Establishment of Applicable Local Environmental Standards for Streams in Jeju Island (제주도 하천에 적용 가능한 지역환경기준 설정)

  • For the purpose of protecting the health of citizens and creating a delightful environment, the Government shall establish the environmental standards, and make such standards keep their propriety according to any changes in environmental conditions. The Special Metropolitan City, Metropolitan City or Do may, in case where deemed necessary in view of the speciality of regional environments, set forth the separate environmental standards which are more expanded and strengthened than the environmental standards by the Municipal Ordinance of the relevant City/Do. The purpose of this study was for the management of stream waters of Jeju Island and proposed the appropriate Jeju local river environmental standards. Jeju-Do and Daejeon-si applies the Local River Environmental Standards in Korea. While each nation? circumstances and environment are different, for the most part, environmental standards and purposes of use are similar to those in Korea. Proposed Jeju River Local Environment Standards followed The River Environment Standards of Nation(Korea) for Living Environment Standards. Newly Strengthened Value is Cd, Carbon tetrachloride, 1,2-dichloroethene, Tetrachloroethylene(PCE) and add Items is Fluorine, Selenium, Phenol and Toluene for Human Health Protection.

Temporal-Spatial Variations of Water Quality Level and Water Quality Index on the Living Environmental Standards in the West Nakdong River (서낙동강에서 생활환경기준을 적용한 수질등급 및 수질지수의 시·공간 변동 분석)

  • In this study, water quality levels were classified and water quality indices were calculated and analysed by using the water quality components of living environmental standards monitored 10 years (2008 ~ 2017) at four stations in the West Nakdong River. As a result of analyzing the monthly variation of the water quality components of the living environmental standards, the water quality in the West Nakdong River was worse downstream than upstream, and pollution at the WNR3 located in the downstream of the Jomangang was the most serious. As a result of classification of water quality levels, BOD and COD levels were the lowest, so water quality pollution in the West Nakdong River was found to be highly influenced by organic matters. The water quality index was the lowest in July and August at four stations, so water quality is showing the worst in summer. As a result of analyzing the correlation between the water quality components and the water quality index, the correlation between the TOC and the water quality index was high in the four stations, and the water quality index in the West Nakdong River was dominated by organic matters and nutrients.

Sources, Effects, and Control of Noise in Indoor/Outdoor Living Environments

  • Objective:To study the sources of indoor noise, its effects on human health, noise assessment and regulation through the use of standards, and techniques used to reduce noise. Background: Noise significantly affects the living environment, and there are an increasing number of reports of its impacts on human health. Method: We reviewed domestic and foreign data regarding environmental noise, and examined its effects and the standards used to regulate noise levels. Results: We describe the major sources of indoor noise and suggest possible legal standards, as well as recommended criteria for the control of noise. Conclusion: South Korea has higher legal standards of environmental noise than international standards in terms of threshold values. People in Korea are exposed to various sources of noise, and therefore the reduction of noise is urgently required. Application: Depending on the features of indoor spaces, an appropriate degree of indoor noise can be determined and techniques to reduce excess noise are required.

Improvement for Classification System of Building Use on Neighborhood Living Facility (근린생활시설 용도분류체계 개선방안 연구)

  • The purpose of this study is to present improvement for classification system of current neighborhood living facility to correspond rapid social change and various industries after understanding its status and problem. In current Building Standard Law, various kinds of buildings are classified for their structure, purpose of use, and building types. The Neighborhood Living Facility is divided into First Neighborhood Living Facility and Second Neighborhood Living Facility with applying area standards, according to facilities of convenience degree for neighborhood inhabitants. This classification, however, has problem in an arbitrary decision and applying of buildings without any definition or standards to adopt. And, there are some mixed neighborhood public functional facilities and amusement business affecting public morals among the Neighborhood Living Facility, so hazard environmental problems are also existed. According to the improved program, the study presents a prompt adoption of new facilities according to various industry increase, with minimum public discontent over adopted area standards. This study suggests making a clear scope through reclassification of Neighborhood Living Facility within the scope of the law on current Neighborhood Living Facility and an improvement plan of introducing necessary definitions on purpose of facility.

  • With rapid industrial development, railway has become a main traffic means. But, the railway noise has caused much annoyance for the residents living nearby railway track. Therefore, it is necessary to establish the environmental quality standards for railway noise like the environmental quality standards for traffic noise. In this study, the domestic and foreign standards for railway noise were investigated with analysis of existing data and field survey of noise condition at near a railway.

Application of Microbial Fuel Cells to Wastewater Treatment Systems Used in the Living Building Challenge (Living Building Challenge의 하수처리시스템에 대한 미생물 연료전지의 응용)

  • Objectives: This study was conducted to investigate the application of microbial fuel cells (MFCs) to the wastewater treatment systems employed in the Living Building Challenge. Methods: I reviewed a range of information on decentralized wastewater treatment technologies such as composting toilets, constructed wetlands, recirculating biofilters, membrane bioreactors, and MFCs. Results: The Living Building Challenge is a set of standards to make buildings more eco-friendly using renewable resources and self-treating water systems. Although there are various decentralized wastewater treatment technologies available, MFCs have been considered an attractive future option for a decentralized system as used in the Living Building Challenge. MFCs can directly convert substrate energy to electricity with high conversion efficiency at ambient and even at low temperatures. MFCs do not require energy input for aeration if using open-air cathodes. Moreover, MFCs have the potential for widespread application in locations lacking water and electrical infrastructure Conclusions: This paper demonstrated the feasibility of MFCs as a novel decentralized wastewater treatment system employed in the Living Building Challenge.

Water Quality Level of the Living Environmental Standards and Regression Analysis in the Major Tributaries of the Nakdong River (낙동강 주요 지류에서 생활환경 기준 수질 성분의 수질등급 및 회귀분석)

  • In this study, the water quality components (pH, BOD, COD, TOC, SS, DO, TP) and the water quality, observed for 10 years (2008~2017) in the five tributaries of the Nakdong River with the highest flow rates, were analyzed. Monthly levels of the water quality components were estimated and regression functions were used to quantitatively explain the changes in the BOD and COD components, with respect to the TOC components. The results of analyzing the water quality levels in terms of the living environmental standards show that the lowest water quality was observed midstream (ST-3) and the highest water quality was observed upstream (ST-1 and ST-2). The regression function was estimated to be a linear function in all five tributaries, and the goodness of fit of the function was high upstream (ST-2), midstream (ST-3), and downstream (ST-4). According to the regression analysis using the observation data from 2008~2017, we found that the consumption of dissolved oxygen increased with an increase in organic matter in the major tributaries of the Nakdong River.

  • The underground living spaces have become one of the major environment of this decade in urban area. This study was carried out to examine contamination level for purpose of preservation of the pleasant underground environment. Three subway stations and three underground shopping centers in Seoul and two underground shopping centers in Busan were selected and surveyed by measuring gaseous pollutants $(SO_2,\; NO_2,\;CO,\;HC,\; HCHO,\;CO_2)$, dust, airborne microbes, and the other air condtions (temperature, humidity, air pressure, air flow, kata cooling power). These examined data were compared with four kinds of standard (building sanitation management, room air quality standards, occupational safety and health standards, ventilation equipment) as environmental hygiene.

  • This study examined the consumers' awareness and information need toward the irradiated foods and environmental hormones. The data were collected from 350 adults living in Daegu and Busan by the self-administered questionnaire. Frequencies and chi-square tests were conducted by SPSS. The results of the survey were as follows: (1) consumers' awareness regarding the irradiated foods and environmental hormones were low, while consumers' concerns for them were high, (2) the orders of the information needs for the irradiated foods are safety of irradiated foods, dose permitted for food irradiation, benefits of irradiated foods, kinds of permitted irradiated foods, and legislations of food irradiation, and (3) the orders of the information needs for the environmental hormones are harmfulness of environmental hormones, standards for contamination by environmental hormones, materials releasing environmental hormones, methods to prevent environmental hormones, and kinds of environmental hormones.

  • Living environments in rural area have become deteriorated rapidly. Increase of aging population, decline in agricultural income, polarization of wealth in rural community due to rural returners have caused severe decline and imbalance of living environments in rural area. Responding to this circumstances, governments currently develop projects for improving living environments focusing on individual housing which were excluded from governmental supports because those had been regarded as private property. Nevertheless, there are still some gaps and problems in evaluating the quality of living environment and suggesting effective solutions. It would be because standards and guidelines of the projects have been based on urban housing system. In order to support the implementation of the projects, this research has developed an index for evaluating and monitoring the quality of living environments in rural area. By applying Delphi method, the index has been created in four categories of 'security', 'convenience', 'comfortability', and 'durability' 'Security' consists of structural safety, crime, disaster, accident prevention. 'Convenience' includes three divisions of living, traffic, farm working. 'Comfortability' is divided into sanitation, indoor environments, and aesthetic appreciation. Lastly, 'durability' has four divisions of energy conservation, environmental friendliness, efficiency, and economics. Each sub-division also has different items from three to twelves. In the case of an index for performance evaluation, items have been derived from energy conservation(6-items), and environmental friendliness(7-items). Items developed as an index for evaluating rural living environments in this research might be good background information for remodeling project in rural housing development.
