지방교육 복지재정의 실태 분석 연구 -부산광역시교육청 교육비특별회계를 중심으로- (Local Education Welfare Financial Analysis - Focused on Busan Metropolitan City Office of Education Special Account)

  • This paper is to analyze the size of Busan Metropolitan City Office of Education Special Account and Educational finance Changes based on the welfare types from 2009 to 2013. It also identifies the impact on welfare finance education programs that target low-income students. The size of Education welfare finance was increased to 355.3 billions (2013) from 90.9 billions (2009), with the last 5 years average annual growth rate as high as 41.9%. But there has been relative decrease in the size of selective welfare budget for low income students such as tuition assistance & IT support to low-income and vulnerable groups, rural schools support to improve facilities, education welfare priority program. The finding suggests that the size of selective welfare budget should not be decreased due to universal education welfare policy. If it is to expand the universal education welfare, then there should be redesigning of local educational finance and further revenue for local education finance to keep the budget for the education welfare target groups.

  • 지방교육자치사무권 확대방안으로는 첫째, 지방교육자치제의 법체계의 혼란을 시정할 필요가 있고, 이를 위해 「지방분권 및 지방행정체제개편에 관한 특별법」 제12조 제2항과 제4항에서 "국가는 교육자치와 지방자치의 통합을 위하여 노력하여야 한다." "교육자치와 자치경찰제도의 실시에 관하여는 따로 법률로 정한다."고 한 규정은 폐지되어야 한다. 둘째, 국가수준에서 통일을 기하여야 할 불요불급한 법령사항 및 규제조치를 명료히 할 필요가 있고, 교육사무를 기본적으로 지방자치단체의 고유사무로 하고 특정사무에 대하여 국가가 수행하는 법정수탁사무제의 도입을 전향적으로 검토할 필요가 있다. 지방교육재정의 분권화는 지방교육자치제도 발전을 위하여 재원과 권한의 이양, 자율성 제고, 책임성이 요청된다. 첫째, 특별교부금 비율의 추가 조정(3%에서 2%) 또는 내 국가시책사업 비율의 하향 조정이다. 둘째, 세출예산을 편성할시 (일반회계로부터의 전입금으로 충당) 시·도지사와 협의한다는 조항을 삭제한다는 것이다. 셋째, 시·도의회의 권한을 제약하는 요소 제거이다. 네째, 국세교육세와 지방교육세를 통합하여 하나의 독립 목적세인 교육자치세(가칭)를 만들 필요가 있다. 다섯째, 교부금 총액배분 강화와 기준재정수요 측정항목에 대한 정산규정의 폐지이다. 여섯째, 교육부의 교부금 교부과정에 관계자 및 전문가 참여 확대 방안이다. 일곱째, 교육재정분야를 특수분야로 지정하여 장기보직제도를 마련할 필요가 있다. 여덟째, 협력적 거버넌스 확대이다.

The Two-Stage Least Squares Regression of the Interplay between Education and Local Roads on Foreign Direct Investment in the Philippines

  • This study aims to investigate the interplay between education and local roads on Foreign Direct Investment (FDI) in the Philippines, using economic growth as an instrument. The study used the quantitative research design applying both descriptive and inferential statistics. A combination of Two Stage Least Square Regression Model and three approaches in Panel Regression Model such as Pooled Least Square, Fixed Effect Model, and Random Effect Model were utilized in order to study the effects of education and local roads on foreign direct investment of the Philippines. Based on Fixed Effect regression results, higher education graduates and local road investments, as conditioned by economic growth, were significant factors in order to increase the foreign direct investment in the Philippines. Accordingly, a unit increase in higher education graduates, as conditioned by economic growth, leads to 8.758 unit increases in the foreign direct investment. While, a unit increased in local road investments, as conditioned by economic growth, leads to a 0.002 decrease in foreign direct investment. The regression results of the study suggest that the Foreign Direct Investment in the regions such as CAR, I, II, IV-B, V, VIII, IX, X, XI, XII, XIII, and ARMM are higher compared to Region IV-A.

Citizen Awareness of the Smart City: A Study of Khon Kaen, Thailand

  • Using primary data collected through semi-structured interviews conducted during February 2019, this article examines citizen's awareness and knowledge of Khon Kaen Smart City (KKSC) among the residents of five contiguous municipalities within Khon Kaen Province, Thailand. A self-weighted sample of 420 respondents was selected through a two-stage, 30-cluster sampling process. In the first stage, a sample of 30 artificial clusters of 100 households each was selected. In the second, 14 households were randomly selected from each of these clusters. The head of household or, if unavailable, a resident aged 18 or over was interviewed. The study applies the "citizens as democratic participants" dimension of Simonofski et al.'s (2019) evaluative framework. Results found that, because of ineffective citizen engagement, the levels of awareness and knowledge about KKSC were low. However, multiple logistic regression found that, despite the low levels of awareness and knowledge, education and income could establish an independent effect on awareness of KKSC. Those who completed post-secondary school were more aware of KKSC than those who finished only secondary or primary education. Similarly, the analysis of data clearly indicated that educational attainment, solely and independently from all other socio-economic and demographic variables, could explain the positive effect of education on knowledge about KKSC.

  • Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.

Quantitative Analysis of Poverty Indicators: The Case of Khon Kaen Province, Thailand

  • This study examines the poverty indicators in Northeast region of Thailand by adopting the global Multidimensional Poverty Index (MPI) methodology and the national survey of Minimum Basic Needs (MBN) of Thailand. Data are collected from three different districts in Khon Kaen province namely: Khok Po Chai, Sam Sung, and Nam Pong. The sample size is 187 households. Data analysis uses Ordinary Least Square (OLS) regression approach and includes 7 dimensions of poverty (health, environment, education, economy, Thai value, asset? empowerment, and digital literacy) with a total of 41 indicators. This study has found that poverty indicators in Khon Kaen province remains centered around the aspects of health and employment dimensions. While a change of family structure in the Thai society since 1960s reduces the family size, household saving substantially increases over the years. The effects of health dimension in poverty, on the other hand, appears on the other poverty dimension of Thai value, which include (1) a bad living habit of head of household (smoke or alcohol consumption) that links with illness and disease, (2) religious practice, and (3) chronic illness. Lastly, there are income gaps of different careers in the area, which suggests the issue of income inequality.

  • The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

체육발전을 위한 체육재정의 효율적 지원 방안 (Measure of sports financing efficiency for sports development)

  • 본 연구는 생활체육 및 전문체육이 균형 있게 발전하기 위한 체육재정의 확보와 지원의 효율화 방안을 제시하는데 그 목적이 있다. 연구의 방법은 체육재정과 관련된 선행연구를 고찰한 후 문헌자료를 통해 그 실태를 파악하였다. 연구의 내용 및 범위는 첫째, 중앙 및 지방정부 체육부문 예산을 검토하였고 둘째, 지방정부의 재정자립도를 파악하였으며 셋째, 지방정부의 체육부문 예산을 파악하였다. 이상의 고찰을 통해 도출한 결과는 다음과 같다. 첫째, 체육진흥기금 중 수익금 배분의 개선을 통한 체육재정의 추가적 확보가 요구된다. 둘째, 재정자립도를 기준으로 스포츠이벤트 개최 이후에 활용도를 높일 수 있는 충분한 지원이 필요하다. 셋째, 각 단체를 평가할 수 있는 공정한 평가기준을 확립하고 이에 따른 전략적 지원과 체육재정의 확보가 요구된다. 넷째, 각 지역에 대한 충분한 사전조사를 통해 양적 지원을 벗어나 실제 사용가치를 높일 수 있는 질적 지원이 이루어지도록 해야 한다. 다섯째, 체육부문별 지원 규모에 대한 심층 연구를 통하여 다양한 사업에 대한 공정한 분배가 이루어져야 한다.

외국인 유입에 따른 보건의료재정 변화 및 지속가능성 제고를 위한 대응방안 연구 (A Study on the Responses to the Change of Health and Medical Finance and Sustainability of the Influencing Foreigners)

  • Purposes: The problem in the recent immigration policy and social policy changes for foreigners is that the preliminary analysis or research on the actual impact of the influx of foreigners has not been done enough in Korea yet.. This study is to examine the impact of the Korean health insurance finances on the influx of foreigners. Approach: This study analyzed the health insurance statistics for foreigners and overseas Koreans of the Health Insurance Corporation from 2013 to 2017. The data is the "Status of Health Insurance Premiums for Nationals, Foreigners, and Overseas Koreans from 2013 to 2017" submitted by the National Health Insurance Service to the Health and Welfare Committee during the 2018 National Audit Period. Findings: To summarize the analysis, first, the proportion of foreigners was only 1% of all subscribers (1.7% at work, 1.9% in regions) until 2017. Second, employees at work have a lower pay-to-pay ratio, and local subscribers have a higher pay-to-pay rate, regardless of nationality. Third, as immigrants are mostly concentrated in younger ages, they are healthy and use of hospitals is relatively low. Fourth, in terms of gender distribution, there are many women of childbearing age due to marriage immigration among foreign local subscribers, and more men use hospitals than workers who have a high proportion of males due to childbirth. In conclusion, the impact of immigration on health insurance finances is not large, and has a positive effect on finances. Practical Implications: If we simply consider the financial aspect, encouraging foreigners to subscribe to health insurance has a positive effect on finances. In particular, the more foreign workers are enrolled, the greater the financial gain. In particular, increasing the employment of foreign women through language education, vocational training, and employment support will help finance health insurance. One of the reasons foreign subscribers have a positive impact on health insurance finance is the low medical utilization rate. It can be said that young and healthy foreigners use fewer hospitals and clinics, but another aspect means that foreigners have difficulty using health insurance for various reasons. Therefore, various supports must be accompanied so that foreign subscribers can use medical services when necessary.
