The Korea's indiscretion in maritime-terrorism and the counter plan (한국 해양테러의 실태 및 대응방안)

  • With international urgence of terror situation, many methods of terror techniques and skills are appearing and more intense and threatening terror is braking out not only in the air(plane), but also in the sea(ship). Korea is surrounded by 3 sides of sea and is a proud maritime nation that should advance to foreign country through the sea because South Korea and North Korea are confronting. Korea depend on the maritime transportation, 99.7% of exporting, importing material resources. Therefore, acquisition of the marine safety has the great affect on national security and economical life. On the high tension of situation about threat and possibility of maritime terroism, the potential ways of the improvement policy for counter-tactics against big maritime terror are the following. First, we should construct clear and well-organized network for accurate information about maritime terrorism Second, we should have the information of all domestic, foreign passenger's ships Third, national important facilities such as atomic energy plant, thermo-electric power plant, shipyard need policies to manage all emergency situation Fourth, government authorities should improve tactic abilitities by competing with support and budget inside of nation as well as outside of nation. To develop big maritime terror of our country, we will have to hold cooperative training & tactics contest of big maritime terror by cooperating educational industry organization with similar institute, improve the ability of members of big terror and acquire tactics information by excavating and exchanging a new technique through tactics seminar and public hearing.

  • RFID is the core of realizing ubiquitous environment. This is expected to improve economical effect through related industry revitalization, make-work, and so on, in the future, and to be linked to social see-through enhancement via national life change. However unchecked RFID use lets retailers collect unprecedented huge information and they link it to customer information database, so the voice of worry to bring about a result of trampling down consumer privacy doesn't make a negligible situation. Although RFID system is spreaded out socially, the servicing of law and system is not accomplished to protect individuals from personal information violation threat. At the same time, in ubiquitous computing environment, to protect individual information efficiently, from the step of planning and deciding this technology system, constitutional law, norm, the basic legal rights of the people, and so forth is to be considered. The objective of the research is to persent the privacy protection from the viewpoints of law on RFID.

Insertional mutagenesis of fusarium graminearum for characterization of genes involved in disease development and mycotoxin production

  • Fusarium graminearum is an important pathogen of cereal crops in many areas of the world causing head blight and ear rot of small grains. In addition to serious economic losses, this fungus produces mycotoxins, such as trichothecenes and zearalenone on diseased crops and has been a potential threat to human and animal health. To massively identify pathogenesis-related genes from F. graminearum, two representative strains (SCKO4 from rice and Z03643 from wheat) were mutagenized using restriction enzyme-mediated integration (REMI). In total, 20,DOD REMI transformants have been collected from the two strains. So far, 63 mutants for several traits involved in disease development such as virulence, mycotoxin production, and sporulation have been selected from 3,000 REMI transformants. Now, selected mutants of interest have being genetically analyzed using a newly developed outcross method (See Jungkwan Lee et al poster). In addition, cloning and characterization of genomic DNA regions flanking the insertional site in the genome of the mutants are in progress.

Comprehensive Measures for Disease Prevention and Health Promotion (질병예방 및 건강증진 종합 대책)

  • While the threat from traditional communicable diseases have been decreasing non communicable chronic diseases are increasing due to the aging of population and change in life pattern of the people such as over intake of cholesterol and lack of physical exercise etc. On the other hand, since 1980s, AIDS is spreading rapidly throughout the globe and environmental pollution, accidents, addictive diseases such as drug abuse and alcoholism are becoming serious factors to hinder the health promotion of the people. In order to improve general public health and promote individual health status, existing program for communicable disease control by the government such as tuberculosis, leprosy, STD and acute communicable diseases should be effectively continued. In principle, effort should be placed on eradication of source of infection, reduction of communicability of source in infection, treatment of source of infection as well as increase of individual registance to the diseases through immunization and improvement of physical status. Since the pattern of illness is being shifted from communicable diseases to non communicable chronic diseases such as cancer, cerebral hemorrhage, heart disease and hypertention etc., special emphasis should be placed on the prevention and control of those adult diseases. Early detection of the patients, registration and treatment of patients and health education should be systematically developed for effective control of the diseases. In addition, program activities on MCH, nutrition, dentistry, mental health, environmental health, accident prevention. medical delivery system, health insurance. and all other health issues should be improved in order to achieve our goal of health promotion.

  • As both medical and IT technologies advance, convergent medical technologies such as implantable medical devices are receiving a lot of attentions from the research and medical appliance market. On the other hand, such a new medical service is facing several new security threats including patient privacy breach since the service is based on the wireless communication. Especially, the new security threat could induce the patient's life threatening accident, so that more secure measures should be provided. In this paper, a variety of security threats associated with the implantable medical devices are pinpointed and a new security mechanism against such threats is proposed.

A Study for Efficient Foreign Object Debris Detection on Runways (활주로 FOD 탐지 효율화를 위한 기술적 고찰)

  • FOD(Foreign Object Debris) has the potential threat to damage aircraft during critical phases of take-off and landing roll with some objects including metal on the runway. FOD can be found anywhere on an airport's air operation areas such as runway, taxiway and apron. It can lead to catastrophic loss of life and airframe, and increased maintenance and operating costs. In this paper, we defined FOD and surveyed its riskiness and necessity of automatic FOD detection system. We compared the requirements of the environment in Korea to the FAA advisory circular. Also we analyzed operation methods of FOD detection systems already installed at some airports. Based on the surveys mentioned above, we propose hybrid type of FOD detection system considering the environment in Korea which uses millimeter wave radar, optical camera and thermal imaging camera to detect FOD efficiently. In management approach, fixed type of the system should be installed for real-time monitoring, and mobile type of the system can be used additionally.

  • Smart grid systems can be real-time information exchange between suppliers and consumers, and provides a lot of convenience. However, the risk to the user's personal information exposure is ever-present. Depending on the characteristic of the smart grid environment, there is a threat of the disclosure of personal information based on the personal information life-cycle, and can also be exposed a variety of information based on energy consumption pattern analysis. In this paper, we analyze the existing privacy act in the smart grid and propose improvements for the existing directive.

Immobilization Characteristics of Hexavalent Chromium Contaminated Soils Treated with Phosphate and Chromium Reducing Agent (크롬환원제와 인산염으로 처리된 6가 크롬 오염토양의 고정화)

  • Hexavalent chromium-contaminated soils are encounted at many unregulated discharge and improper handling of wastes from electroplating, leather tanning, steelmaking, corrosion control, and wood preservation industries. Contamination of hexavalent chromium in the soil is a major concern because of its toxicity and threat to human life and environment. Current technologies for hexavalent chromium-contaminated soil remediation are usually costly and/or cannot permanently prohibit the toxic element from entering into the biosphere. Thus, as an alternative technique, immobilization is seen as a cost-effective and promising remediation technology that may reduce the leachable potential of hexavalent chromium. The purpose of this paper is to develope an immobilization technique for the formation of the geochemically stabilized hexavalent chromium-contaminated soil from the reactions of labile soil hexavalent chromium forms with the added soluble phosphate and chromium reducing agent. From the liquid phase experiment, reaction order of chromium reducing agent, soluble phosphate, alkali solution shows the best removal efficiency of 95%. In addition, actual soil phase experiment demonstrates up to 97.9% removal efficiency with 1:1 molar ratio of chromium reducing agent and soluble phosphate. These results provide evidence for the potential use of soluble phosphate and chromium reducing agent for the hexavalent chromium-contaminated soil remediation.

Molecular Docking Study of Naturally-derived Neuraminidase Inhibitors Isolated from Phellinus Baumii

  • Influenza A virus (H1N1) causes and spreads infectious diseases and becomes a major health threat in humans. Among the subtypes of influenza virus, neuraminidase (NA) plays an important role in viral life cycle and becomes an attractive therapeutic target. Currently two NA inhibitors namely Zanamivir and Oseltamivir are available for treating infectious diseases. Recently five naturally derived polyphenols extracted from Phellinus baumii was reported as inhibitors against NA. Molecular docking is powerful tool in computer aided drug designing which aids in exploring and elucidating the properties of the molecules from their 3D structure. Hence, in the present study, molecular docking was carried out on reported polyphenols isolated from ethanolic extract of fruiting bodies of Phellinus baumii. The objective of this work was to study the interaction and to propose the binding mode of these compounds within the binding site of H1N1 neuraminidase. The results showed these compounds had better binding energy and H-bond interactions with the important active site residues of the receptor which authenticate these compounds contributes to inhibitory activity of neuraminidase to treat influenza infection.

Isolation and Characterization of Vaccine Candidate Genes Including CSP and MSP1 in Plasmodium yoelii

  • Malaria is an infectious disease affecting humans, which is transmitted by the bite of Anopheles mosquitoes harboring sporozoites of parasitic protozoans belonging to the genus Plasmodium. Despite past achievements to control the protozoan disease, malaria still remains a significant health threat up to now. In this study, we cloned and characterized the full-unit Plasmodium yoelii genes encoding merozoite surface protein 1 (MSP1), circumsporozoite protein (CSP), and Duffy-binding protein (DBP), each of which can be applied for investigations to obtain potent protective vaccines in the rodent malaria model, due to their specific expression patterns during the parasite life cycle. Recombinant fragments corresponding to the middle and C-terminal regions of PyMSP1 and PyCSP, respectively, displayed strong reactivity against P. yoelii-infected mice sera. Specific native antigens invoking strong humoral immune response during the primary and secondary infections of P. yoelii were also abundantly detected in experimental ICR mice. The low or negligible parasitemia observed in the secondary infected mice was likely to result from the neutralizing action of the protective antibodies. Identification of these antigenic proteins might provide the necessary information and means to characterize additional vaccine candidate antigens, selected solely on their ability to produce the protective antibodies.
