This study was conducted as basic research for establishing a mid to long term development plan for libraries in Uiseong-gun, designated as a depopulated area. First, the social, cultural, and environmental characteristics of Uiseong-gun were analyzed and compared with the library infrastructure of depopulation areas similar in size with Uiseong-gun. In addition, a survey was conducted on the perception of users to understand the usage status of libraries, satisfaction with services and improvement plans, non-use factors, and demands for new libraries. Based on this process, the direction of Uiseong-gun library policy was presented. Specifically, four strategic directions for the development of libraries (future orientation, community revitalization, service specialization of the information poor, enhancement of local humanities and spiritual culture) and five key service tasks (building library brand, implementing innovative spaces and services, expanding library functions for improvement of settlement conditions of residents, developing and providing services for the elderly reflecting local characteristics, promoting reading culture) were derived. The proposed core tasks focused on future-oriented library services to overcome the limitations of a population decrease area and develop the potential of Uiseong-gun.

This study was conducted to examine the user's experiences with the public library in Daejeon using big data analysis, focusing on the text mining technique. To know this, first, the overall evaluation and perception of users about the public library in Daejeon were explored by collecting data on social media. Second, through analysis using online news articles, the pending issues that are being discussed socially were identified. As a result of the analysis, the proportion of users with children was first high. Next, it was found that topics through LDA analysis appeared in four categories: 'cultural event/program', 'data use', 'physical environment and facilities', and 'library service'. Finally, it was confirmed that keywords for the additional construction of libraries and complex cultural spaces and the establishment of a library cooperation system appeared at the core in the news article data. Based on this, it was proposed to build a library in consideration of regional balance and to create a social parenting community network through business agreements with childcare and childcare institutions. This will contribute to identifying the policy and social trends of public libraries in Daejeon and implementing data-based public library operations that reflect local community demands.

Public policies in regard to developing reading culture programs and the contents, and in running public libraries have been used to overcome existing social issues such as regional self-centeredness and cultural lagging. It means that public libraries are playing an important role to encourage communications within local communities. The purpose of this research is therefore to analyze the concept of local community, and develop reading culture and contents to reinforce the concept. This research also targeted to analyze the required contents in reading culture. Through the case study of "G" city, the research analyzed their citizenship and sense of local community and the requests. As a result, the requited subjects were for economics, unemployment, poverty, aging, and housing order. For the subjects of environment were environment pollution and energy order. For the subjects of human rights, disabilities, and multi-cultural were requested. For the subject of education, school violence, tutoring, and truly teaching were requested. Based on the requirements, 221 items of reading lists, DVD clips, and abstracts are developed as well as 4 programs of reading culture.

This paper tries to interpret the processes of establishing the public libraries in Changwon City and its changing sociological roles. The roles of the public libraries are changing according to the aspects of the communities. Thus roles of the libraries in Changwon have also changed with the various changes in Korean society. The periods are divided into three: before the declaration June 29(1980-1987); the appearances of civil libraries and local community libraries(1988-1998); the maeul (which means small community) libraries that the citizens have established and participated. By the three periods this paper interprets the processes of establishing the libraries and their changing in Changwon City.

A small library can be used as a place of cultural communication and educational experience for members of the local community that can fill the gaps of public libraries. In this study, the motives of users of small libraries were investigated. Semi-structured interviews were conducted with 45 users of small libraries, and their perceptions from their experiences were classified into four categories, 'attention', 'relevance', 'confidence', and 'satisfaction', and each factor was investigated. Small libraries showed that effective analysis, management, and design of factors related to the four motive classifications could further improve the opportunities of local community residents to find small libraries.

Public libraries have been well adapted for the changes in lifestyle and socio-cultural environments brought by the rapid advancement of information technology, the development of mass communities, and the increase in leisure activities. Government and local communities demand public libraries to take in charge of providing lifelong education for the Public. Many Public libraries have worked as a center for life-long education, while carrying out various functions and services in close relation with the life of community members. Public libraries are in a very poor condition, lacking the facilities, professional workforce, budgets, and so on, which are sufficient to strengthen their role as a center for life-long education. In this study, the roles of public libraries in developing life-long education are examined as follows : First, the concepts and directions of life-long education are discussed : second, the roles of public libraries in facilitating life-long education are examined and third, the categories of life-long education programs of public libraries are suggested.

This study identified the current status and degree of awareness of specialized libraries through a survey of public library employees in relation to specialized library projects supported and promoted by the Ministry of Culture, Sports and Tourism and local governments and sought policy directions to revitalize specialized libraries in the future. As a result of the analysis, local (region) was the most common specialized topic, but there were many places that selected topics according to the interest of policymakers. In the case of the data, less than 5% of the total books are specialized, and specialized subject-related programs account for more than 20% of the total library programs, providing an average of three to four programs, and operating personnel generally do not deploy dedicated librarians. When specialized topics meet regional characteristics, when there are separate buildings or specialized rooms, there are two to three dedicated librarians, at least 15% of specialized books, and more than five to six programs, the user's awareness and satisfaction were higher. In order to revitalize specialized libraries, it is necessary to secure additional books, organize differentiated programs, arrange exclusive librarians, provide subject-specialized education through the Korea Library Association and regional representative libraries, develop and distribute specialized and target service manuals, and secure a sufficient budget.

As the information needs in civil society is getting diverse, the interest in local policy process based on the characteristics of local communities, especially in local policy implementation is growing. However, research in library and information policy has focused rather on policy alternatives than policy process in Korea. In this study, we analyze the policy implementation in "the First Library in my Life" policy in Kyeonggi province with the framework of the Street-Level Bureaucracy Model by Michael Lipsky. In the analysis, we attempt to identify factors in the policy implementation, to examine the usefulness of the model into the situation of Korean library policy, and to suggest major considerations in the policy implementation in Korean public libraries for successful policy implementation. From the results, the usefulness of the model is examined and the need of considering indirect socio-economic factors is suggested.

The Library Act, which was revised in 2006, stipulates that systematical organizations should be established concentrating on the responsibilities and roles of the central government and local metropolitan municipalities in connection with the application of library policies. According to the Act, the Regional Central Library is supposed to apply the library policies covering all kinds of local libraries. Through trial cooperative operation led by the Regional Central Library and survey and discussion among staff, this study reviewed the possible alternatives for coordination in a region focusing on the Regional Central Library. The study proposed a 'Cooperative systematic model led by the Regional Central Library', an 'Operational model', and a 'Step-by-step execution plan' in consideration of the types of regions, the class of the libraries, and their fields. In addition, it presented a 'Scheme for the appointment, establishment, and coordination of the Regional Central Library', a 'Scheme for systematic enhancement', and a 'Scheme for the capacity building of respective libraries'.

The 3rd Library Development Plan raises the need to secure space through the establishment of a regional repository library as the issue of holding books is highlighted as a common problem in public libraries. The Korean Library Law Act also impose the responsibility of integrated management of local library materials on the regional representative library. Accordingly, this study aimed at Busan Metropolitan Library, which is operating a collaborative repository in earnest among regional representative libraries, and investigated the operation status of the collaborative repository and the perception of public librarians about the collaborative repository. The data necessary for the study were obtained through surveys, interviews, field surveys, and internal data analysis. Through this, the purpose of this study was to provide basic data that will help the Busan Metropolitan Library to operate the collaborative repository efficiently in the future, and at the same time, to present basic data that can be used as a reference for the operation of the collaborative repository of the representative libraries of other regions.
