Most of companies have analyzed markets continually and founded market strategies based on these analyses to gain competitive advantage. But sometimes some mistaken market analyses make the strategic decision-making of companies bring unexpected results. This because many companies just research or consider only the present condition, so they can't reflect dynamic change and the delayed feedback effect and then found the market strategy in the short-term angle rather than analyze the structural features of market on the whole. For that reason, this paper will describe how effective system thinking and system dynamics are as they found strategy of company for solving the problems and trying to find better alternative proposal by explaining process of founding market strategy with a casual loop diagram and a simulation model in the local government server market.

In this paper which it is relating to the DSRC system based road side equipment, we propose the protocol stack architecture of road side equipment and the process structure of the main RM, L7 and LLC layers which is road side equipment device as well. And also we design the signal flow and data-transfer process as well between road side equipment and on board equipment to describe the installation process between road side equipment and von board equipment based on DSRC system. Thus, it is possible to provide various application services between intelligent transportation systems of road side equipment and local server, as well as it enables the local server managing the memorys of on board equipment which entry in service area thru the road side equipment.

A new method of spindle waveform detection is presented for the automated analysis of sleep EEG. The method is based on the combined application of signal conditioning in the time-domain and local spectrum analyzing in the frequency-domain. The overall detection system is implemented and, tested in real-time with a total of 24 hour data obtained from four subjects. The result shows an average agreement of 86.7% with the visually inspected result.

A method is presented for optimization of Universal Learning Networks (ULN), where, together with gradient method, Simulated Annealing (SA) is employed to elude local minima. The effectiveness of the method is shown by its application to control of a crane system.

The studies of multi-hop wireless networks are active as the new communication media, which does not require any fixed communication infrastructure. One of application of the networks is local information distribution service, which is useful far daily activities in certain geographically restricted region or community within a radius of several kilometers. In this paper, MID-Net, which is the network enabling such distribution service, and effective information distribution algorithm MCMS are proposed. The behavior of the MID-Net is characterized by the waiting time function, three types of the functions are proposed in this paper.

The author propose a method to realize a self organization in the artificial system. In self organizing system, sub-systems are not constructed as functional parts of the system but cooperate with one another to realize the total system. Each sub-system obtains the local purpose from the global purpose by learning. This function is realized by using a neural network. The validity of this method is confirmed by some simulations.

This aim in this study is to investigate the meaning of case management and management in general from the case manger's perspective, as well as case mangers' abilities and networks. We also propose a development direction for the establishment of a local integrated family-centered community management system. Regarding the collection of qualitative data, focus group interviews (FGIs) were conducted with 11 case managers from social welfare organizations in the city of C. The interviews consisted of open-ended questions in the following four categories: understanding of case management, case managers' abilities, case management environments, and local community networks. According to the interview analysis, a total of 16 subcategories in 9 categories and 4 domains have been identified. Due to the ambiguity regarding the concept of case management, case management was completely dependent upon individual case managers' abilities. In particular, family-centered case management was found to exist in several organizations in the same region. In terms of case management environments, the following problems have been observed: absence of related departments and staff, confusion regarding performance evaluation standards, limitations in sharing information among organizations, limitations in resource exploration and management, redundant support, and an uncomfortable relationship between the private and public sector. Horizontal exchange and cooperation among organizations are essential to establish and facilitate a local community network. After all, to establish a local family-centered community case management system, the roles of a Healthy Families Center and a Multi-cultural Family Support Center as parts of a family-centered transfer system should be fully emphasized in local society, and the performance of family-centered case management should be developed.

"Special Act on the Rocal Collaborative Development", proposed by Seoul in late 2015, aims to promote win-win cooperation between local economic players and the development of local communities. However, since it is not possible to ensure its effectiveness by signing a local collaborative agreement, the rights and duties granted to the Parties to the Convention shall be more clearly defined. In addition, it is feared that the application of a uniform standard to businesses that wish to restrict the operation within the local collaborative development zone could prevent the operation restriction based on local characteristics. Accordingly, based on the FBR system in the U.S., it is possible to define the business as a "uniform store" and to determine the possibility of a uniform store to be sold through zoning plans in the region by the Local Collaborative Community Council.

The accumulated BMS data have made it easy to make reasonable decision-making for bride maintenance and repair work. In the developing period of BMS, the bridge management was not easy due to the lack of understanding of BMS and low credibility of the data. In recent years, it has been possible to enhance the credibility of the data and to expand the application scopes of BMS with the efforts of Local Road Construction Offices. The reasonable decision making for bridge management can improve the performance of bridges under the practical constraints such as limited budget. It can then result in the reduction of bridge maintenance budget. This study provides the methodology for the application of mobile internet-based KOBMS for bridge management. The data flow for BMS is the most important factor for decision-making on budget allocation, and this study establishes the basic scheme of the data flow for BMS. The implementation of PDA for BMS may suggest a new paradigm of 'Mobile' in the field of construction management.

The national wind map of South Korea has been established as a core data to support national strategy building and promotion of wind energy dissemination. The national wind map has been made by numerical wind simulation with the spatial resolution of 1 km horizontal, 10m vertical and temporal resolution of 1 hour interval for 5 years period (2003-2007). Therefore, an application system linked with the national wind map named KIER-WindMap$^{TM}$ is being developed to be used by the government, local government, developers and researchers. We introduce the current status of the application system and the future development plans.
