중국 탄소중립 지역별 이행여건 및 산업전략 분석 (Analysis of Regional Implementation Conditions and Industrial Strategies for Carbon Neutrality in China)

  • 기후변화에 대응한 국제사회의 실천과제인 탄소중립이 각국의 국가 미래 발전을 좌우하는 핵심 산업전략으로 옮겨가고 있다. G2의 경제 대국으로 성장한 중국이지만 고탄소 배출의 산업구조로 인해 이 같은 기후변화 글로벌 이슈를 선도하기 어려울 것이라는 일부 관측이 무색하게도, 중국은 탄소중립을 자국 산업경쟁력 강화를 위한 수단으로 활용하고 있다. 중국정부는 탄소중립 달성을 위한 국정 방침과 이를 이행하기 위한 분야별 세부 계획을 수립, 특히 탄소중립 산업전략을 통해 외부로부터의 기후대응 국제규범 외압을 자국 산업구조의 조정과 신산업 육성을 위한 지렛대로 삼고자 한다. 그러나 이 같은 탄소중립 산업전략은 지역별 경제·산업 수준 등 여건에 따라 중점분야 및 집행력에서 차이가 있을 것으로 예상된다. 이 글에서는 중국 지역별 탄소중립 이행여건과 주요 산업정책의 내용 및 특징을 분석한다. 상이한 경제발전 수준과 산업구조 등에 따라 지역별 탄소배출 규모, 배출원, 효율성에 상당한 차이가 있을 수밖에 없다. 이는 중앙으로부터 주어진 탄소중립 목표를 이행하는 데 있어 상이한 초기 조건과 내생적 요소를 부여하게 되며, 이 같은 주어진 구조적 요인들은 각 지역에 유리한 탄소중립 산업전략의 방향과 중점정책의 조성 및 추진을 제약하게 된다. 특히 탄소중립 이행 관련 지방정부의 정책 자율성 정도를 제약함으로써, 중앙-지방 환경거버넌스의 지역별 특징이 나타날 것이다. 이 같은 점은 보다 정확한 중국 탄소중립 향방을 탐색하기 위해서 국가를 단위로 한 총괄적 연구와 더불어 지역별 모니터링이 긴요함을 시사한다.

농촌지역 활성화를 위한 도시공원의 활용 - 구례군 백련제 주변 관광자원화사업을 사례로 - (The Utilization of Urban Park for the Activation of Rural Area - Focus on the Baelyeonje Nearby Tourism Resources Development, Gulye-gun-)

  • This study is conducted to propose urban park utilization and master plan in rural areas. Urban parks designed for the rural areas can be divided into three types: a themed type for rural tourism, a community type for hub regenerations and a waterfront type for using agricultural reservoirs. To use the themes and characteristics of ruralness, these types are required a multi-layered spatial structure. And ecological, cultural and economic networks of local tourism resources have to be integrated by utilizing agricultural reservoirs. Therefore, urban parks in rural areas can be defined as a part of the public benefit project aiming to revitalize the local economy. Also, urban parks are necessary to use attractions and amenities in rural areas. Based on theoretical backgrounds, this study proposed two sustainable master plans as the tourism resource development project for Baelyeonje, Gulye-gun. For ecological and cultural sustainability, this study proposed the environment restoration plan which reinforces the scenic resource of Nogodan in Mt. Jiri by developing the underdevelopment plan with consideration of the local landscape characteristics and resources. For economic sustainability, building the Mt. Jiri tourism complex and economic communities are needed to promote investments for securing mutual economic benefits. To achieve the sustainability, further studies related to the social equity and investment of private capital in rural areas are needed.

자유무역지역 제도비교를 통한 마산항 발전방향 (The development of Masan Port through comparison of Free Trade Zones)

  • The purpose of this paper is to investigate CFZ(custom free zone) and FTZ(free trade zone) in Korean FTZ System and develop Masan Port in Korea Local Port. The main point of this discussion is to approach the efficient method ill developing Masan Port through comparison CFZ and FTZ. For this purpose, this paper is searched the present situation of logistics in Korea and Northeast Asia, also discussed the concept of FTZ in international status. Then CFZ accepted by Korean government started from the concept of FTZ and is the logistic-centered FTZ in the middle of three model, production-centerde model, production-logistic combination, and logistic-centered FTZ. But CFZ in centering logistic excepted the fundamental manufacture in Korean production. and is almost the same about other various sides, i. e. law and enforcement ordinance. etc This problem is decreasing the efficiency in Korean commercial system. Thus this paper indicate the view point and rightness of region economic through study of FTZ and CFZ in Masan Port. This paper says that FTZ is better then CFZ in Masan Port with comparing superior position about economic development direction, industrial structure, Foreign investment attraction, business fluctuation, national-local renovation. Therefore this paper concludes that the development of Masan Port needs the effort as follow : first, Masan Port must apply in enlarging FTA into Free Tree Area. Second, the government must develop the high-density and medium-small scale in Masan Port. Third, the local government must promote the amount of demand in Masan Port logistic. Forth, the government must actively propel great-sphere development in present Masan Port.

도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈 (Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

경상지역 농촌협약 특징 - 일반 농산어촌개발사업, 계층구조, 생활권 설정을 중심으로 - (A Study on the Characteristics of Rural Convention in Geongsang Region - Focused on the Rural Development Projects, Hierarchical Structure and Living Area -)

  • The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.

농촌지역 개발정책의 지방화 방향 (Localization of the Rural Development Policy)

  • Korean agriculture and rural sector has undergone a wide range of reform after the Uruguay Round. Major policy measure is to put finances of huge budget from tax payers since 1994 in preparation of the Rural Development Strategy and Reform Program. Both in the total amount and individual size of the subsidy and loan for eligible farmers and farmers group are large and drastically enormous than any other programs in the past. The strategy adopted was a bottom-up approach, Particularly in selecting the project with local autonomy. However, it has been still criticized as the form of centralized control of budget and decsion. In terms of the program effectiveness too, it is doubtful to judge that Korean agriculture is in a road to getting the international competetiveness as targeted. Since the local autonomy was started in 1995, the political structure has been settling in a way to be more locally institutionalized. Rural development policy, as the key point of economic and industrial dimension of local autonomy, should be initiated and practiced in real term by the local government. This paper, in this concern, in reviewing the past rural development prolicy and programs, discussed the necessary issues relevant to legal bases of land uses in Korea. Further, the direction of increasing local automous power of local government was discussed in the senses of budgetary control and decision. The power and budget should be allocated more to the rural development plans of local government in order to fulfilize integrated rural spatial development in this new era of globalization.

건물과 지역요인을 고려한 서울시 건물에너지 소비 실증분석 (An Empirical Analysis of Building Energy Consumption Considering Building and Local Factors in Seoul)

  • This study aims to empirically examine the relationship between building energy consumption and building and local factors in Seoul. Building energy issue is an important topic for low carbon and eco-friendly city development. Building physical, socio-economic and environmental factors effect to increasing or decreasing energy consumption. However, there are different characteristic in each area, and this kind of variable has a hierarchical structure. The multi-level model was used to consider the hierarchical structure of the variables. In this study, a multi-level model was applied to confirm the difference between areas. Spatial area is Seoul, Korea and the temporal scope is August, summer season. As the result, in Model 1 (Null Model), ICC is 0.817. This shows that the energy consumption differs by 8.174% due to factors at the Dong level. Model 2 (Random Intercept Model) suggests that building's physical factors and Average age, Household size and Land price in Dong level have significant effects on Building energy consumption. In Model 3 (Random Coefficient Model), random effect variables have intercepts and slopes to vary across groups. This study provides a perspective for policy makers that the building energy reduction policies to be applied for buildings should be differently applied on area. Furthermore, not only physical factors but also socio-economic and environmental factors are important when making energy reduction policy.

지방신문의 양적 팽창과 문제점 (The Numerical Increase of Local newspapers and Problems)

  • This paper examined the present status of local newspapers and their problems. It was originated from the fact that the number of local newspapers have continuously increased since 1987 when the establishment of newspaper company became convenient, and that as a result the competition among local newspapers became high and several unexpected negative out comes brought forth. The analytical focus of this parer was placed on the internal and external environments surroundings local newspapers. The results showed followings: There are too many local newspapers competing each other in the same area; Financial crises mainly caused by over-competition are critical; Ownership and business operations are too distorted to take the socially expected role of newspapers; Many newspapers are often mobilized for the political and economic purposes of the owner; Market rules and advertising inducement practices are likely to be violated because of over-competition; the morales of Journalists are decreased and work qualities are deteriorated. On the basis of these findings this paper suggested several policy implications: The structure of ownership has to be changed into a direction where a few major stock-holders cannot influence the whole business operations; Top managers have to change their business motivation from profit-seeking to profit-sharing; business practices has to be open and clean; New editorial polices attracting readers have to be established; qualified Journalists have to be recruited and they have to be retrained throughout their career life.

산업별 창업 결정요인의 세 가지 가설 검증, 2008-2014년 (Three Hypothesis Tests for Determinants of Business Start-up)

  • 본 연구의 목적은 창업의 이론적 배경에 근거하여 산업별 창업의 결정 요인을 분석하는 것이다. 이를 위해 경기 요인, 소득 요인, 기술 혁신 요인 외에 지역 요인에도 초점을 맞춰 지역 산업구조 특성 및 지역 노동시장 구조를 고려하였다. 분석결과 산업별 창업 결정 요인에 있어서 창업의 세 가지 이론은 대체로 부합한다고 할 수 있다. 경기쇠퇴기에 오히려 창업이 증가하였고, 지역 내 소비 뿐 아니라, 1인당 지방재정지출의 경우에도 창업에 긍정적 영향을 미쳐 창업을 통한 지역경제 성장을 위해 지방정부의 역할이 보다 중요하다고 하겠다. 창업보육센터가 제조업 부문에서 창업에 긍정적 영향을 주어 중앙 및 지방정부의 창업 지원정책의 일환인 창업보육센터 외에도 다양한 산학 주도형 창업보육시설 또한 활성화되어야 할 것이다. 또한 창업에 있어서 인구증가는 잠재적 수요 창출 측면에서 볼 때 매우 중요한 요소였으며, 지역 산업구조 특성과 지역 내 인적자본의 영향은 산업별로 다르게 나타났다. 제조업의 경우 집적효과가 동(同)산업의 창업에 긍정적으로 작용하였으며, 기타 서비스업의 경우 다른 모든 조건이 일정할 때 인적자본 변수가 창업에 가장 큰 영향을 미치는 것으로 나타났다.

농공지구 입지분석 : 전라북도의 경우 (Locational Analysis of Rural Industrial Estates and Chonbuk Economic Development Strategies)

  • This research examines the spatial development of rural industrial estates (Nong-gong Jigu) in Chonbuk province and gives insight into the strategies for economic development in the entire region. Selected location factors which are likely to pull new investment into the estates are examined by using questionnaires. Few loction factors except nonlocal factors can be found in explaining why location choices are made. The irrelevance of the analysis based on location factors suggests that an alternative approach should analyze changes in the spatial development of the rural industrial estates. Such an alternative is to understand the dynamics of the spatial organization of production by focusing on characteistics of plant closing in the rural industrial estates. To take into account of the characteristics of plant closing we provide the hypothesized relationships between employment size, organizational structure, inter and intra industrial linkage, characteristics of production processes, and availability of local labor market and the likelihood of closing. A logit model is then made to identify the selected factors which might influence the probability of plant closing. The results from the logit analysis and their implications suggest that the policy should be more concerned with the characteristics of firms, such as size and ownership, as well as of the local labor markets. Given that the Chonbuk region has experienced rapid population decline, together with its poor industrial base, it seems that the success of the policy in the declined rural areas in less certain.
