The purpose of this experiment was to see the effect of local basis weight on the local strain during changing moisture content in handsheets. The averaged strain value of the whole size of paper sheet did not give more valuable information to explain non uniform deformation in the paper sheet. The combination of intact strain measurement system KISA (Linear Image Strain Analysis) and local basis weight measurement method using a scanner made it possible to compare local basis weight with local strain to explain moisture induced paper deformation . Usually higher basis weight local area showed higher moisture induced local strain. However, the hygro-induced strain values were highly affected by the behavior of neighbor local areas. Well distributed local basis weight paper would give more uniform local strains than those of non-uniformed local basis weight paper.

Periodic variation of local paper structure was evaluated using two-dimensional fast Fourier transform (FFT) and spectral analysis. Since the periodic variation could originate from various sources and have different magnitudes and patterns depending on the origins, a complete analysis of local paper structure properties such as local grammage, local thickness, local apparent density and surface topography was proposed in this study. For a commercial copy paper, the individual periodic patterns for each local structural property were identified by using inverse FFT spectrums of the filtered spectrum. The spectral analysis of newsprint sample provided the period of variation quantitatively, which was useful in comparing the origins of the individual periodic patterns of the local structural properties.

지방일간지는 기본적으로 지역발전과 주민의 복리증진과 같은 지방자치의 궁극적인 목적과 아주 밀접한 관련성을 가질 뿐만 아니라 지역의 정치와 행정에도 상당한 영향력을 미치고 있다. 우리와 같이 지방자치의 역사와 경험이 일천한 나라에서는 지역의 정치와 행정에 대한 통제메커니즘이 제대로 작동하지 않고 있기 때문에 지역언론의 역할을 새삼 강조하게 된다. 이 연구는 지방일간지와 지방자치의 이러한 관계를 토대로 지방자치 각 시기별 보도 경향성을 실증적으로 분석하여 보려는 것이다. 경향성을 파악하기 위한 수단으로 내용분석을 이용하였고 자료로 대구 경북지역에서 발간되는 ${\ulcorner}$매일신문${\lrcorner}$의 사설, 기획, 논평, 해설기사를 이용하였다. 분석결과 지방자치 각 시기별 특징적인 경향성을 찾을 수 있었고 이를 토대로 지방일간지의 바람직한 역할을 제안할 수 있었다. 특히 이 연구는 지방일간지가 지방자치의 성숙을 위하여 심층적인 분석기사와 더불어 보도 대상의 다원화를 아울러 모색해야 함을 주장하였다.

The purpose of this paper is to empirically analyze the determinants of foreign subsidiary's local embeddedness because it is critically important for the subsidiary to build a variegated local network. This paper suggests that a MNC's global capability, the degree of autonomy granted by the headquarters of the multinational corporation to its foreign subsidiary, the foreign subsidiary's absorptive capacity based on local environment, and its level of localization will affect the subsidiary's local network embeddedness. The empirical analysis confirmed that when the headquarters gives the foreign subsidiary more autonomy, this has a positive effect on the local embeddedness of the foreign subsidiary and when the foreign subsidiary has a strong absorptive capacity, this has a positive correlation with the local embeddedness of the foreign subsidiary. And this paper found that when the foreign subsidiary has achieved a high level of staff localization, this foreign subsidiary will have a higher level of local embeddedness. This study identified the preceding conditions necessary for a foreign subsidiary of a multinational corporation to effectively embed itself in the local network by analyzing factors related to the multinational corporation's headquarters and subsidiaries, and thus contributes significantly to continued research on the local embeddedness of subsidiaries.

The influence of different forming elements on the local paper structure and the related paper properties was investigated in this study. Specifically, a conventional papermaking foil system and a velocity induced drainage (VID) system were compared. The study involved the analysis of the product samples obtained from the commercial machine trials. The paper samples produced with VID forming systems showed better formation. The deterministic patter in the local structural profile map of the Foil samples indicated the structure of foil samples was more supple after forming process and then easier to be marked by various fabrics such as wet pressing fabric. The higher bulk was observed in the VID samples, which resulted in higher scattering coefficient, lower ZDT strength, and higher bending stiffness.

The accurate characterization of paper structure may provide critical information for ideal selection of raw materials and papermaking processes as well as for predicting the behavior and the quality of final paper products. In this study, local paper structure and the relationship among the structural parameters, thickness, grammage, apparent density and surface roughness of various handsheet and commercial paper samples were evaluated by using recently developed methods. A new concept of surface roughness was also introduced. The results demonstrate that there is significant overestimation in the measured thickness when using the conventional caliper method that originates from the surface roughness and poor paper formation. A novel non-contact thickness tester, referred to as the twin laser profilometer(TLP), provided results that were not subject to these artifacts and thus provided the local intrinsic thickness and consequently the local intrinsic apparent density.

This paper is focused on practical research regarding costume design and arts management that make use of local resources and which are influenced by local culture of Tokuji in Yamaguchi-city, located in a mountainous area in Yamaguchi Prefecture in the western part of Honshu in Japan. We will examine possibilities in fashion design through this study. This was a practical research project, done with cooperation between the university and local industry, with priorities being assigned by the requests of residents of the Tokuji area. In 2011 the Aurinko, Tokuji, Talo (it means the Solar Tokuji Building in Finnish) was decided as the base of activities. Other functions were gradually added on, including a salon for people of the area to exchange ideas and workshops for group discussions. This paper will specifically be focused on the handmade paper peculiar to Tokuji and traditionally used as a material in fashion. The fashion designs developed by this researcher's laboratory were strongly influenced by these styles of paper. These costumes were made with a handmade paper called "Kamiko" in Japan, that is aesthetic sense has been historically cherished. This paper suggests that the affluence and depth of costume design may be expressed not only by directly borrowing from these influences, but also by borrowing the traditional aesthetic sense original to Japan. Thus this paper will examine industry and culture simultaneously, examining in particular the impact of arts management and costume design using handmade paper manufactured locally.

The paper examines the influence of ownership type on environmental performance of Chinese listed enterprises. China's environmental problems are attributed to the collusion between enterprises and economy-oriented local governments, which has allowed many companies to skirt environmental regulations. Especially, local state-owned enterprises (SOEs) tend to have worse environmental performance than private firms, under the wing of local governments, with whom they have a closer political connection. According to the report of the Environmental Protection Agency, currently the unacceptably poor environmental performance of local SOEs has severely hampered the realization of green economy in China. After examining the dataset of 15,996 firm-year observations from 2,688 listed firms, this paper found that, in the presence of central government supervision and personnel intervention, listed local SOEs will be forced to improve their environmental performance in accordance with standards set by the central government, which leads to better environmental performance than that of listed private firms (private firms). The result of two-stage regression also supports the conclusion. This shows increased supervision and personnel intervention from the central government can significantly improve the environmental performance of local SOEs. The research in this paper expects to make a contribution to attaining the goal of green economy in China.

Assessing local government performance has become a crucial issue in recent years. This paper addresses the satisfaction level of local government public service, which is defined as a degree of the results or the impacts of the local government public service delivery on the citizen's needs, demands and expectations. The satisfaction level of local government public service can improve decisions made by local government managers, and enhance accountability of local government to the citizens they serve. This study focuses especially on the various aspects of administrative systems in a local government and developed a systematic survey for their performance. Explanations for the evaluation items and the analysis of survey are discussed throughout the paper.

This paper tries to show the efficiency of water financing between central and local governments. From the year of 2017, the operation and maintenance costs for change water pipes has been provided by central government as block grants system(RDSA: Regional Development Special Account). Even though the water financing is responsible for local government, water drought and high production cost in poor area affects the quality of life nowadays. Then, fiscal transfer through block grant for water financing has been decided to invest regional SOC. The purpose of the paper sheds light on the function of the block grant for public provision by water financing. The firstly tried empirical results are based on the survey from local governments and ministry of environments. The point of the empirical analysis shows that the local governments does not have proper measurement for unexpected water leakage and termination until now. In a policy manner, the paper raises the issues about benefit principle for water users by the increase of tariffs. In order to do so, the paper investigates the relationship between the water provision and fiscal status of each local governments.
