The role of Universities in the Development of Local Economies: A Case Study in the western of Jeonnam

  • As a result of this study, the income generation effect generatded by regional universities for the region is KRW 130.6 billion (direct and indirect income effect KRW 90.9 billion, induced income effect KRW 39.6 billion). In addition, it is estimated that the effect of regional universities on inducing employment in the region is 2,145 per year. Unless quality jobs are secured, the outflow of population to the metropolitan area will accelerate, and the disappearance of local areas will emerge as a social problem in the near future. Considering the effect of local universities on the local economy revealed through the results of this study, that is, the income and job creation effects, the government will be able to prevent local extinction by providing bold financial support to local universities. If it is difficult to afford it with government finances alone, it can be solved by opening the door to universities for admission through donations, which many advanced countries are introducing..

Changes and Factors of Suicide Rate by Region in Korea (한국의 지역별 자살률 변화와 요인 분석)

  • This study was conducted to propose regional policy for reducing suicide rate by confirming the change of local suicide rate for 10 years from 2005 to 2015 and the effect of change of local environmental factors influencing the change. The main results are as follows. First, the change of city, county, and province suicide rate in 10 years showed that the suicide rate decreased in order of military district, city area, and district. Second, in the case of economic factors, local suicide rate decreased as the local tax burden per capita increased, and as the financial self - reliance increased. Third, in the case of the social integration factors, the local suicide rate decreased as the ratio of the basic livelihood recipient decreased. In addition, local suicide rate decreased as the number of elderly leisure welfare facilities increased. Fourth, in the case of the social demolition factor, the region where the divorce rate is increased, the depression experience rate is increased, and the region where the rate of one person is increasing, the local suicide rate is increased. Therefore, it is expected that the local suicide rate can be reduced through efforts to improve the economic capacity of the whole region, social integration and reduction of the social disintegration phenomenon in the region.

Adaptive Image Interpolation Algorithm Using Local Characteristics (영역별 특성을 고려한 적응적 영상 보간 방법)

  • This paper presents an adaptive image interpolation algorithm using local characteristics. An input image is classified into edge region and flat low frequency region. And then, the edge region is further partitioned into directive edge region and high frequency texture region. A bilinear interpolation is applied to flat low frequency region, cubic convolution is applied to texture region, and new edge directed interpolation to directive edge region, respectively. Simulation results show that the proposed algorithm outperforms the existing interpolation methods in terms of visual quality as well as PSNR.

Effects of Local Anesthetics on the Rate of Rotational Mobility of Phospholipid Liposomes

  • Using fluorescence probes, 2-(9-anthroyloxy) stearic acid (2- AS) and 12-(9-anthroyloxy) stearic acid (12-AS), we determined the differential effects of local anesthetics (tetracaine-HCI, bupivacaine-HCI, lidocaine-HCI, prilocaine-HCI and procaine-HCI) on the differential rotational rate between the surface (in carbon number 2 and its surroundings including the head group) and the hydrocarbon interior (in carbon number 12 and its surroundings) of the outer monolayer of the total phospholipid fraction liposome that is extracted from synaptosomal plasma membrane vesicles. The anisotropy (r) values for the hydrocarbon interior and the surface region of the liposome outer monolayer were$0.051{\pm}0.001$ and $0.096{\pm}0.001,$ respectively. This means that the rate of rotational mobility in the hydrocarbon interior is faster than that of the surface region. Local anesthetics in a dosedependent manner decreased the anisotropy of 12-AS in the hydrocarbon interior of the liposome outer monolayer, but increased the anisotropy of 2-AS in the surface region of the monolayer. These results indicate that local anesthetics have significant disordering effects on the hydrocarbon interior, but have significant ordering effects on the surface region of the liposome outer monolayer.

  • This paper proposes the method of facial expression recognition based on decision tree structure. In the image of facial expression, ASM(Active Shape Model) and LBP(Local Binary Pattern) make the local features of a facial expressions extracted. The discriminant features gotten from local features make the two facial expressions of all combination classified. Through the sum of true related to classification, the combination of facial expression and local region are decided. The integration of branch classifications generates decision tree. The facial expression recognition based on decision tree shows better recognition performance than the method which doesn't use that.

A Report on Utilizing Local Food as Tourism Resource of Northern Gyong-gi Province (경기 북부지역의 관광자원으로서 향토음식에 대한 고찰)

  • Gyong-gi province has been the political, social, economical center of Korea since the three Kingdom period, Koryo, Chosun dynasty. As a result, the area enjoys abundant local food culture. However, due to the truce line going through the province, it was divided into northern and southern region. Development of the northern Gyong-gi province has been restricted because of security and defence reasons. So, even though it has kept abundant local food heritage compared to other regions. local food products have not been fully developed. Furthermore, as bed towns of Seoul and new towns are constructed in this region, traditional and local culture has been vanished gradually and the regional uniqueness is disappearing. This report focuses on identifying unique local foods of northern Gyong-gj province where tourist site development is limited and finding out how to utilize these as international tourism resource in the 21$\^$th/ century, the era of reunified Korea. Now, we need to seek ways to overcome the current difficulties and utilize the heritage of food culture and develop It in a form that suits the taste of modern consumers.

Past Block Matching Motion Estimation based on Multiple Local Search Using Spatial Temporal Correlation (시공간적 상관성을 이용한 국소 다중 탐색기반 고속 블록정합 움직임 추정)

  • Block based fast motion estimation algorithm use the fixed search pattern to reduce the search point, and are based on the assumption that the error in the mean absolute error space monotonically decreases to the global minimum. Therefore, in case of many local minima in a search region we are likely to find local minima instead of the global minimum and highly rely on the initial search points. This situation is evident in the motion boundary. In this paper we define the candidate regions within the search region using the motion information of the neighbor blocks and we propose the multiple local search method (MLSM) which search for the solution throughout the candidate regions to reduce the possibilities of isolation to the local minima. In the MLSM we mark the candidate region in the search point map and we avoid to search the candidate regions already visited to reduce the calculation. In the simulation results the proposed method shows more excellent results than that of other gradient based method especially in the search of motion boundary. Especially, in PSNR the proposed method obtains similar estimate accuracy with the significant reduction of search points to that of full search.

  • Heat (mass) transfer characteristics have been investigated on the endwall of a large-scale linear turbine cascade passage under a combustor-level high free-stream turbulence with a large length scale. Local heat (mass) transfer coefficients are measured by using the naphthalene sublimation technique. The result shows that local heat (mass) transfer on the endwall is greatly enhanced in the central region of the turbine passage, but there is no noticeable change in the local heat (mass) transfer in the region suffering severe heat load. Under the high free-stream turbulence, the local heat (mass) transfer coefficient shows more uniform distribution and its average value across the whole endwall region is increased by 26% of that at low turbulence condition. The heat (mass) transfer data on the endwall strongly supports that well-organized vortices near the endwall tends to suffer an suppression by the high free-stream turbulence.

  • The purpose of this study was to contribute to merchandising of native local foods. This study was designed to standardize the recipes and to analyze the nutrients of native local foods in Gijang region such as 'Myeolchijjigae', 'Galchijjigae' and 'Maejipjjim'. The test recipe for each food was prepared according to the information obtained from the personal interview of Gijang natives and then supplied for the sensory evaluation. After that, CAN Pro 2.0 was used for the nutritional evaluation. The results are as follows : Myeolchijjigae was preferred when radishes and traditional soybean paste were added. Galchijjigae was more liked when young pumpkins, mixed soy sauce and soybean paste were added. Maejipjjim was preferred with Aeji(Codium adhaerens), Warty sea squirt(Styela clava), soybean paste and powdered perilla seed(Perilla frutescens var. japonica) added. The analysis of nutrient composition revealed that in general energy content was low whereas protein content was as high as recommended requirement in Myeolchijjigae and Maejipjjim. Calcium and phosphorus were high in Myeol-chijjigae, vitamin A in Galchijjigae, and vitamin A, B_6$, folic acid, phosphorus and iron in Maejipjjim.

Analyzing Factors and Impacts of Regional Characteristics to Regional Economic Growth in South Korea (우리나라의 지역 특성이 지역 경제 성장에 미치는 요인과 영향 분석)

  • This study analyzed the factors affecting economic growth using multiple regression model and Geographically Weighted Regression in consideration of population, industry and employment, housing and political characteristics on economic growth by region. The analysis results are summarized as follows. First, the total employment growth rate, manufacturing employment growth rate, local election turnout and the level of party consensus between the central and local governments are having a positive impact on regional economic growth. Second, according to the GWR analysis, the population has a positive impact on economic growth in the southern region of Korea, and the increase in the total number of employees has a positive impact on the southern region of Gyeonggi Province, Gangwon Province, North Chungcheong Province and North Gyeongsang Province. Finally, the voter turnout of urbanites is positively affecting economic growth in South Chungcheong Province, Gangwon Province and the southern coast, while North Jeolla and South Jeolla provinces have a positive impact on economic growth as the parties of the central and local governments are equal. The results of this study may suggest the role of local government for regional economic development.
