Local Self-Government in the Conditions of Digitization: International-Legal Experience

  • Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.

조선시대 의관직(醫官職) 심약(審藥)에 대한 고찰 (A Study on Simyak of Medical Bureaucrat in Joseon Dynasty)

  • Simyak (審藥) was a government officer to lowest, but it was appointed and dispatched directly by officials from the central government. Simyak played a role in mediating between the provincial and central health care. Therefore, understanding Simyak is necessarily required in the researches on the local health care in Joseon dynasty. Preceding researches of Simyak only have contained superficial information causing many errors. The purpose of this paper is to understand Simyak correctly through the historical literature review. The author found the following facts in this study. First, Simyak was succeeded to the government officer of Uihakgyoyou (醫學敎諭) in the previous period. Second, through the change of the name of Simyak, it can be presumed that the main task of Simyak was changed from the role in local medical education to the officer sending the herbs to the central government. Third, in the later Joseon dynasty Simyak was monopolized by some families just like any other medical officials. Fourth, Yangdowollyengui (兩都月令醫) and Tongyeongguryogwan (統營救療官) can also be put in the category of Simyak.

지방공사 의료원의 성과에 영향을 미치는 요인 연구 (Performance of Local Government Hospitals)

  • Performance of public hospitals is difficult to define and measure because not only their managerial or financial performance but also their role as a public entity is important. The purpose of this paper is to examine the internal and external factors that influence the performance of local government hospitals. A multiple regression was performed to analyze the effects of the environmental, organizational, operational, and cost-related factors on the return on total assets(ROA), operating margin(OM), and the ratio of Medicaid patients. Empirical results show that financial performance (ROA and OM) are more influenced by operational or cost-related factors, while the ratio of Medicaid patients is more affected by environmental or organizational characteristics. It is noteworthy that competition and the contract with private sector management have negative effects on the ratio of Medicaid patients that local government hospitals treat.

거버넌스시대 기초자치단체의 대응 -구미지역을 중심으로- (A Study on The Response of Local Government Facing Governance Era)

  • This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.

교육지방행정기관 브랜드디자인정책 특성 분석 (Analysis of Application of Public Design Policy of Education Local Government Brand Slogan)

  • 본 연구는 교육지방행정기관의 브랜드디자인 가치를 향상시키기 위하여 각 시도교육지방행정기관에서 사용 중인 브랜드디자인의 실태와 특성을 파악하고 효율적으로 적용될 수 있는지 분석하고자 하였다. 이에 교육지방행정기관 브랜드디자인의 인지도, 인지경로, 브랜드디자인의 이미지, 브랜드디자인의 태도와의 관계, 브랜드디자인에의 활용 사례와 요소를 조사하였다. 교육지방행정기관 공무원과 일반인, 신규임용 예정자 간의 브랜드디자인 인지도, 브랜드 디자인 이미지, 브랜드디자인 태도, 브랜드디자인 정책에 대한 인식 차이를 파악하기 위하여 $x^2$-검증에 의한 교차분석과 다중응답분석, 일원배치분산분석, 사후검증 분석을 실시하였다. 교육지방행정기관의 브랜드디자인 인지도, 브랜드디자인 이미지, 브랜드디자인 태도, 브랜드디자인 정책 사이의 관련성을 파악하기 위하여 상관관계를 분석하였다.

지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

지역혁신체제 구축과 지방정부의 과제 (The Role of Local Government in Building Regional Innovation System)

  • 본 연구는 지역경제발전을 위한 지역혁신체제 구축에 있어서의 지방정부의 과제를 밝히고자 하였다 참여정부의 국가균형발전위원회는 지역혁신체제의 구축을 위한 정책대상 영역으로 지역 특성화 분야 선정 및 육성, 대학 등 지역 혁신주체의 혁신역량 강화 및 협력네트워크 구축, 그리고 산 학 연 관 협력촉진 및 지원 인프라 확충을 선정하였다. 그리고 이들을 구체화하기 위한 기구로 지방정부가 중심이 되고 지방대학, 기업, 민간매개기관이 참여하는 협력체인 지역혁신협의회를 두도록 하고 있다. 그러나 '지역혁신협의회'를 어떻게 구성하며, 그 역할과 진한은 무엇인지 그리고 그것은 어떻게 운영될 것인지 등, 실질적인 운영과 권한에 대한 구체적인 방안이 제시되지 않았다. 이것이 제시되지 않고는 지역혁신체제 구축에 있어서의 지방정부의 역할을 논하는 것은 무의미하다. 현재 우리나라의 각 지역들은 지역 산업 및 과학기술정책의 기획 수립 실행 및 평가에 있어 수직적 이거나 투명하지 못한 의사결정 구조를 가지고 있다. 이러한 위계적 관료주의적 성향이 여전히 지배적인 현재의 지방정부 운영 시스템으로는 지역혁신정책을 효과적으로 수행할 수 없다. 이러한 문제점을 해결하는 방안으로 지역혁신추진기구를 설립 운영하는 것이 우선적 과제이다. 지방 정부는 지역혁신추진기구의 설립단계에서는 주도적인 역할을 담당하되, 그 운영에 있어서 간섭 혹은 통제를 하는 것이 아니고 운영을 둘러싼 수평적 거버넌스의 한 주체로서 그 역할만을 담당해야 할 것이다.

Determinants of E-Government Assimilation in Indonesia: An Empirical Investigation Using a TOE Framework

  • E-government needs to be successfully implemented and assimilated into organizations to take advantage of its potential values and benefits for organizations. This study examines factors for e-government assimilation in Indonesia and employs the TOE (Technology-Organization-Environment) framework to develop a theoretical model to explain e-government assimilation. It also investigates how organizational type (central vs. local) plays a role in the assimilation of e-government. One hundred eighteen respondents from the central and local governments in Indonesia participated in the survey and an in-depth analysis based on partial least squares (PLS) was carried out. The results show that ICT infrastructure has the strongest significant relationship with e-government assimilation, Top management support, regulatory environment, ICT expertise, and competitive environment are also significant factors to explain e-government assimilation in Indonesia. Central and local governments Significantly differ in terms of e-government assimilation, so organizational type can be a moderator in the process of e-government assimilation. These findings present the efficacy of the proposed model for analyzing e-government assimilation and contribute additional insights for academia as well as practitioners and policy makers.

  • 이 연구는 지방자치단체의 효율적인 갈등관리를 위한 기초연구로서, 갈등관리 분야의 법규에 관한 내용을 분석하였다. 이를 통하여 효율적인 갈등관리를 위한 법규의 개선방안을 모색하고자 하였다. 이 연구의 주요 분석내용은 법규의 기초 사항, 목적 및 갈등당사자, 용어, 심의기구, 조정기구, 중요 특이 사항 등을 포함하고 있다. 그리고 이 연구는 갈등관리 분야 법규의 개선방안으로서 자치단체장의 갈등관리에 대한 인식 전환 및 의지 강화, 갈등관리기구의 역할과 심의 조정 내용의 반영 및 이행 강화, 행 재정적 지원 규정의 확산 등을 제시하고 있다.

  • 최근 우리나라의 토지문제가 야기된 원인은 무엇이며, 그 해결책은 무엇인가에 대한 논의가 활발하게 전개되고 있다. 많은 사람들이 토지문제가 발생하는 근본원인으로서 대체로 토지자원(특히 우리나라의 토지문제를 거론하면서)의 한계성을 지적하다. 지방공영개발은 지방자치단체가 사업의 주체가 되어 토지개발과 주택건설이 임무를 시행하는 것을 말한다. 이것의 장점은 종래처럼 한국토지공사가 택지만 개발하고, 대한주택공사가 주택만 건설하는 데서 빚어진 지방자치단체와 공공기관간의 잦은 시비와 마찰이 지역주민들에게 곧 지역불만으로 이어지는 것을 미연에 방지하고 지방공사나 지방자치단체가 택지개발, 주택건설 및 공공시설의 공급 등을 일원화할 수 있게 된다.
