A Suggestion for Future Public Libraries (미래의 공공도서관을 위한 제언)

  • The purpose of this study is to suggest for future public libraries in the knowledge information society. The development of Internet requires to change the role of information service in public libraries, and the change of social circumstance requires the role of public libraries as cultural spaces. For the future public libraries, the suggestions are that public libraries provide an instruction for users in order to got information through Internet. Next, public libraries provide comfortable safe, luxury space in order to create regional culture so that users can get experience high culture, and use the space as cultural living zone.

Information-Seeking within Negative Affect: Lessons from North Korean Refugees' Everyday Information Practices within PTSD

  • The study examines how stressful life experiences and negative affective conditions influence refugees' information seeking and uses. Fifty-five North Korean refugees living in South Korea were invited to participate in a survey to determine their level of PTSD and to investigate the relationship between activeness in information-seeking and their negative affect. Seven subjects with severe PTSD symptoms participated in an in-depth interview to describe their information practices in daily life contexts. The study found that participants with higher levels of PTSD tended to seek information more passively than those with lower levels of PTSD. Almost all refugees were unable to recognize their information needs clearly but some subjects stated latent socio-affective needs and financial needs. Most refugees avoided seeking information and learned information through interpersonal sources-staffs in the Hana Refugee Center and volunteers in local community churches-and mass media. Some unique social phenomena were discovered in North Korean refugees' information world and the emergent features were discussed. On the basis of the findings, some practical approaches for improving refugees' information world were also suggested.

A Study or Analysis of the Phenomenal Experiences with Human Book - Focusing on the Human Book Program at the Geonggi Provincial Office of Education - (사람 책 참여자의 체험 현상 분석 연구 -경기도교육청의 사람 책 프로그램을 중심으로-)

  • This article or study subjectively explores actual experiences of a human book from a phenomenal viewpoint and is based on considerable amounts of reference literature and the collecting/analyzing of precedent theses data. Selecting specific research samples and conducting in-depth interviews were made to elicit the phenomenal marks or responses in human book experiences. Samples included a total of three human book practicing teachers belonging to Gyonggi Provincial Office of Education, who were picked out or chosen according to their rich performance experiences/activities over a two year period. They were interviewed in four different basic topic areas or parts sectioned out to the following: 1) actual needs of a human book; 2) experiences in human book; 3) changes of cognition to the human book; and, lastly 4) improvement in the application of a human book. As a result, the number of schools, the number of readers, and the number of people who participated in human book activities continued to expand. In addition, human book activities have become an opportunity for growth not only for participating readers, but also for the human book itself.

A Study on Digital Literacy Education for Adults in US Public Libraries (미국 공공도서관의 성인을 위한 디지털 리터러시 교육에 관한 연구)

  • In the digital society where ICT technology is highly developed, digital literacy is an essential competence for working and living. Developed countries around the world have been working hard to solve the digital divide and improve digital literacy. In this paper, we investigated and analyzed the case of US public libraries for improvement of digital literacy of adults including the older people. To do this, we analyzed the educational program type of digital literacy, education method, and the contents of the program, focusing on the best practices libraries of the program. Many of the educational programs still related to basic computer and Internet technologies, and training programs on Micro Office, e-mail, social media, and smartphone and tablet computing were also high. The most frequent and daily training method was informal point of use, and the content and level of education appeared to be very diverse. For digital literacy training, the librarians of the public library considered librarians' digital competence and retraining to be the most important, and the library facility and the latest equipment to be suitable for the operation of the digital literacy education program.

A Study on Legal Information Landmark, Court Library, Knowledge Information Sharing, Function and Role Expansion, Legal Information Hub (법률정보허브로서 법원도서관의 지식정보공유 기능과 역할 강화에 관한 연구)

  • In this study, we aim to comprehensively examine how court libraries can enhance their function and role as a hub for judicial information sharing. To achieve this, the current status was holistically understood based on literature review, case studies, interviews with stakeholders, and surveys targeted at users. The study sought to explore and present ways in which court libraries can play a central role in the dissemination and sharing of legal knowledge. As a result of the research, we propose four roles of the judicial information sharing complex center as a court library, five functions of the judicial information sharing complex center, and nine strategies to enhance accessibility for the spread of legal culture. If court libraries function as next-generation shared complex centers with the goal of popularizing legal knowledge culture, it would be possible to expand access to legal knowledge for citizens interested in law and culture, professionals in legal and educational institutions, and residents living near the center.

A study of the development of the public libraries in the "Chun-Buk" province in Korea (전북지역 공공도서관의 발전책에 관한 연구)

  • A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.

Analysis of the Regional Disparity and Optimal Location of Living SOC - Focused on Core Living Facilities (생활SOC의 지역 간 격차와 최적입지 분석 - 생활거점시설을 중심으로)

  • Local governments should try to resolve the inequality of living SOC (Social Overhead Capital) and construct spatial information on the location of living SOCs and optimal locations. This study analyzed the accessibility, equity, and optimal location of the living SOC, considering the research needs related to the living SOC. The target facility is core living facilities(a public library, a park, a culture center, and a public daycare center). The analysis area is Suwon city in Gyeonggi province, and the base year of the analysis is 2020. The study calculated accessibility per population in a microscopic neighborhood living area(200m×200m). The Gini coefficient was used to identify the regional disparity in accessibility among Dong regions. The optimal location was explored with the Maximal Covering Location Problem theory. As a result, spatial accessibility of facilities except for public daycare centers revealed a large gap between regions. Areas with excellent accessibility also showed significant variations in the facilities. The regional disparity in living SOC was the largest in culture centers, followed by parks, public daycare centers, and public libraries. The optimal locations for public libraries, parks, and culture centers are concentrated in the old downtown, while those of public daycare centers are found throughout Suwon city. The results of this study are the crucial contents of spatial planning for SOC supply in local governments. Therefore, follow-up studies will be able to refer to the analysis structure and results of the study.

A Study on Perceptions of Users and Specialists for Establishing Mid-to Long Term Development Plan for Libraries in Anyang City (안양시 도서관 중장기 계획 수립을 위한 이용자 및 전문가 인식 연구)

  • This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

A Systematic Review on Accelerometer to Measure Activity of Daily Living of Patients with Stroke (뇌졸중 환자의 일상생활활동 평가도구인 가속도계에 대한 체계적 고찰)

  • Objective: The purpose of this study was to systematically review the articles using accelerometer to measure activity of daily living of patients with stroke. Methods: Depending on selection criteria, 13 studies were searched for PubMed, EMBASE, and Cochrane library database from February 2014 to March 2014. A total of 331 papers were searched, and 13 of these were selected. Results: In studies of 13 selected, acute, subacute, and chronic patients with stroke were enrolled. The kind of accelerometer was uniaxial, biaxial, and triaxial, activity monitor. Measurement activities were mainly arm activity, walking activity, and attachment sites were also various depending on the measurement activities. A measured variable was the total number of activities, the movement speed of the patients, ratio between affected and non-affected, and motion analysis. The result indicated that significant correlation with the other assessment tools in all studies. Conclusions: Accelerometer will be applied with a tool for measuring activity of daily living of patients with stroke, depending on activities characteristics. Further, we need accelerometer studies to apply with a variety of assessment in clinical practice or community settings.

A Study on Public Information Service using Twitter - Focused on Twitters of Major Metropolitans - (트위터를 활용한 공공 정보서비스 연구 - 주요 광역도시 트위터들을 중심으로 -)

  • This study investigates the contents of twitters serviced by metropolitans and citizens' questions to propose improvements. Using content analysis as a research method, this study recorded and analyzed all the tweets of six metropolitans (Seoul, Busan, Daegu, Incheon, Daejeon, Gwangju) for three months. As the results, the frequency analysis of tweets revealed that Busan posted more tweets than other cities, and Seoul posted the highest number of tweet using URL link. The results of content analysis showed that the most frequently provided information from tweeters was about convenience of citizens living. Tweets using URL link were focused on information about citizen living, prize contest, and service announcement. Citizens had a request for information about their life and traffic. For public information service using tweeter in the future, this study provided several important suggestions.
