instructions and orders given by Central Governments, and it would be necessary to prepare for the future implementation of autonomous local administration. Especially, the urban health centers may need more attention than those in rural areas because of their complexity and it would be more difficult in choosing and implementing a most suitable health programs for urban communities. This study was made to find out a feasibl developmental model which could be applicable for the urban bealth centers in Kyeongnam- do area. The most studies relating to health centers activities in the past were made by saking questions to current health center workers, but this study has made an effort to find out the opinions of those who are representing the people in the community. For this study, therefore, the Members of Gity Parliament and Village Headmen from 10 cities is Kyeongnam- do were interviewed for the study and the results obtained were compared to those of health officers. It was found that both Parliament Members and Village Headmen were well aware of the need of health centers, however, they tend to put lower priority for health services in compare with other community activities, and pointed out poor quality of services and lack of public understanding as the problems to be overcome. As to the desirable body for policy decision and implementation of health programs, the Members of Local Parliament think the Local Parliament as ideal, where as Village Headmen prefer health experts, and health officenr prefer District Health Center respectively. The most urgent problems of the District health Centers are mentioned as lack of health manpower. As the results of his study, the followings are suggested for improvement of District Health Services; First : reinforcement of professional health workers, Second : establishment of Community Health Council, Third : strengthening of public health education and support, Fourth : flexibility in Local Autonomy and target system relating to health activities.

To contribute to the preventive measures against local vibrations of ship's deck panels, some investigations into the prediction method of the natural frequency of the vibration of stiffened plates were done. Firstly, an analytical method based on the orthotropic plate analogy and the Rayleigh method using eigenfunctions of the Euler beam was shown, and numerical results of a regularly stiffened plate were compared with experimental results. And then, the method was extended to stiffened plates having one or two irregular stiffeners to obtain an approximate formula showing the relation between the change of the natural frequency and the size of the irregular stiffeners. The latter case was investigated for the purpose of providing a convenient design manual applicable to cure of local resonant vibrations of ships' deck panels by additional reinforcement of one or two stiffeners. In the analytical development the boundary was assumed to be rigidly supported and elastically restrained against rotation. In the experiment, however, only an extreme case i.e. simply supported boundary was investigated. The results of the investigation show that there is a fairly good conformity between the analytical results and the experimental ones in the first case, and that the approximate formula for the second case is confirmed also to be reliable for the design purpose. Considering that actual boundary conditions of deck panels in ship structures lie mostly somewhere between the simple support and the fixed, the authors discussed problems of the joint efficiency at the boundary of deck panels from the viewpoint of the practical application of the formulae.

The government has been promoting suicide prevention policies, but the elderly suicide rate has still not improved. This study focused on the role of local governments in solving suicide problems and analyzed three-year data from 2015 to 2017 at local governments level to investigate the relationship between suicide prevention policies and elderly suicide rates. Multiple regression analysis and logistic regression analysis was conducted to control social capital factors, demographic factors, and medical use factors that can affect the elderly suicide rate. As a result of the analysis, it was confirmed that suicide prevention ordinances were enacted and suicide prevention centers were established in areas with high suicide rates. In areas with high suicide rates, the suicide rate decreases if the elapsed period is long after the establishment of the center. From the perspective of suicide rates, it was analyzed that the local welfare support system was more affected. Accordingly, it was confirmed that the suicide prevention policy should be established in connection with the reinforcement of welfare policies

A continuum analysis of the evolution of plasticity and Bauschinger effect in a short fiber reinforced metal matrix composite, based on the FEM solution for a single fiber model has been performed to investigate the strengthening behavior. The evolution of matrix field quantities during one cycle of fully reversed loading have been examined in detail. The results indicate that the role of constrained matrix flow in generating different levels of matrix triaxiality during forward and reversed loading provides an important contribution to the developement of the Bauschinger effect in the metal matrix composite. Therefore, even when the plastic flow of the matrix material follows on isotropic hardening behavior, the Bauschinger effect is predicted for the composite material.

Recent trends in the construction of building frame feature the increase use of composite steel concrete members functioning together in what terms of mixed structural systems. One of such systems, RCS(reinforced concrete column and steel beam) system is introduced and closely examined focusing on bearing strength of the composite joint in this paper. The main objective of this study was to develope one of details to increase bearing capacity while bearing failure is one of the two primary modes of failure in RCS system. Local bearing tests with specimens about 1/3 of the actual concrete column size were performed applying uniform load through steel plate with 100$\times$110mm size. Test results show that specimens with the bearing reinforcement detail developed in this study enhanced the bearing strength by 1.71~3.02 compared to concrete cylinder strength.

Recently a simple design method for rib-reinforced seismic steel moment connections has been proposed based on equivalent strut model. An experimental program was implemented to verify the proposed design method and to develop the schemes that will prevent the cracking at the rib tip, where stress concentration was evident. All the specimens designed by the proposed method were able to develop satisfactory connection plastic rotation of 0.04 radian. Slight beam flange trimming, in addition to rib reinforcement, pushed the plastic hinging and local buckling of the beam away from the rip tip and effectively reduced the cracking potential at the rib tip. The strut action of the rib and resulting reverse shear in the beam web were also experimentally identified through the strain gage readings.

In this study, two dimensional and three dimensional numerical analysis were performed with a finite difference code for the safe maintenance of the spillway slope of the Boryeong dam. Results of the geological survey and the stereographic projection analysis on the discontinuities were used as input data for the numerical analysis. As a result, several suggestions were given such as the reinforcement of the local tension zone, the decrease in the angle of the slope, the drawdown of the pore pressure in the slope and the removal of the upper benches. A systematic and long-term monitoring system was also suggested.

It is expected that Korean restaurant business will become one of the most important contributors to the notion's economy by the year 2000. As the many visible and invisible trade barriers are tumbled down and market opening to foreign competition expedites, a strategy to solidify the competitiveness of the restaurant industry is urgently needed. Some of the strateges that need to sharpen the competity edge are as follows: 1. Development of restaurant business management knowhow and enhancement of information gathering capability. 2. Development of its own unique brand of food and service tailored to many different tastes of clientele. 3. Promotion of the industry's globalization efforts with the development of local restaurant brand & Korean traditional foods and with the expansion of foreign investment. 4. Reinforcement of staff training and provision of a compensation package to attract qualified personnel. 5. deregulation of many anachronistic laws and restrictions with government's full support for the industry to realize what it's supposed to be in the 21st century.
