A Study on the Validation of Destructive Leadership Scale of Local Police Manager (지역경찰 현장관리자의 파괴적리더십 척도의 타당성 연구)

  • The purpose of this study is to verify the validation of the Korean-type destructive leadership scale in order to activate the leadership research of local police manager in Korea. For the purpose of this study, the entire police officer(under the rank of sergeant) working at the Gyeongnam Provincial Police Agency in 2017 was set up as the population. A proportional allocation sampling was used for the sampling, and the allocation standard was set up in the workplace, department, rank, and sex. Data collection was conducted from April 1, 2017 to April 30, 2017, for a total of 500 respondents, and 433 were finally used for actual analysis. In the study, reliability and validity of destructive leadership scale were verified through reliability analysis, exploratory factor analysis, and confirmatory factor analysis. As a result, the destructive leadership scale of Korean local police manager showed a high cronbach' ${\alpha}$ coefficient of 0.948 for the questionnaire related load and 0.974 in the questionnaire related organization, but, the model fit of confirmatory factor analysis was low. Therefore, through additional exploratory factor analysis and confirmatory factor analysis, we reconstructed 6 questionnaires by deleting 4 questionnaires among the load-related items. On the other hand, the organization-related items were verified to be appropriate for all of the existing 10 items, and the destructive leadership scale of Korean local police manager was finally reconstructed into 16 items with 2 factors. This study also confirmed that the above reconstruction model is statistically suitable. The destructive leadership scale of Korean local police manager can be used as the basic data of leadership research to be conducted in the future.

Policy of Personnel Recruiting in the Korean Municipal Police System (한국 자치경찰의 인력충원 방안)

  • This study seeks to intensively shed light on the municipal police system which is certain to be introduced to the nation, and verify the effect of the new appointment system presented herein from the viewpoint of police and experts in related areas, thus contributing to having the municipal police system in place stably. In particular, this study sets as the most core factors the recruiting, selection, education and training, and placement in the process of a new appointment, centered on Municipal Police Introduction (Plan) submitted to the National Assembly. First, in the area of recruiting and adoption, presented the head or manager of the municipal police implements open administrative job recruiting system, expanded recruiting of women and manpower in special recruitment to administer citizen-friendly police administration, and the exclusive employment rights of the head of the municipality. Second, in the area of the education and training of the municipal police as to the securing of independent education and training agencies, establishment of curricula fit for characteristics of the municipal police, and utilization of education facilities and professors of regional universities. Finally, in the case of the placement of the municipal police as to side effects caused by the placement of region-hailing personnel, implementation of interview system prior to a new placement, and priority placement of policewomen to the civil service section.

Design of Open Street Traffic Information System (사용자 기반 대용량 교통정보 시스템 설계)

  • This paper suggests a user based OST(Open Street Traffic) system that solves TPEG's one-way communication problem, UTIS's limited usage and DSRC's small traffic bandwidth. In current commercial TPEG service, only some service providers collect traffic information. Thus, it can't cover traffic status in local lanes And UTIS, which local governments and police supports, requires additional equipments. Currently, only taxi and official vehicles use this system. Therefore, new traffic service by mobile device and user's participation can provide very detail traffic information coupling with previous traffic systems. But in this new system, real-time high volume data can be a problem. So, in this paper, new data storage manager design(TDSM :Traffic Data Storage Manager) is suggested and its performance is measured against commercial DBMS.
