  • "Special Act on the Rocal Collaborative Development", proposed by Seoul in late 2015, aims to promote win-win cooperation between local economic players and the development of local communities. However, since it is not possible to ensure its effectiveness by signing a local collaborative agreement, the rights and duties granted to the Parties to the Convention shall be more clearly defined. In addition, it is feared that the application of a uniform standard to businesses that wish to restrict the operation within the local collaborative development zone could prevent the operation restriction based on local characteristics. Accordingly, based on the FBR system in the U.S., it is possible to define the business as a "uniform store" and to determine the possibility of a uniform store to be sold through zoning plans in the region by the Local Collaborative Community Council.

A Study on the Development and Evaluation of a Collaborative Problem-Solving Learning Model for Nursing Students

  • This study developed and evaluated a learning model to improve collaborative problem-solving skills for nursing students taking physiology courses. This one-group pretest-posttest design used the jigsaw cooperative learning method on 30 nursing students from one local university. We analyzed the effect of a cooperative problem- solving learning model using SPSS 21.0 to compare changes in the students' collaborative self-efficacy, problem-solving abilities, and team-member exchange. As a result, the participants showed significant increases in collaborative self-efficacy, problem-solving ability, and team-member exchange after experiencing cooperative problem- solving learning model. Therefore, we will help nursing students improve their communication skills by enhancing their collaborative self-efficacy and help them solve problems effectively in conflict situations.

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

협력적 거버넌스와 영남권 지역 발전: 개념적 재고찰 (Collaborative Governance and Development of the Yeongnam Region : a Conceptual Reconsideration)

  • 네트워크 거버넌스란 시민사회를 중심으로 정부와 시장과의 네트워크를 통해 새로운 사회정치적 질서를 구축하고자 하는 참여와 협력의 과정이며, 이러한 점에서 협력적 거버넌스라는 용어가 사용될 수 있다. 특히 지방(정부) 간 협력적 거버넌스는 이중적 협력관계, 즉 지방정부들 간 협력과 각 지방 내 정부기관과 시민사회 간 협력을 전제로 한다. 그러나 협력적 거버넌스의 핵심 요소인 협력은 신뢰와 호혜성을 전제로 한 규범성이 아니라 경쟁과 대립에 바탕을 둔 전략으로 이해된다. 또한 협력적 거버넌스의 모형은 이러한 협력의 구조적 배경에 대한 분석과 절차적 과정 및 실재적 과정에 관한 고려도 포함시켜야 한다. 협력적 거버넌스에 내재된 규범성은 실제 거버넌스의 구축에는 제대로 반영되지 않을 뿐만 아니라 신자유주의적 전략을 위한 명분으로 동원되는 경향이 있다. 이러한 점을 해소하기 위하여, 협력적 거버넌스의 개념을 재구성할 필요가 있다. 즉 그람시적 관점에서 협력적 거버넌스는 '정부+시민사회'에서 동의와 저항이 동시에 작동하는 헤게모니적 거버넌스로 이해될 수 있다. 또한 오스트롬의 이론의 급진화에 바탕을 두고, 협력적 거버넌스는 자율적 의사결정 주체들의 다중심성을 만들어나가는 다중심적 거버넌스로 이해될 수 있다. 뿐만 아니라 지방들 간 협력적 거버넌스는 단지 담론적 과정이라기보다 물질적 토대를 전제로 한다는 점에서 지역들 간 연계성을 강화시킬 수 있는 경제적 상호보완성과 물적 인프라의 구축을 요구한다.

The Development and Application of International Collaborative Writing Courses on the Internet

  • In this article, I discuss an International Collaborative Writing Course on the Internet (ICWCI) that focused on the learning effectiveness Korean EFL students (KEFLSs) perceived to be necessary to exchange with international EFL students (IEFLSs). The course development was based on an internet-based instructional module, applying widely accepted EFL theories for modern foreign language instruction: collaborative learning, process writing, project-based learning, and integrated approaches. Data from online discussion forum, mid-of-semester and end-of-semester surveys, and final oral interviews are conducted and discussed. KEFLSs and IEFLSs were questioned about (a) changes in attitude towards computers assisted language learning (CALL); (b) effect of computer background on motivation; (c) perception of their acquired writing skills; and (d) attitude towards collaborative learning. The result of this study demonstrated that the majority of ICWCI participants said they enjoyed the course, gained fruitful confidence in English communication and computer skills, and felt that they made significant progress in writing skills. In spite of positive benefits created by the ICWCI, it was found that there were some issues that are crucial to run appropriate networked collaborative courses. This study demonstrates that participants' computer skills, basic language proficiency, and local time differences are important factors to be considered when incorporating the ICWCI as these may affect the quality of online instructional courses and students' motivation toward network based collaboration interaction.

한국형 지역혁신모델의 신흥국 전수사업 : 정책분석과 제안 (Capacity Building Programs for Emerging Countries by the Korean Regional Innovation Model: Policy Analysis and Suggestions)

  • 최근 신흥개발국들은 한국형 경제개발 정책에 관심을 갖고 한국의 지역혁신 모델을 접목하고자 노력하고 있다. 한국도 신흥국의 수요에 맞추어 지역혁신 모델을 수출하고 해당국과 경제협력을 강화하는데 관심이 있다. 본 연구는 신흥국에 대한 한국형 지역혁신모델 전수사업을 분석하고 정책을 제시하고자 한다. 이를 위해 태국, 키르키즈공화국, 베트남, 멕시코 등 신흥 4개국의 혁신기관 실무자들이 공동학습 - 네트워크- 상호작용 활동에 참여하는 행태를 표적집단면접법에 의해 분석하였다. 한국의 혁신기관에서 제공하는 전수사업에서 현지국가 혁신주체의 초기 활동을 분석한 결과, 전수사업의 연수 시간과 이후 현지인들에 의한 자체 공동학습 참여율의 관계는 가장 밀접한 상관관계 (0.975)가 있음을 발견하였다. 그러나 이들의 자체 공동학습과 현지의 네트워크 참여율의 상관계수는 다소 낮아 (0.667), 현지에서 공동학습을 네트워크로 연결하는 정책이 필요하다. 네트워크 참여율과 혁신주체의 상호작용 참여율은 높은 상관관계 (0.950)로 나타나, 네트워크 구축이 지역혁신 모델의 관건이라는 것을 보여준다. 본 연구는 교육과 컨설팅 형태의 연수보다는 현지의 혁신 네트워크 활동을 촉진하는 사업을 추천한다. 본 연구는 충남테크노파크의 사례와 같이 혁신주체들이 스스로 학습 네트워크를 구축하여 지역에 맞는 혁신모델을 창출하고 지역혁신플랫폼을 직접 운영하는 단계까지 추진하는 전수사업 정책을 제안한다.

복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로 (A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town)

  • 최근 도청 이전 신도시, 위례신도시 등 두 개 이상 지자체를 포함하는 신도시(복합경계신도시) 개발이 증가하고 있다. 그러나 현행 도시개발제도는 단일 지자체 신도시를 대상으로 하고 있어, 복합경계 신도시의 개발과 관리를 위한 제도 개선이 필요하다. 다층적 거버넌스(Multi-level governance) 개념은 광역지자체와 기초지자체가 포함된 위례신도시에서 갈등이슈를 파악하고, 개발사업자와 주민까지 참여하는 협력 대안을 모색하는데 유리한 개념틀을 제공한다. 본 연구의 목적은 위례신도시를 사례로 다층적 거버넌스(Multi-level governance)의 개념틀을 활용하여 복합경계신도시의 개발과 관리 운영 과정에서 발생하는 갈등이슈를 파악하고, 협력적 관리방안을 제시하는 것이다. 이를 위해 관련자 및 전문가 인터뷰, 문헌연구, 전문가 포럼 등을 진행하였으며, 도시개발 관련 선행연구와 경제자유구역 등 유사사례로부터 시사점을 도출하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 위례신도시 개발 관리의 주요 부문을 학교 학군, 행정서비스, 공급처리시설, 도시기반시설로 구분하고, 각 부문별 갈등이슈를 분석하여 갈등구조를 파악하였다. 둘째, 위례신도시는 복합경계 신도시로서 행정구역 별 분리 관리와 통합 관리간의 대립, 광역적 관리 대 국지적 관리가 갈등의 기본축을 형성하고 있음을 확인하였다. 셋째, 위례신도시의 협력적 관리를 위해서는 최소한 지자체 행정협의회, 지자체조합, 전문관리기구의 세 가지 차원에서 Multi-level governance를 구성하여야 한다는 점을 향후 관리방안으로 제시하였다.

From Fragmented Development to Three-Dimensional and Coordinated Development - Research on Renewal Strategies of Existing Underground Commercial Space in Harbin

  • In Harbin, a network of underground commercial spaces has been developed to occupy spaces that were originally created as civil defense shelters. With the gradual extension of the local metro rail system, the existing underground commercial space is no longer an isolated regional development, but a space that represents "three-dimensional city" and coordinated development taking place in many Chinese cities. Based on the analysis of the unique development process taken in underground space of Harbin, this paper summarizes three characteristics of its early model of "fragmented development" of underground space. By conducting a comprehensive field research and survey, the researchers analyzed 472 questionnaires related to the development trend, and proposed multi-level synergistic elements for the renewal and development of underground commercial space. The paper concludes by discussing the trend of "three-dimensional and collaborative development," suitable for the development needs of the new era, and the corresponding development strategies for the renewal of underground space.

건축교육헌장에 기초한 커뮤니티 디자인교육에 관한 연구 (Community Design Education for Sustainable Environment)

  • Community design education has covered the worldview dimension of the collaborative courses for sustainability draws on the architectural expertise developed in a network of community projects and therefore case studies of design education by the collaborative project-based learning in terms of participants, students, teachers and architects, such as 'Learning By Design' for the K-12 comprehensive program in Massachusetts addresses how a local society can make its community sustainable by both design and education. To understand that community design and education can provide professional development in all levels of skills and knowledge across disciplines and opportunities for collaborative learning and problem-solving, this research consists of case studies of the community design education including social systems that assist in organizing the local educational program as well as promoting the programs with public awareness of the community. It covers the UNESCO-UIA agenda of the community design and education that is to enhance the physical environment relating to human interaction by developing innovative alternatives of existing community and contributing voluntarily to neighborhoods through design. As the community design collaborative of design professionals and users is a structural approach to assess design quality, the cases address how to set up the architectural program in order to share pro bono design service and provide high-quality design resources available for sustainable environment.

네트워크 기반 엔지니어링 환경에서의 제품 개발: 개넘과 접근방식 (Product Development in the Network-Centric Engineering Environment: Concept and Approach)

  • This paper presents an integrated but open product development environment for distributed and collaborative design. The web-based framework, called DOME, allows designers to build integrated models using both local and distributed resources, and to collaborate by exchanging services in a network-centric product development environment. Thus, an integrated model can be created while each participant focuses on his or her own area of expertise. A design problem model is created by connecting modules, which represent specific system components, analysis capabilities/software, disciplines, or organizations relevant to the problem. The modules interact with each other using service exchanges based upon the CORBA standard communication protocol. The goal of this framework is tall provide the ability to rapidly construct integrated design problem models to facilitate collaborative design work, improve product quality and reduce development time. Ultimately, it should allow specialized engineering applications and design problem models to operate under a common design environment.
