지방 이전 공공기관의 효율성 분석 - 한국주택금융공사의 사례 중심으로 (Efficiency Analysis of Public Institutions Relocating to Local Areas - Focusing on the Case of Korea Housing Finance Corporation)

  • 본 연구의 목적은 2014년도 부산광역시로 이전한 한국주택금융공사의 사례를 분석하여 정부의 공공기관 이전의 목적을 달성하였는지 정책방면의 효율성을 분석하는 것이다. 분석을 위해 2009년부터 2019년까지의 한국주택금융공사의 결산경영공시와 공공기관 실적평가보고서를 바탕으로 효율성을 한국주택금융공사의 이전 전·후를 DEA 분석, 경영실적평가보고서상의 업무효율, 재무비율을 이용하여 비모수적 검증방법을 이용하여 비교 분석하였다. 분석결과는 다음과 같다. 첫째, DEA 분석의 경우 지방 이전 전·후 효율성의 차이는 두드러지게 나타나지 않았다. 둘째, 실적평가보고서와 재무비율을 사용한 효율성 분석에서는 지방 이전 후 효율성이 하락한 것으로 나타났다. 분석결과를 종합하면 한국주택금융공사의 경우 지방 이전 이후 효율성이 감소하였는데, 이는 사업성과의 부진과 재무비율과 관련된 비효율성을 원인으로 둘 수 있다. 하지만 본 연구는 한국주택금융공사를 대상으로 분석하였기 때문에 한계점을 가진다. 이를 보완하기 위해 국내 모든 기금관리형 공공기관을 대상으로 연구범위의 다각화가 필요하다. 그럼에도 불구하고 본 연구는 기금관리형 준정부기관을 대상으로 이전 전·후를 분석한 최초의 연구이며, 추후 논의될 공공기관 이전 정책에 유의한 시사점을 제공할 것으로 기대한다.

Effect of Natural Disasters on Local Economies: Forecasting Sales Tax Revenue after Hurricane Ike

  • One of the main objectives of this paper is to provide insight to understand the effect of natural disasters on local government finance. That is, to analyze local governments' sales tax revenues after Hurricane Ike. Three Texas cities are examined: League City, Pearland, and Sugarland. Based on data collected from the Texas Comptroller's Office and the US Census, we found local governments experience a short-term increase in sales tax revenues and a long-term decline after the hurricane strike the region. On average, a major hurricane has a two-year impact on local government economy. The findings are essential for practitioners because in order to have a prosperous recovery after natural disasters, public managers have to prepare financially for short term changes in their sales tax revenues.

  • Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.

  • Urban has been operating Korail and the local autonomous entity in Korea. Over 70 LRTs will be constructed in the future, but it is hard to manage them due to structural deficit from construction debt, so Public finance plays a very important role in order to overcome a deficit. Therefore, it is necessary to plan detailed analysis and planned system about the expenditure of the amount which is borrowed from country and local government and business income from railroad companies like government grants, PSO. This research wishes to grasp the problem and present model about reasonable and efficient financial program, analyzing about increasing import and expenses of Urban.

지방노후상수도 관망교체 및 정수장 국비지원의 효율화 방안 (The provision of local public goods in water supply)

  • This paper tries to show the efficiency of water financing between central and local governments. From the year of 2017, the operation and maintenance costs for change water pipes has been provided by central government as block grants system(RDSA: Regional Development Special Account). Even though the water financing is responsible for local government, water drought and high production cost in poor area affects the quality of life nowadays. Then, fiscal transfer through block grant for water financing has been decided to invest regional SOC. The purpose of the paper sheds light on the function of the block grant for public provision by water financing. The firstly tried empirical results are based on the survey from local governments and ministry of environments. The point of the empirical analysis shows that the local governments does not have proper measurement for unexpected water leakage and termination until now. In a policy manner, the paper raises the issues about benefit principle for water users by the increase of tariffs. In order to do so, the paper investigates the relationship between the water provision and fiscal status of each local governments.

우리나라 지방재정지출의 수렴 분석 (An Analysis on Convergence of Local Public Expenditures in Korea)

  • 본 논문은 우리나라의 1인당 지방재정지출이 1985-2011년 기간 동안 수렴하고 있는 지 여부를 광역자치단체 자료를 이용하여 검증하고 있다. Skidmore et al.(2004)의 구조적 모형을 이용하여 1인당 재정지출증가율 방정식을 추정한 결과 우리나라의 1인당 지방재정지출이 수렴하는 것을 확인할 수 있었다[23]. 더욱이 재정지출 증가율에 기여한 것은 노령인구 증가율이라는 것이 확인되었고, 5개 분야로 지방재정지출을 구분하여 수렴여부를 분석한 결과 기능별 재정지출의 유형에 따라 수렴속도가 다른 것으로 나타나 공공투자지출의 수렴속도가 공공소비지출의 수렴속도 보다 빠른 것으로 나타났으며, 경제개발비 지출의 수렴속도가 사회개발비 지출의 수렴속도보다 빠른 것으로 나타났다. 향후 연구에서는 개별 지방공공재의 혼잡도를 고려한 지방공공서비스의 수렴에 대하여 분석하는 것이 중요한 것으로 보인다.

Modification of Public-Private Partnership in Japan

  • Procurement system of public construction projects in Japan is changing with diversity in rapid pace. The quality assurance and risk management of construction projects should be more certain as the projects are turning into larger scale and more complexed. The clients in the public sector will want to make the relation of responsibility among the client, the designer (architects and engineers), and contractor clearer in terms of role and risk. Public-Private Partnership (PPP) is one of the methods for collaboration of the public sector and the private sector in public construction projects where the public utilizes the ability and suggestion of the private. Private Finance Initiative (PFI), Design-Build-Operate (DBO), market testing, designated manager system, outsourcing of tasks in local governments are well-known as examples of PPP in Japan. Indeed, there is an obvious trend that Design-Build (DB) is adopted in public construction projects in many countries including Japan. In this paper, the public construction projects in various procurement systems are surveyed and analyzed. They are not limited within the traditional procurement, Design-bid-Build, a separate order system of design and construction. Design-Build or PFI are adopted. In particular, contract by wide range including maintenance of equipment can be found. On the other hand, modification from originally typical PFI is taking place, such as concept design and project finance are removed from the roles and the tasks of the special purpose company (SPC) in PFI. Standard roles and tasks in a construction project are modeled in this paper.

The Public-Private Partnerships and the Fiscal Soundness of Local Governments in Korea

  • This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

학교시설의 민자공급에 따른 학교시설관련 기술관료조직 제도개선에 관한 연구 (The Study on the Development of the Technocrat Organization Structures under the PFI Implementation of the Public Educational Facilities)

  • Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.

Informatization, Public Service Supply, and China's Inbound Tourism Development

  • This study empirically investigates the impact of informatization on China's inbound tourism development. The analysis utilizes data on the number of inbound tourist arrivals in 30 Chinese provinces from 13 tourist origin countries between 2004 and 2016. The regional informatization level is measured by the internet penetration rate. It is found that informatization in tourist destination provinces has a significant positive impact on inbound tourism. Moreover, the local public service supply plays a moderating role. The positive effect of informatization is stronger in regions with better public services. The study results imply that China can boost its inbound tourism by further improving the level of informatization as well as local public services.
