This study presents the direction of data triggers and elements to be recorded in automated vehicles in the future in relation to the event data recorder (EDR) and data storage system for automated driving (DSSAD). It does not distinguish between the EDR and DSSAD, but suggests data triggers and elements in preparation for overall automated vehicle accidents and dangerous situations. To propose, the current status of discussions on EDR/DSSAD internationally and the case of investigating accidents with automated vehicles under temporary driving licenses in Korea were analyzed. Based on the analysis, the direction of data triggers and elements of the EDR/DSSAD of automated vehicles were presented.

This study focuses on the satellite licenses and the requirements for satellite spectrum management (i.e. frequency allocation) in Korean satellite industry via comparative analyses against those cases in other developed countries, in order to provide complementary measures to the domestic satellite policies. The satellite industry is one of the main pursuits of a nation's efforts, and it shows distinct characteristics depending on various factors such as national defense and security. In addition, the industry is determined by the nation's market size as well as its international relationship. Consequently, the present study considers examples from various organizations and nations - including U.S.A, Japan, and ITU - and provides a hybrid policy that is well customized for the domestic market. This study looks at similarities between policies of other countries, and finds any supplements for domestic polices by specifying similar cases in others and analyzing their results. The main purpose of this study, therefore, is to find the best agreement for domestic policy with internal interpretation, rather accepting others. While the licensing method for domestic satellites need not be distinct from that of other nations, the case of using non-Korean licensed satellites must be complemented by the conditions in the domestic market. Furthermore, the spectrum management is essential to the nation's satellite industry since the spectrum is a scarce resource. As such, spectrum management that is carefully designed to incorporate the rapidly changing international market demand is crucial to provide a sufficient supply for domestic space industry. In the present study, we find that auction-like market based approaches together with measures to avoid exclusive uses of the scarce resource (e.g. share, leas and reallocation) would provide an excellent method for the domestic satellite industry.
Abalone aquaculture has developed very rapidly in Korea. Until the mid 1990s it has annually produced about 100 tons. Since then the yield has increased to about 9,000 tons in 2012. The amount accounts for 20% of the global abalone yield. About 86% of produced abalone is consumed domestically and the rest is exported. 100 tons for export seemed as an unattainable goal back in 2003. However, the export rose up to 1,333 tons in 2012. Despite its rapid growth, Korean abalone industry is faced with some problems. The first is the slowdown of yield increase rates. Abalone production increased by 50~60% until the mid 2000. However, the rate continued to drop to below 10%. Reasons behind the slow increase are deteriorating aquaculture grounds and worsening market problems. Constant aquaculture aggravated productivity and overcrowded facilities at a limited space made matters worse. Moreover, abalone export has stalled and so did domestic consumption. In the meantime, rising mortality of young abalone has lowered productivity at abalone breeding places. The mortality rates of abalone remained below 5% in the early 2000s but rose to 30~40% these days. This translates into rising abalone prices. The market problems imply stagnant or shrinking export as well as domestic consumption. The export increase rates took a nosedive from 200 to below 50 between the early 2000s and the late 2000s. Moreover, the increase rates of domestic consumption have become remarkably sluggish. According to, it stood at 50~60% in the mid 2000s but continued to decrease after 2008. These problems, in turn, affected the size of abalone. The usual abalone size for market was 10~12 shells per kg, but recently the size became smaller and smaller to 15~16 shells per kg. The change of size implies shift in consumption patterns: Consumers not only eat live abalone but also they cook soup with it. The size of abalone for uncooked dish is usually very big, like 10~12 shells per kg. In contrast, smaller abalone, such as 20~25 shells per kg, are used for making soup. Increasing use of smaller abalone leads to lower income of abalone aquaculture households. This is partly because that the size determines the price and the price gap between big abalones and smaller ones is extreme in Korea. For the sustainable growth of Korean abalone industry, we need to come up with strategies. First, a reasonable production system needs to be in place, especially for better management of abalone aquaculture grounds. Management of abalone licenses is also necessary because local governments issue relevant licenses as well as supervising abalone grounds. Second, abalone export destination need to be diversified. Japan, the major importer of Korean abalone, takes up a lion's share of export, at 95%. Third, new consumption style of abalone needs to be developed. Abalone used to be consumed as 'raw type' or Sashimi in Korea. This sole type of consumption hampers the growth of abalone market. Moreover, more strategies are needed to encourage and distribute home cooking of abalone rather than eating-out at restaurants. Last but not least, distribution system should be improved for better delivery of live abalone.
Designers should know CAD tool/license information such as available number of licenses or tools, types, and configuration methods to use CAD tools properly in their group. Usually, this information is provided by managers who administrate CAD tool and license servers in the specific design group. In the previous CAD tool/licenses sharing methods, designers have to get CAD tool/license information manually and setup the environments with their own hands. n a new designer comes into the design working group, the designer wastes unnecessary design time, because of these processes. As a result, designer's poductivity and utilization of CAD tools will decrease Besides, managers also waste their time and effort, since they should provide CAD tool/license information manually to each designer. In this paper, we present an automated scheme to share CAD tool/license information based on directory service. The proposed methods automate the communication processes between managers and designers that minimze unnecessary time to share CAD information. In addition, as this system maintains the consistency of CAD information automatically that remove the repeated work of managers and designers, it improves the enciency of sharing. Besides, it automates the license configuration steps using prof(y Last, we offer Executable Proxy which is proper for thin CAD application. We believe this scheme will reduce designers and managers' time and effort as well as maximize the utilization of CAD tools.

In order to achieve effective human resource development in LIS fields, it is essential to have strategies to nurture and utilize those human resources, in relation to supply and demand as well a sound legal foundation supporting those strategies. Such strategies and legal foundation can only be developed from a complete knowledge of the current status of human resources in the LIS and related industries. This study, therefore, conducted research on the basic employment status, employment environment, and an overall analysis of related issues, in order to address policy implications on the effectiveness of human resource development in the LIS field. This research included the current status of policy environments that involve social environment, and related institutions and laws, and human resources developments as well as the current requirements of librarians in the field, based on a demand survey of LIS employment. It was found that first, there are three distinguishable factors in LIS employment: a feminization of librarianship, an increase in temporary posts, and a high entering ratio into the library workplace. Second, while there were only little differences in the given tasks between full-time and temporary employees, the differences in salary and welfare were considerably larger. Third, field requirements for librarian education included a mentoring system with field experts, short-term internships, and librarian apprenticeships, while job requirements included internship or apprenticeship, language skills, various license acquisition, and career management. Fourth, librarians with licenses for related organizations held 20% more librarian licenses overall.
According to Government Phonology, at 1 phonological positions save the domain's head must be licensed in order to appear in the syllable structure. A non-nuclear head is licensed by the following nucleus, and the nuclei with phonetic content are licensed through government by the nuclear head of the domain at the level of the nuclear projection. Therefore, in the theory of Government Phonology it is claimed that words always end with a nucleus. With regard to the licensing of empty nuclei, Kaye(1990a) proposes the 'Empty Category Principle' and its sub-theory of 'Projection Government'. Government Phonology claims that a nucleus which dominates a vowel that regularly undergoes elision in certain contexts is underlyingly empty. This underlying empty nucleus is not manifested phonetically when it is properly governed by an unlicensed(i, e, a nucleus filled with a full vowel). It is when proper government fails to apply, that the empty nucleus is phonetically Interpreted. The purpose of this paper is to present a principled account of the process of $[i]{\Leftrightarrow}{\emptyset}$ alternation in Korean. Following Kaye's proposal, we assume that [i] of Korean is underlyingly empty. This position is pronounced as [i] if it is unlicensed, and is not phonetically realized if is licensed. Empty nuclei ape devided into two categories: domain-internal and domain-final. Firstly, we consider the question why Korean has little word ending with [i]. As for this, ECP states that domain-final empty nuclei are not pronounced if the language licenses domain-final empty nuclei. Whether a final empty nucleus may occur in the structure is parametric variation. This property is seen from the fact that words may appear to end in consonants in this language. Since Korean abounds with words ending in a consonant, it licenses domain-final empty nuclei. Therefore, it is quite natural that Korean has little word ending with [i]. Secondly, word-internal empty nuclei of Korean respect proper government and inter-onset government. That is, an empty nucleus in word-internal position will be pronounced with the vowel [i] if either proper government or inter-onset government fail to apply. Inter-onset government refers to the government established between two onsets across an empty nucleus. Thirdly, we consider words ending with [i], which seems to be exceptional to the final licensing. Host of them are. either mono-syllabic verbs(for instance, [s'i-] 'to write') or derived adjectives ending with [p'i] (for instance, [kip'i-] 'be happy'). As for the former, the 'inaccessibility for proper government' is applied because the empty nucleus appears in the first syllable. In latter case, domain-final empty nuclei are pronounced as [i] because of government-licensing. That is, final empty nucleus is pronounced to license the preceding onset dominating negatively charmed segments which empty nucleus of Korean cannot license.
The purpose of this study was to analyze dental hygienists' opinions on health promotion projects in public health and their needs for specialized education in the projects, so that it could help prepare specialized education program required for health promotion projects in the future. To meet the goals, total 364 dental hygienists working in public health were asked to join a questionnaire survey via e-mail in September 2007 for data analysis. As a result, this analysis came to the following conclusions: First, it was found that 29.9% of total respondents took in charge of health promotion projects, and 26.9% respondents considered it very necessary to be responsible for the health promotion projects(56.0% considered it necessary). Almost half respondents considered nonsmoking assistance most desirable task(48.4%) and foremost demanded(50.5%) out of all current health promotion projects, 39.8% respondents answered that they could carry on health promotion task, if assigned, after completing occupational training course. Second, it was found that 39.3% respondents acquired other licenses and qualifications than certificate of registered dental hygienist, and their medical licenses or qualifications included certificate of nursing assistant(18.7%) and certificate of social worker(11.8%) by category. Third, in terms of opinions on possible ways to facilitate health promotion projects, it was found that over half respondents considered it recommended to step up specialized education(56.9%) and prepare legal basis and administrative system(53.6%). Notably, 90.7% respondents considered it necessary to step up specialized education in health promotion. Fourth, in terms of opinions on participation in health promotion projects, it was found that almost half respondents(49.7%) considered it necessary and very positive for extending dental hygienists' works in the future. Moreover, in terms of reasons for sum positive answers, it was found that many respondents considered it helpful for appointment(41.8%) and contributing to capability development and job satisfaction(44.5%). In terms of opinions that sud, participation would be unnecessary, 29.7% respondents thought that nothing would be changed in their dental health projects even with reduced number of public health dentists, and 31.3% respondents thought that dental hygienists are professional manpower responsible only for dental health works. Finally, in terms of on-the-job training(OJT) related to health promotion, it was found that 92.9% respondents desired for OJT. In terms of experiences in OJT, 79.9% respondents answered that they never joined OJT course. In other words, only 20.1% respondents joined OJT courses for health promotion task, such as nonsmoking assistance(8.8%), health promotion FMTP training(2.2%), exercises(1.4%) and nutrition(0.6%).
Purpose: This study investigated the Korean nurses' international migration to provide the basic data for establishing plans of supply and demand for nurses and the status of Korean nurses' application for foreign nurse licenses and overseas employment. Method: The subjects were 5.447 nurses who requested English written nurse license to the Ministry of Health and Welfare for the application of foreign nurse license examinations and overseas employment. Human Resources Development of Korea provided documents of nurses migrated to Saudi Arabia. Data were collected from December, 2002 to July, 2003 and analyzed by using descriptive statistics. Result: The total applicants for foreign nurse license were 3,149 for 2 years. In the year 2001, 1.129 nurses applied, 2,020 nurses in the year 2002. Out of 3,149 total subjects, 2,705(85.9%)nurses applied for U. S. A. nurse license. Eighty percent of the applicants of the U. S. A. nurse license examination applied for the New York states. The number of applicants for Canada was 215(6.8%), followed by Australia 88(2.8%), U. K. 86(2.7%), and New Zealand 45(1.4%). Average age of the applicants was 31, 49.0% of them were in their twenties. Three year college graduates accounted for 64.1% B.S.N. 33.9%. Applicants graduated from universities or colleges of Seoul area were 37.3%, followed by Daegu. The total number of nurses employed overseas were 1,291 during 2001 and 2002. Seven hundred thirty eight nurses(57.2%) were employed in the U. S. A.. Average age was 34, 60.9% were 3year college graduates, nurses graduated from Seoul area were 44.9%. No one applied for Saudi Arabian nurse license, 172 nurses were employed during 1999 and 2002, 39.5% of them were in their thirties. Conclusion: The results of this study shows relatively young and experienced nurses have intention to migrate internationally and they actually migrate to other countries. Comparing the number of nurses migrating to other country with the number of newly issued nurse licenses in Korea every year. the percentage of overseas employment was relatively high. To cope with Korean nurses international migration. new policy to monitor the status of nurse's international migration and an institution to deal with the affairs should be established. And the further study is needed to measure nurse's competence and influencing factors of Korean nurses employed in the U. S. A.
As North Korea passed from the Devotion (Jeongseong) movement to the black market (Jangmadang) system, the medical service system in that country was effectively destroyed. North Korean physicians who have successfully defected to South Korea (North Korean defector physicians, NKDPs) have experienced socio-economic hardships on their way to becoming incorporated into the South Korean medical system due to different medico- social cultures, different (English-based) medical terminology, and the clinical knowledge gap between North and South Korea. Since 2009, we have operated programs at the Seoul Medical Center to help NKDPs prepare for the South Korean medical licensing examination. These programs consist of clinical education at the medical center, personal mentoring, arrangement of educational programs at the medical college, mock tests at the consortium, and administrative aid. Looking forward, we hope to achieve the following: 1) More systematic support plans are needed involving medical education experts, field physicians, and experts on reunification. 2) An evaluation of defector physicians' current medical knowledge may provide information about the areas where supplementary education is most needed and the standards for certificating licenses. 3) In the short term, a customized glossary should be developed to assist defector physicians prepare for the examination. 4) To secure internships and residencies is the most important issue for further sustained training of NKDP physicians to become good clinicians after certification. Hopefully, this short report on the current ongoing educational course will lead to more extensive discussion.
