This article examines the effect of inward foreign direct investments (FDI) on the export performance of micro, small & medium enterprises (MSMEs) in India, and investigates the spillover impact and absorption capacity of the MSMEs sector. For the first time, the researchers applied the intersectoral linkage approach to investigate the matter and used a panel dataset between 2006 and 2017. The coefficients of forward and backward linkages are estimated by using the Rasmussen method, the study employs a basic linear panel data model, followed by various diagnostic tests to identify the problem of heteroscedasticity, autocorrelation / serial correlation, cross-sectional dependencies, multicollinearity, time-individual specific tests, and unobserved effects. The PCSE model was applied for robust standard error and the Hausman-Taylor IV model to check the robustness of the result generated in the linear panel data model. Despite the high prevalence of forward and backward intersectoral connections and the Lack of absorption capacity of local firms, the results show that FDI has little of an impact on the export performance of micro, small, and medium-sized businesses in India. This study adds to the existing literature on determining local firms' spillover effect and absorption capacity in response to inward FDI.

The purpose of this paper is to investigate the impact of several factors on students' decisions to attend a public institution in Vietnam's North Central area. The enrollment issue toward regional institutions is particularly critical in the Vietnam Ministry of Education and Training reforming the university enrollment process and the complicated scenario of the Covid-19 pandemic. A total of 500 students were surveyed for research samples. Data is synthesized, validated, cleaned, and analyzed using SPSS and AMOS software using methods including reliability, EFA, CFA, and SEM. The findings suggest that the proposed independent components (individual factors, study fees, advertisement, infrastructure and facilities, local features, and lastly, training activities) have a beneficial impact on students' decision to attend a public university in the North Central region. The study also found that the graduation exam outcome had a moderating effect on the relationship between registration and students' decisions. These imply targeted solutions for regional public universities to diversify training majors, improve training quality, capitalize on local advantages, increase interaction, and promote training programs and image to be more effective in attracting students and maintaining competition in the current enrollment environment.

In this paper, we develop the two-step procedure that detects and estimates the position of structural changes for multivariate nonstationary time series, either on mean parameters or second-order structures. We first investigate the presence of mean structural change by monitoring data through the aggregated cumulative sum (CUSUM) type statistic, a sequential procedure identifying the likely position of the change point on its trend. If no mean change point is detected, the proposed method proceeds to scan the second-order structural change by modeling the multivariate nonstationary time series with a multivariate locally stationary Wavelet process, allowing the time-localized auto-correlation and cross-dependence. Under this framework, the estimated dynamic spectral matrices derived from the local wavelet periodogram capture the time-evolving scale-specific auto- and cross-dependence features of data. We then monitor the change point from the lower-dimensional approximated space of the spectral matrices over time by applying the dynamic principal component analysis. Different from existing methods requiring prior information on the type of changes between mean and covariance structures as an input for the implementation, the proposed algorithm provides the output indicating the type of change and the estimated location of its occurrence. The performance of the proposed method is demonstrated in simulations and the analysis of two real finance datasets.

본 연구에서는 중국 대련시(大連市)에 투자한 한국기업의 기업네트워크 특성을 분석하기 위해, 크게 원자재 및 부품조달과 제품판매, 그리고 이들 기업간의 협력관계를 사회문화와 제도적 특성에 초점을 두고 고찰하였다. 대련투자 한국기업들은 원자재 및 부품, 반제품 공급기업과의 관계에 있어서는 비국지적 네트워크가, 제품판매 즉 고객네트워크에서는 국지적 네트워크가 상대적으로 강하게 나타났다. 기업규모면에서는 대기업은 비국지적 네트워크가, 중소기업은 국지적 네트워크가 상대적으로 강한 특성을 보이고 있었다. 기업간 네트워크를 통한 협력은 공급기업과는 공동마케팅, 장비공동이용, 기술지원과 정보교환이 중심이고, 고객기업과는 공동마케팅과 인력훈련에 있어서 협력이 중심이었다. 특히 협력관계를 맺고 있는 고객기업의 대부분은 현지의 중국기업으로, 지역적으로 대련시(大連市) 지역을 포함한 중국의 북경, 상해, 광주, 천진 등 중국 전역에 걸쳐 광범한 고객네트워크를 구축하고 있다. 지역별 협력관계를 보면, 대련시(大連市) 지역의 기업과는 주로 공동제품개발, 금융과 인력훈련이, 대련시(大連市) 이 외 기업과는 마케팅 협력, 기술지원 및 정보교환과 R&D가 중심이 되고 있다.

현 정부는 지방분권에 많은 관심과 노력을 기울이고 있다. 또한 지방자치단체장 혹은 지방의회 의장 협의체를 중심으로 지방분권 수준 제고를 위한 활발한 활동이 전개되고 있으며, 주민 시민단체 언론 전문가 그룹도 한 목소리로 지방분권을 지지하고 있다. 한편, 지방분권의 확대 시행에 대해서 우려의 목소리를 제기하는 입장도 적지 않다. 특히, 지역 간 격차가 완화되지 않은 현재 상황에서 재정분권의 확대가 지역 간 격차를 더욱 심화시킬 것이라는 주장이다. 지역 간 재정격차 문제가 해결되지 않는 상황에서 분권을 추진하는 것은 지역 간 경제적 불평등을 심화시킬 뿐만 아니라, 사회적 불평등을 야기할 수도 있다. 따라서, 지방분권을 추진하는 데 우리나라 지방자치제도의 현 주소와 현황에 대한 파악과 지방분권 확대 시행에 따른 균형발전 효과에 대한 검증이 선행되어야 함에도 불구하고, 이러한 연구는 제한적으로 진행되고 있다. 전문가들의 찬-반 입장 역시 첨예하게 대립하고 있는 가운데 정부의 일방적인 정책 추진은, 국민들의 공감대 형성으로 이어지지 못하고 결국 현재 상황처럼 표류하고 있다. 이에 본 연구는 지방분권과 균형발전의 관계에 대한 논의를 '재정 측면'을 중심으로 정리하고. 향후 현 정부에서 추진할 것으로 재정분권 전략이 균형발전에 어떠한 효과를 미칠 것인지 시나리오 분석을 통해 점검하고, 정책적 대안을 모색하는 것을 목적으로 한다.

The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

With the development of the technology, the usage of the car has been increased to the allowed limit of the road and has caused global warming and air pollution. Subway is good transit system with punctuality, safety and eco-friendliness, but it needs relatively much money for construction considering the needs of transit. So it is hard to balance the finance. Many developed countries have adopted advanced transit system including tram for the linking small and medium sized cities after 1980s, due to the relatively low construction cost. This paper reviews the way to increase the role of tram which is planed to be introduced to the local governments as a kind of Advanced transit system.

This study attempts to developing an organizational model for industrial information service a n.0, pplicable to industrial su n.0, pporting organization in every industrial sectors. A n.0, ppropriate institutions which provide industrial information would be industrial associations, industrial research and development institutes. The proposed industrial information services could be Kumi Information Center for Industrial Technology (KICIT) and information Center of Machinery and Materials (ICOMM). KICIT has established in cooperation with the Kumi city and Kumoh National University of Technology (KNUT) su n.0, pporting the finance and technology management respectively. ICOMM has established within the framework of the Korea Institute of Machinery and Materials. Major activities of ICOMM is to provide local companies with better extension services on technology information.

Rank of Chungnam's flower industry in Korea is sixth in the number of flower fanning household and fifth in the flower cultivating land size in 2000. However, based on the SWOT analysis of Chungnam's agro-environmental factors influencing flower growing, it is noted that further shift of the regional flower industry up to 2nd highest rank nationally can be demonstrated. Strategies for achieving such targets are suggested as follows ; 1) specializing in flower varieties with regional comparative advantage, such as orchids, lily and rose, 2) establishing the educational system for farmers to manage the risks of market price fluctuation, flower cultivation and agricultural finance properly, 3) enlarging the investments in R&D and research facilities 4) assigning the efficient function and communication among the local government, farmers and agricultural marketeers so as to increase the flower exportation.

In the early 1990s, as Korean automobile industry has made rapid progress due to favorable trend in domestic demand and steady increase of export it is very important to analyze the extents of competitiveness and the trends of change in the field of production. In this dissertation, the current situation of our competitiveness and its changes in the field of production are synthetically reviewed through examining productivity and quality, that is output, as well as other overall factors related in the process of production. And this analysis reassures that first of all, our prior tasks lie in the quality and volume of production, and we should develope competitiveness through multilateral innovation of management Now in order to meet these prior tasks, we must secure our own technology design and ability for innovaton ; enlarge overseas local production technical tie-up with leading companies and develop M&A for globalization ; improve price competitiveness, construct cooperation of labor and capital, and improve the structure of finance for innovation of management saving the cost ; establish the new method of production for the preparation of increasing overseas investment in near future.
