케이블TV 지역채널은 그동안 타 방송 매체에 비해 지방분권시대의 풀뿌리 민주주의 정착 및 지역 경제 활성화에 기여하고, 지역밀착형 미디어로서의 역할을 수행하며 프로그램을 제작해 왔다. 그러나 케이블 TV가 디지털로 전환되어감에 따라 다양한 제작환경의 변화가 있었고, 이와 관련된 제작자의 인식변화와 함께 사업자 및 관련단체의 지원이 필요한 때라고 할 수 있다. 본 연구는 디지털 케이블TV 지역채널의 성공적인 정착을 위해, 케이블TV의 디지털 전환에 따른 지역채널 방송제작 및 편성상의 변화를 프로그램을 제작 및 편성하는 실무자들에 대한 심층인터뷰를 통해 고찰하고, 디지털 전환의 저해요소를 살펴보았다. 또한 디지털 케이블TV의 지역채널이 지역 밀착 미디어로서의 역할과 기능을 확립할 수 있는 방안에 대해 함께 고찰했다.

KBS는 지역 시청자를 위하여 18개 지역(총)국에서 TV, 라디오 로컬 방송을 제작/송출하고 있다. 본 논문은 이중 지역(총)국의 라디오 매체에 대하여 2017년 개발 완료된 KBS 표준형 오디오파일시스템의 개발 및 적용 목적, 개발 내용과 2018년, 2019년 12개 지역(총)국에 적용한 사례에 대하여 소개한다.

디지털 미디어의 발달로 영상 콘텐츠 소비가 뉴미디어 채널로 빠르게 전환되고 있다. 뉴미디어 활로를 개척하기 위해 유튜브 채널로 확장한 지상파 방송사들의 전략은 수익구조를 개편할 정도로 성공적인 성과를 거두었다. 이러한 사례를 바탕으로 지역의 지상파 방송사들도 유튜브 채널로의 확장을 위해 꾸준히 노력하고 있지만, 아직은 그 결과가 미미한 실적으로 나타나고 있는 실정이다. 따라서 본 연구는 광주광역시 지상파 방송사들이 유튜브를 어떻게 활용하고 있는지를 살피면서, Q방법론을 통해 광주광역시 지상파 방송사의 유튜브 콘텐츠에 대한 수용자 선호 유형을 분석하였다. 그 결과 '트렌드 민감형', '감성 중시형', '지역 애착형'의 세 가지 유형을 발견하였고, 각 유형별의 특징을 고려한 맞춤형 콘텐츠 제작 전략을 제안하였다. 이것은 광주광역시 지상파 방송사의 유튜브 전략 수립에 실질적인 지침을 마련할 뿐만 아니라, 뉴미디어 시대에 부합하는 지속-발전 가능한 밀도 있는 콘텐츠 제작의 정책 수립을 구축하는데 도움을 줄 것이다.

현재 지역 방송사들은 수입원 확보의 어려움으로 인한 재정 부족과 경영 악화를 겪고 있다. 이는 해당 방송사들의 컨텐츠가 지역민들의 관심과 참여를 이끌어내지 못해 시청률이 지속적으로 감소하는데 기인한다. 이러한 문제를 해결하기 위해, 본 논문에서는 지역 방송과 밀결합된 소셜 네트워크 서비스를 제안하였다. 제안 방법에서는 작성글의 노출 범위를 지역으로 한정하여 기자들이 손쉽게 지역민들의 관심사를 찾을 수 있도록 구성하였다. 또한 지역민들의 작성글 중 기자가 취재 요청한 글들은 메인 화면의 상단에 배치함으로써, 지역민들의 의견이 방송과 직접적으로 연결될 수 있음을 한 눈에 알아볼 수 있도록 사용자 인터페이스(UI)를 구성하였다. 이는 지역민들의 참여를 활성화하고자 위함이다. 제안한 서비스는 울산 지역 방송사인 JCN과 함께 프로토타입 시스템의 형태로 구현되었으며, 본 논문에서는 해당 시스템의 UI 및 시스템 구조, 작성글의 우선순위 산정 알고리즘 등에 대해 소개한다.

미디어 환경의 변화 등에 따라 지역방송에 대한 지원방안이 요구되고 있다. 지역방송의 발전을 위한 법적 제도적 측면에서 지역방송발전지원특별법의 시행은 새로운 계기가 되었다. 이러한 측면에서 지역방송발전지원특별법에 대한 성과와 한계를 분석하였다. 연구방법은 문헌연구를 통하여 연구문헌과 관련 법령들을 분석하여 지역방송발전을 위한 법적 제도적 지원방안을 모색하였다. 분석결과 지역방송발전위원회가 실질적인 의결기능과 책임을 가지는 방향으로 법적 제도적 권한강화 방안이 모색되어져야 하며, 운용기금에 대한 독자성을 확보하는 문제와 지역방송발전계획에서 지역방송프로그램 제작 능력과 유통구조를 촉진하는 방안이 모색되고, 지역성을 평가하는 지역성지수에 대한 보다 정교한 방안이 필요하다. 지역방송은 공익성과 공공성, 지역성과 다양성을 확보하는 방향으로 발전되어야 하며 이를 지원하는 제도적 정책적 방안이 모색되어져야 한다.

최근 국내 지상파 UHD(Ultra-High Definition) 방송과 같은 고품질 AV(Audio-Video) 서비스가 증가하면서 그에 맞춰 방송 기술도 진화하게 되면서 방송 표준 또한 새롭게 정의하게 되었다. 또한, 네트워크 기술이 발달함에 따라, 콘텐츠가 해당 나라뿐 아니라 세계적으로 소비되고 있다. 그에 맞춰 국가 및 지역적 환경 등에 맞춰 적합한 콘텐츠를 제공하는 방안인 콘텐츠 삽입 기술이 필요할 것으로 보인다. 본 논문은 지상파 UHD 방송의 전송 표준 DASH(Dynamic Adaptive Streaming over HTTP)/ROUTE(Real time Object delivery Over Unidirectional Transport) 및 MMT(MPEG Media Transport)를 기반으로 방송망과 통신망의 이종 망 환경 하에 ATSC (Advanced Television Systems Committee) 3.0 Event Signaling 표준을 활용한 콘텐츠 삽입 서비스 시스템 모델 및 동기화 방안을 제안한다. 또한, 해당 서비스가 방송 표준을 만족하는 환경에서 동작함을 검증한다.

Agricultural extension services in Korea need to build new extension system to cope with the digital age and especially with shortage of extension educators which has been originated from the changing status from central to local government. The new trends including development of multi-media, wide-spreading of internet, and advent of internet broadcasting are offering the opportunities for new agricultural extension service. Utilization of agricultural internet broadcasting could be a new alternative for enhancing the efficiency of agricultural extension services. Agricultural internet broadcasting could support decision making of farmers by forwarding unique agricultural data which have been collected, compiled and processed by the Rural Development Administration. Farmers will be able to search useful agricultural data through agricultural internet broadcasting for more efficient farm management and marketing farm products. Agricultural internet broadcasting could utilize more prompt and abundant agricultural technology and management data compiled by the Rural Development Administration, and through this process, agricultural internet broadcasting could compensate the shortage of extension manpower. Through feedback process of agricultural internet broadcasting. farmers will be able to communicate more efficiently with extension educators to increase agricultural production and income. Agricultural Internet broadcasting could be an alternative to prevent farmers from being shunned in the information-based society.

Image stitching techniques produce an image with a wide field-of-view by aligning multiple images with a narrow field-of-view. While conventional algorithms successfully stitch images with a small parallax, structure misalignment may occur when input images contain a large parallax. This paper presents an image stitching algorithm that aligns images with a large parallax by regional linear warping. To this end, input images are first approximated as multiple planar surfaces, and different linear warping is applied to each planar surface. For approximating input images as multiple planar surfaces, the concept of dominant edges is introduced. Dominant edges are defined as conspicuous edges of lines in input images, and extracted dominant edges identify the boundaries of each planar surface. Dominant edge extraction is conducted by detecting distinct changes of local characteristics around strong edge pixels. Experimental results show that the proposed algorithm successfully stitches images with a large parallax without structure misalignment.

Video on Demand (VOD) is a multimedia service which allows a remote user to select and then view video at his convenience at any time he wants, which makes the VOD become an important technology for many applications. Numerous periodic VOD broadcasting protocols have been proposed to support a large number of receivers. Broadcasting is an efficient transmission scheme to provide on-demand service for very popular movies. This paper proposes a new broadcasting scheme called Popularity Cushion Staggered Broadcasting (PCSB). The proposed scheme improves the Periodic Broadcasting (PB) protocols in the latest mobile VOD system, which is called MobiVoD system. It also, reduces the maximum waiting time of the mobile node, by partitioning the $1^{st}$ segment of the whole video and storing it in the Local Media Forwarder (LMF) exactly in the Pool of RAM (PoR), and then transmitting them when the mobile nodes miss the $1^{st}$ broadcasted segment. The results show that the PCSB is more efficient and better than the all types of broadcasting and caching techniques in the MobiVoD system. Furthermore, these results exhibits that system performance is stable under high dynamics of the system and the viewer's waiting time are less than the previous system.

본 연구는 새로운 뉴미디어로 부상하고 있는 위성 DMB의 수용에 영향을 미치는 요인을 시청자의 인구 통계적 특성과 미디어 이용 특성을 중심으로 살펴보았다. 연구결과, 연령별로 고연령층이, 학력별로 고학력 계층이, 자동차 운전 여부에 따라서는 운전자들이 위성 DMB 가입 의향이 상대적으로 놓은 것으로 나타났다. 직업별로는 사무/관리직이나 경영/관리/전문/자유직과 같은 화이트칼라 계층의 가입 의향이 상대적으로 높았으며, 가족 소득은 중간 정도인 집단의 가입 의향이 상대적으로 높았다. 또 미디어 이용과 휴대폰 서비스 이용 정도에 따른 위성 DMB 가입 의향의 차이를 조사한 결과, 기존 미디어를 많이 이용하는 시청자가 가입 의향이 높았으며, 휴대폰부가 서비스의 기능도 많이 이용한다는 응답자들이 위성 DMB의 가입 의향이 높았다. 추가적으로 선호하는 장르와 지상파 재전송이 지역방송에 미치는 영향을 조사했다. 응답자들은 위성 DMB의 영상과 음성 서비스는 오락적 성격이 강한 장르를 선호하고 있으며, 데이터 서비스는 정보적 성격이 강한 장르를 원하고 있는 것으로 나타났다. 또 만일 지상파 재전송이 허용된다고 해도 지역방송에 부정적 영향이 크지 않을 것으로 예상하고 있었다.
