Environmental differences across countries such as socio-cultural, political, economic, and technological differences require business strategies of multinational corporations to vary business practices across regions. Despite the keen awareness of the necessity for strategic adaptation to local context, IS management and strategy tend to remain similar across countries. One of the reasons is to maintain the stability and compatibility of information technology infrastructure. After a careful observation of retail business practice, this study finds IS strategy should also be highly responsive to the local context. This study shows how information resources including systems architecture, processes, human resources, and national context are interlinked together. Despite global excellence in general systems management, failure in such alignment can be a serious problem in extending competitive advantages across regions. This study aims to reveal issues to be taken care of in order to accomplish global technological alignment. Results of this study provide senior management with guidelines and a framework for aligning IT with regional strategic thrust that can improve local responsiveness of multinational companies.

In this paper, we propose a gas classification method using combined features for an electronic nose system that performs well even when some loss occurs in measuring data samples. We first divide the entire measurement for a data sample into three local sections, which are the stabilization, exposure, and purge; local features are then extracted from each section. Based on the discrimination analysis, measurements of the discriminative information amounts are taken. Subsequently, the local features that have a large amount of discriminative information are chosen to compose the combined features together with the global features that extracted from the entire measurement section of the data sample. The experimental results show that the combined features by the proposed method gives better classification performance for a variety of volatile organic compound data than the other feature types, especially when there is data loss.

It is difficult to settle the well-designed local terminology for imaging report in the hospital information system (HIS). One of the major reasons is the local terminology with poor contents have been used in the hospital. Thus, we mapped the locally used terms in nuclear medicine imaging report to the SNOMED-CT, which had been widely used in the electronic medical record system, for implementation of hospital information system. Preliminary construction of terminology dictionary was done by mapping of local terms to SNOMED-CT and LexCare Suite. Further study may be warranted.

연구목적: 각 지자체들은 다양한 문화공간을 보유하고 있다. 하지만 이용자들은 문화 관련 정보나 위치 등을 정확히 알지 못한다. 따라서 필요한 정보들을 지역주민들은 물론 외지인들에게 효과적으로 전달하기 위한 정보기술 적용 방법이 필요하다. 본 논문에서는 지역문화 공유를 위한 정보의 자발적인 생산과 이용자 스스로의 환경보호를 위한 방법을 연구하였다. 연구방법: 이를 위하여 QR코드, 빅데이터 분석, SNS에 기반을 둔 상호작용 홈페이지 등의 정보기술을 활용하였다. 연구결과: 그 결과로 이용자들에 의한 자생적인 커뮤니티 형성 방법과 이런 활동에 따른 개인정보 보호 방안을 도출하였다. 결론: 이 연구로 이용자들이 지역문화에 대한 이해를 높이고, 자율적인 환경 개선 참여를 유도하여 지역문화 발전에 기여할 수 있을 것이다.

향토문화란 한 지방의 자연환경 속에서 과거로부터 현재까지 면면히 전승되어 온 역사와 전통, 풍물과 생활, 예술과 유물 및 유적 등의 모든 유산을 의미한다. 한국학중앙연구원에서는 이런 향토문화를 디지털 콘텐츠로 제작하고 이를 이용하여 "한국향토문화전자대전"을 편찬하였다. 향토문화 콘텐츠는 기록물의 특성을 가지고 있어 출처주의, 계층목록과 같은 기록물관리체계를 따르고 있으며 이를 편찬 관리하기 위한 시스템은 기초자료, 단편적 정보 및 고급정보 등이 하나의 시스템 안에서 순환하면서 새로운 지식정보를 만들어내도록 도와주는 순환형 지식정보관리시스템을 지향한다. 순환형 지식정보관리시스템의 이용자는 이 시스템을 통해 직접적으로 자료를 수집할 수 있을 뿐만 아니라 다른 곳으로부터 데이터를 수집할 수 있으며, 나아가 수집한 데이터를 가공하여 새로운 지식 정보를 창출할 수 있다. 그러나 다양한 향토문화 콘텐츠의 구조에 포함된 의미적인 특징을 손상시키지 않고 데이터베이스를 구축하기가 매우 어렵고, 또한 이러한 작업은 장시간에 걸쳐 여러 차례의 교정 작업이 수행되어야 하므로 문서편찬, 교정, 서비스가 동시에 수행되는 시스템을 필요로 한다. 따라서 본 논문에서는 "한국향토문화전자대전"의 사례를 중심으로 고문서가 많이 포함된 향토문화 콘텐츠의 의미적인 특징을 손상시키지 않으면서, 문서의 구조정보를 표현할 수 있는 XML 기반의 디지털 편찬 관리시스템을 제시하고 본 연구에서 개발된 관리시스템에서 향토문화 콘텐츠 관리를 위해 확장된 기능을 소개한다.

This paper presents a novel face recognition algorithm based on the deep convolution neural network and key point detection jointed local binary pattern methodology to enhance the accuracy of face recognition. We firstly propose the modified face key feature point location detection method to enhance the traditional localization algorithm to better pre-process the original face images. We put forward the grey information and the color information with combination of a composite model of local information. Then, we optimize the multi-layer network structure deep learning algorithm using the Fisher criterion as reference to adjust the network structure more accurately. Furthermore, we modify the local binary pattern texture description operator and combine it with the neural network to overcome drawbacks that deep neural network could not learn to face image and the local characteristics. Simulation results demonstrate that the proposed algorithm obtains stronger robustness and feasibility compared with the other state-of-the-art algorithms. The proposed algorithm also provides the novel paradigm for the application of deep learning in the field of face recognition which sets the milestone for further research.

This paper object is application of electronic Customers Relationship Management(e-CRM) for buyer This paper focuses on the possibility of the adaption of Escrow system in Local L/C opening and payment. The purposes of this study are to obtain efficiency and stability of Local L/C and to provide opportunity to accept trust of the transaction parties. The results of the study show that Escrow system is recommended when Local L/C opened, because Escrow system has the following merits: (1) Open system of internet can be used to Local L/C process. (2) Transaction process of Escrow system is very simple. (3) One stop transaction can be applied to all the process of local L/C.

시설물관리시스템은 지자체에 도입된 보편적인 GIS활용체계라 할 수 있다. 지난 몇 년간 많은 지자체에서 시설물관리시스템을 개발하였는데 특히 상 하수도의 도로관리시스템 부분에 치중하였다. 여기에 도입된 시설물관리 범용프로그램의 개념은 지자체간의 개발업무에 있어 중복을 최소화하는 것이다. 최근 지자체에서는 분야별로 정보화의 한계를 인식하고 도시정보체계 구축으로 관심을 돌리고 있다. 따라서 본 연구에서는 지자체에서 도시정보체계를 구축할 수 있도록 지원하기 위한 범용프로그램의 활용가능성을 제시하고자 한다. 이렇게 함으로써 도시정보체계 구축에 있어 중복투자의 방지, 프로젝트 시간단축, 실패가능성의 최소화와 정보프로젝트의 활성화가 기대된다.

The purpose of this study is to settle local government accounting system. In order to achieve this object. First, accural accounting should be closely connected with budgetary accounting. Second, a computerized program for double entry book-keeping system must be developed primarily. Finally, the improvement of local government accounting system should be oriented enhancing efficiency and public accountability.
