  • The Fukushima Nuclear Disaster in 2011 and California Power Failure in 2001 are examples of the importance of the power plant safety management that caused huge national loss with a power-related mass casualty incident. In a situation where humans cannot live without electricity, efforts to strengthen the systematic firefighting safety management in power plants that produce electricity with large amounts of hazardous materials as fuel, such as nuclear energy, coal and gas, are essential to protect life and prevent property loss and stable economic growth from fire explosion accident or radiation leak due to the negligence of safety management and natural disasters such as earthquakes, which has recently become an issue. This study examined the operating situation of firefighting safety management in power plants with firefighting officials employed by five power generation companies including Korea Southern Power Co., Ltd. and Korea Hydro & Nuclear Power Co. Ltd., which are in charge of the domestic power supply. As a result, for the systematic firefighting safety management of power plants, improvement plans were drawn, including the development of an effective business manual and a comprehensive management system, the substantiality of firefighting safety education, and the strengthening of seismic designs to prepare for earthquakes.

  • The main objective of this study was to assess the applicability of IoT (Internet of Things)-based flood management under climate change by developing intelligent water level monitoring platform based on IoT. In this study, Arduino Uno was selected as the development board, which is an open-source electronic platform. Arduino Uno was designed to connect the ultrasonic sensor, temperature sensor, and data logger shield for implementing IoT. Arduino IDE (Integrated Development Environment) was selected as the Arduino software and used to develop the intelligent algorithm to measure and calibrate the real-time water level automatically. The intelligent water level monitoring platform consists of water level measurement, temperature calibration, data calibration, stage-discharge relationship, and data logger algorithms. Water level measurement and temperature calibration algorithm corrected the bias inherent in the ultrasonic sensor. Data calibration algorithm analyzed and corrected the outliers during the measurement process. The verification of the intelligent water level measurement algorithm was performed by comparing water levels using the tape and ultrasonic sensor, which was generated by measuring water levels at regular intervals up to the maximum level. The statistics of the slope of the regression line and $R^2$ were 1.00 and 0.99, respectively which were considered acceptable. The error was 0.0575 cm. The verification of data calibration algorithm was performed by analyzing water levels containing all error codes in a time series graph. The intelligent platform developed in this study may contribute to the public IoT service, which is applicable to intelligent flood management under climate change.

  • The Kajiyama formula, which is an empirical formula based on the maximum flood data at Korean watersheds, has been widely used for the design of hydraulic structures and management of watersheds. However, this formula was developed based on meteorological data and flow measured during early 1900s so that it could not consider the recently changed rainfall pattern due to climate changes. Moreover, the formula does not provide the monthly coefficients for 5 months including July and August (flood season), which causes the uncertainty to accurately interpret runoff characteristics at a watershed. Thus, the objective of this study is to enhance the monthly coefficients based on the recent meteorological data and flow data expanding the range of rainfall classification. The simulated runoff using the enhanced monthly coefficients showed better performance compared to that using the original coefficients. In addition, we evaluated the applicability of the enhanced monthly coefficient for future runoff prediction. Based on the results of this study, we found that the Kajiyame formula with the enhanced coefficients could be applied for the future prediction. Hence, the Kajiyama formula with enhanced monthly coefficient can be useful to support the policy and plan related to management of watersheds in Korea.

  • BIM Data exchange using standard format can provide a user friendly and practical way of integrating the BIM tools in the life cycle of a building on the currently construction industry which is participated various stakeholder. It used IFC format to exchange the BIM data from Design software to energy analysis software. However, since we can not use the material name data in the library of an energy analysis directly, it is necessary to input the material property data for building energy analysis. In this paper, to matching the material named of name of DOE-2 default library, rhe extracted material names from BIM file are inferred by the ontology With this we can make the reliable input data of the engine by development a standard data and also increase the efficient of building energy analysis process. The methodology can enable to provide a direction of BIM-based information management system as a conceptual study of using ontology in the construction industry.

  • Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.

  • In Korea, demand for the Social Overhead Capital(SOC) projects has tremendously increased since 1970's and is expected to keep growing to support national economic development as well as to enhance the quality of life. In these projects, project planning and feasibility study phase is one of the most critical phases because it determines the success of later phases. However, we have experienced trial and errors repeatedly such as cost overruns and schedule delays in many of the SOC projects. These problems can be prevented or at least expected in the earlier phase and it requires well-developed and standardized project planning process and systems before design, procurement, and construction phases begin. Therefore, the purpose of this research is to investigate current problems in this phase and provide framework for a model for the project planning management which can be used for the SOC projects to insure the whole project success.

  • This study shows decision-making process for selection of cutoff wall on a wastewater treatment project. There are 10 different cut-off wall methods So, we examine the site to gather information for find appropriate methods. After using that information, 10 cutoff wall methods are reviewed for analysis. Through brainstorming, four alternatives are selected for design VE item. Following the standard VE process, we established performance criteria and evaluated function score(F) using questionnaire. The questionnaires, brainstorming and AHP method for weighting on performance criteria and evaluate function score increased the reliability of this selection process. Water Jet method, one of four methods, has the best function score(F=92.71) and the lease construction cost(as cost index 1,000). The value score also highest as 92.7, so we select the method. The result is value innovation type In addition, the authors try to calculate the environmental burden in selection process using LCA. We cannot conduct the full LCA as defined ISO, so perform Simple LCA In LCA result, the cut-off grouting has the least environmental burden as index 9.09E+01 and Water Jet method has following as the second. To selection best method to specific area and purpose, design VE/LCG process used as useful tool and it is needed to develop integrated method that evaluate VEILCC and LCA as one-set process.

  • The domestic CM business market has continued to grow, but its size is relatively small yet in comparison with the total size of the domestic construction industry. Evaluation of CM projects was conducted through questionnaire surveys. Both clients and CM firms showed positive satisfaction levels. Nevertheless, the clients' satisfaction levels were relatively low in safety management, cost management, and document and information management. Superior areas of CM tasks were time management and recovery scheduling, quality control and technical instruction, and design value engineering. On the other hand, inferior areas of CM tasks were claim analysis and dispute resolution, cost estimation, and life cycle costing. Both entities have agreed with the positive effects of CM involvement in terms of cost saving, time reduction, quality improvement, and safety incidents prevention to at least 0~5% extent.
