  • The importance of fire safety services has increased expanding its services into prevention of danger and the reinforcement of safety services. The purpose of this study is to suggest a way for effective safety service by surveying fire fighters and residents of Gyeonggi Province and examining theories of safety services and actual status of 119 safety units. This study suggests the use of social capital by local community, establishment of cooperation between organizations, supports by citizens, cooperative activities by organizations, difference between emergency report and non emergency report and social safety net role of safety fire services.

  • Multiplex movie cinemas are cultural spaces where an indefinite number of people from a variety of classes and ages can enjoy movies, food, and leisure all together in one place at the same time. Those facilities which a great number of people use together like multiplex movie theaters are relatively vulnerable to fire safety, compared with other facilities to protect from fire. Considering the special nature and vulnerability of multiplex movie theaters from a fire safety standpoint, this study aims to seek measures to acquire fire safety performance of the specific facilities by selecting exemplary models of local multiplex movie theaters, performing fire and evacuation simulations for them, and reviewing and analyzing their present problems in evacuation safety as well as the relevant regulations of many countries.

A Study on Improvement of the Course of Hazardous Materials (위험물질론 교과운영의 개선방안에 관한 연구)

  • Accidents cases about hazardous materials in university laboratories and other places are reviewed in this thesis. Then the curriculums that are currently operated in related educational institutions are researched. The researched educational institutions include 'National Fire Service Academy', local 'Fire Service Academies' that are located in Gyeonggi, Busan, Gwangju, Gyeongbuk, and Chungcheong and nationwide 'universities'. A questionnaire survey about hazardous materials with fire officers who are on educational courses in National 119 Rescue Services and local 'Fire Service Academies' is also performed and analyzed. The analyzed results suggest several implications. First, the education courses concerning hazardous materials and the experiment manual should be developed very soon. Second, hazardous materials related courses should be performed by lecturers who has degree in related majors. The third, to prevent the accidents about hazardous materials, the professionals should be trained more. In sum, the experiment centered education courses about hazardous materials should be achieved.

A Study on the Improvement Plan for the Operation of National Fire Mobilization (전국 소방력 동원령 운영 개선방안에 대한 연구)

  • The purpose of this study is to improve the National Fire Mobilization Plan. This plan is a national-level comprehensive response system aimed to compensate for scarce firefighting resources and minimize damage from large-scale disasters that exceed the response limits of city and province firefighting forces. As such, relevant literature and domestic and foreign firefighting mobilization standards were reviewed, and simulations of firefighting mobilization were performed using the QGIS program to compare and analyze cases. Results showed that, as opposed to the current method of issuing mobilization orders by dividing resources according to city and province, recognizing the entire country as a single entity and prioritizing the mobilization of adjacent firefighting resources is more effective in terms of minimizing time and distance and more quickly securing resources. Regarding national firefighting mobilization, recognizing the country's firefighting resources as a whole will allow adjacent firefighting resources to be mobilized with priority. However, the mobilization-related limits of each region need to be set to respond to local disasters. Once the scale of mobilization is determined, a system that can quickly calculate how to mobilize firefighting resources based on location and distance can be established. Additionally, it is necessary to create an integrated management system so the central government can directly organize and mobilize local firefighting resources.

A Study on the Understanding of Fire Service Officers to the Procurement Circumstances and the Alternatives for Procuring Fire Service Funds (소방재원의 조달여건 및 조달방안에 대한 소방공무원의 인식에 관한 연구)

  • This study is to investigate the problems of procurement circumstance of the current fire service funds and to suggest the alternatives for procuring the fire service funds for dealing with increasing demand on the fire service in the local autonomous era. The results are as the followings. First, most fire service officers see the procurement circumstances as premature stage and perceive the necessity of the improvement of this condition. In particular, the officers at the fire center recognize this problem as an urgent question than the officers at the front fire branches. In addition, as for the alternatives of the procurement of fire service funds, both groups prefer the long term plan to the short term plan, and show positive responses to the National Emergency Management Agency and central government as the entity to raise fire funds. As for the alternatives to improve financial system, both groups show the most positive responses on the way to increase the current common facilities tax. As for the specific procurement alternatives of fire funds, both groups agree the alternative to increase common facilities tax mostly, and to the next they agree the alternative to insecure fire funds by restructuring current financial system and by establishing fire service hospital and fire equipment maintenance center.

Dynamics of alpine treelines: positive feedbacks and global, regional and local controls

  • Whilst it is clear that increasing temperatures from global environmental change will impact the positions of alpine treelines, it is likely that a range of regional and local scaled factors will mediate the overall impact of global scale climate drivers. We summarized 12 categories of abiotic and biotic factors as 4 groups determining treeline positions. First, there are global factors related to climate-induced growth limitation and carbon limitation. Second, there are seven regional and local factors related to treeline dynamics including frost stress, topography, water stress, snow, wind, fire and non-fire disturbance. Third, species-specific factors can control treeline dynamics through their influence on reproduction and life history traits. Fourth, there are positive feedbacks in structuring the dynamics of treelines. Globally, the commonly accepted growth limitation hypothesis is that growth at a treeline is limited by temperature. Meanwhile, positive feedbacks between canopy cover and tree establishment are likely to control the spatial pattern and temporal dynamics of many treelines. The presence of non-linear dynamics at treelines has implications for the use of treelines as barometers of climate change because the lagged responses and abrupt shifts inherent in non-equilibrium systems may combine to mask the overall climate trend.

  • The objectives of this paper investigate the effect of installed spacing on the activation of spot type heat detection devices. The flow of hot gases under a ceiling resulting from the impingement of a fire plume activates heat detectors and sprinklers. Local temperature and velocity in this ceiling jet are usually expressed with the function of a ceiling height, the distance from a fire location and the heat release rate of fire. And detectors having different. RTI respond in different ways to the same temperature and velocity of ceiling jet. Thus great care should be taken to decide installed spacing of heat detection devices by considering above effects.

Behaviour of lightweight composite trusses in fire - A case study

  • On September $11^{th}$ 2001, the twin towers of the World Trade Center in New York City were struck by two hijacked airplanes. Despite severe local damage induced by the impact, the towers were able to sustain 102 and 56 minutes of the subsequent multi-storey fires before collapsing. The purpose of this study is to contribute to the understanding of the in-fire performance of composite trusses by examining the behaviour of the longer-span type used in the towers. It makes no attempt to be a forensic study of the actual events. Using the finite element package Vulcan, the structural mechanics of typical long-span composite floor trusses are explained, under a variety of scenarios, as the fire temperatures rise. Different boundary conditions, degrees of protection and loading are all covered, the results being presented mainly in the form of graphs of deflection and internal force of members against time.

A Study on Building the Regional Cluster: The Case of Fire and Emergency Industrial Cluster in Samcheok-si

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

Development of High-speed Tunnel Fire Detection Algorithm Using the Global and Local Features (영상 처리 기법을 이용한 터널 내 화재의 고속 탐지 기법의 개발)

  • To avoid the large scale of damage when fire occurs in the tunnel, it is necessary to have a system to minimize the damage, and early discovery of the problem. In this paper, we have proposed algorithm using the image processing, which is the high-speed detection for the occurrence of fire or smoke in the tunnel. The fire detection is different to the forest fire detection as there are elements such as car and tunnel lightings and other variety of elements different from the forest environment. Therefore, an indigenous algorithm should be developed.The two algorithms proposed in this paper, are able to complement with each other and also they can detect the exact position, at the earlier stay of detection. In addition, by comparing properties of each algorithm throughout this experiment, we have proved the propriety of algorithm.
