The Effect of COVID-19 Pandemic on University Libraries: Forced on the Perception of University Librarians (코로나 19가 대학도서관에 미치는 영향에 관한 연구 - 대학도서관 사서의 인식을 중심으로 -)

  • COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

  • This study is a basic study for establishing a comprehensive operation plan for the Incheon Global Campus Library in preparation for the 4th Industrial Revolution and the post-corona era. Based on this, it was intended to propose a direction for establishing a comprehensive operation plan in the future. As a result of the study, in the case of the first collection, a mid- to long-term plan for continuous expansion of the collection is required, and in particular, it seems that the expansion of major-related collections is necessary. In the case of the second service, it is necessary to support users' research by providing information services customized for each stage of research by users, information services customized for researchers, and research support services for departments, and it is necessary to provide information utilization education programs. Third, in the case of space, IGC users have very high demands for learning and research space, so it is necessary to improve education and related spaces that users want through space reorganization in the future. It is also necessary to expand the creative collaboration space as a place closely related to the lives of students, such as rest, etc. Lastly, in order to activate the homepage in relation to the homepage and information system, it is necessary to first expand the various contents and up-to-date data that users want on the homepage. In addition, it seems that the domestic electronic journal and DB provision plan should be implemented.

A Study on Usability Evaluation of AR-based Online Archives Exhibition Platform: Focusing on June Democratic Struggle History Exhibition Case (AR기반 온라인 기록전시 플랫폼의 사용성 평가에 관한 연구 - 6월 민주 항쟁 역사 기획전 사례를 중심으로 -)

  • This study shows the process of designing and directly developing an online archives exhibition platform using AR (AR online archives exhibition platform) as a method for effectively providing online archives exhibition. Furthermore, the usability of the platform developed for actual users was evaluated. Related literature analysis was conducted to derive the functional requirements of the online archives exhibition platform to be guaranteed by the archives exhibition platform. Based on the derived functional requirements, six development strategies were established for the development of an AR online archives exhibition platform. The specific development of the platform was carried out using the Unity Engine and was based on the development strategy. After that, using the developed platform, 'June Democratic Struggle History Exhibition' was planned based on the collection of the Busan Democratic Park. Based on this, this study attempted to specifically evaluate the possibility of applying the actual exhibition service of the platform. Based on this, this study specifically evaluated the possibility of applying the actual exhibition service of the platform, and the usability of the AR online archives exhibition platform based on user experience (UX) was evaluated through platform demonstration for 35 actual users. According to the evaluation results, there were requirements for supplementation due to the use of advanced technology, but the main opinion was that it will be very positive at this time when untact services are being activated due to the Corona Pandemic.

  • The current media and content situation is increasingly more competitive and under the radical environment changes, the social & financial position of regional broadcasting companies has been threatened. The internet & mobile based platforms and smart media, however, bring a new opportunity of content distribution. This study analyzes the current status of MBCNET which is the superstation of regional MBC stations and specialists interviews to develop the content distribution strategies of regional broadcasting companies. According to the following: finance, ratings, and new media distribution analysis, the MBCNET outcome is deemed successful based on the content library and regional power. MBCNET utilized opportunity to develop strong content resources and distribution power. In order to maintain its competitive edge, MBCNET needs to adopt the following strategies: content and platform marketing power, research & development of competitive content based on user behavior analysis, and reorganization that is able to counteract N-screen circumstances.

  • This paper proposes a DRMS(Distribution Remote Management System) which can enhance highly the economics of automatic metering system and the power quality supplied to the electric customer improving the efficiency of the meter reading, voltage management and load management work by realizing the remote meter reading, the remote voltage management and the remote load management based on the ADWHM(Advanced Digital Watt Hour Meter). The DRMS is designed so that the voltage management and load management work in remote site can be processed by collecting the voltage pattern and current pattern as well as watt hour data from all ADWHMs one time every month regularly or from special ADWHMS several time irregularly, A new on-line voltage and load management strategy based on the ADWHM is designed by analyzing the existing voltage management and load management process. Also, DRMS is designed so that watt-hour data, voltage pattern data, load pattern data and power factor data can be collected selectively according to the selection of user to assist effectively the methodology. Remote management program and database of the DRMS are implemented based on Visual C++, MFC and database library of MS. Also, DRMS is designed so as to communicate with the ADWHM using RS232C-TCP/IP converter and ADSL. The effectiveness of the remote metering function is proven by collecting and analyzing the data after ADWHMs installed in any site. The developed strategy and program also is verified through the simulation of voltage management and load management.

  • As XBRL applications for sharing the contents and semantics of business reports get activated, it is increasingly necessary to reuse components systematically by the standardization in the national level. The current standardization of Korean electronic documents follows the "Guideline for XML Documents Development", which aims to maximize the reusability of components by providing a business library as well as the UN/CEFACT core components methodology. XBRL takes the same approach with the standardization of electronic documents in that their components (concepts and their structures) are defined using XSD. In XBRL, however, concept are restricted to specific types and diverse relationship types can be defined for associating the concepts to themselves and other additional information. As a result, there are some issues that may not be solved by just applying the guideline to XBRL. This paper presents a basic method for applying the methodology to XBRL applications in order to realize the systematic reusing and standardization of XBRL documents in the national level. For case analysis, FSS (Financial Supervisory Service) income statement is employed to demonstrate the possibility of the method.

  • The purpose of this study is to examine the power images in the style of a leader: through the focus on the portrait of Henry VIII. Study methods on the literature concerning viewpoints of power and image in the early modern age and the subjects of power are being used for theoretical backgrounds; and the visual data from National Portrait Gallery, British Library and the internet are used for exploratory studies. The results of this study are as follows. First, from the style of Henry VIII who represented the image of political power, the modern political phenomenon can be defined. Such phenomenon which displays images of political leaders from the study indicate an effective strategy. Second, the religious, a diplomatic representation for the style of Henry VIII powers, such as costume style and somatic visual images, represents the dignity and power by delivering visible internal attributes. Thus, the role model recognized by the society and the public's perception of leadership style affects the acknowledgement and belief by the people.

Shadow Libraries: A Bibliometric Analysis of Black Open Access Phenomenon (2011: 2023)

  • This study analyzes the global literature on the black open-access phenomenon from 2011 to 2023. A bibliometric analysis was conducted using the Scopus database. The search strategy employed advanced queries with multiple synonymous terms to ensure exhaustive retrieval of relevant documents. The VOSviewer software was employed to visualize the co-occurrence networks. The findings reported 90 papers published during the study period. An evolving scholarly landscape was revealed, with heightened attention from 2016 onwards, peaking in 2017, 2021, and 2023. Articles constitute 83.3% of the total published documents. Singh and Srichandan are prolific authors, with 11.2% of the total publications. The United States contributes 18.9% of the papers, followed by India and Spain. Information Development and Scientometrics are pivotal journals in scholarly discussions about this scope, contributing 4.4% of publications. Co-occurrence network visualization revealed "Sci-Hub" and "open access" as the most used keywords in the global literature. The findings underscore the need for additional research to discover innovative business models to safeguard intellectual property rights while meeting researchers' evolving needs. The importance of this paper comes from being the first bibliometric study analyzing international literature related to this phenomenon, which provides a basis for future research efforts and policymaking.

한국과학자들의 해외정보의존도 - 그 요인 및 결과

  • The purpose of this study lies in identifying Korean scientists' dependency on foreign scientific and technical information (STI), with emphasis on investigating the causes and results. Especially, this study intends to investigate the impacts that a growing dependency on foreign STI might have brought and will bring about on the development of indigenous STI in ROK. To the end, the present discussion covers the following specific research questions: 1) what are the major information sources used by Korean scientists to locate STI necessary for research-related activities\ulcorner 2) to what extent do Korean scientists use foreign STI for research-related activates, as compared to the use of domestic STI\ulcorner 3) what are the major factors causing the information dependency among Korean scientists and what are the results of the growing information dependency\ulcorner And finally, 4) what suggestions can be made for ROK to further its indigenous STI development, while minimizing its dependency on foreign STI\ulcorner Survey method, together with citation analysis method, is employed as the major data collection technique. The survey sample consists of 167 most 'representative' Korean scientists selected on the basis of their research productivity. 167 specially-designed questionnaires were mailed and 104 out of 167 were responded. Follow-up interviews were carried out for 32 out of 104 respondents, who returned the questionnaire but did not answer some specific questions. The data collected from these 104 respondents were analyzed on the basis of two distinguished groups namely, junior and senior scientist groups. Among the 104 respondents, 58 a n.0, ppeared to belong to a group of senior scientists (older than age 45 and finished their final degrees since 1980), and 46 belonged to a group of junior scientists (younger than age 45 and finished their final degrees before 1980). The major findings of the present study include: 1) Korean scientists regard 'scientific and technical journals and books'as the most important information source to obtain the recent STI; 2) their dependency on foreign STI, for the purposes of research and teaching, is extremely high (information dependency for research activities is 88.5%, and that for teaching activities 91.2%); 3) the information dependency of junior scientists are higher than that of senior scientists; 4) Korean scientists' growing information dependency is closely related to both small quantity and low quality of domestically-produced STI, and has a statistically significant relationship with their educational background; and finally, 5) in order to theoretically explain the growing information dependency of Korean scientists, a hypothesis - 'chronic cycle of information dependency' was developed and introduced. The present study suggests the promotion of indigenous STI as a desirable alternative to escape from the 'chronic cycle of information dependency. Localization of the imported foreign STI is suggested as a good strategy for the indigenous STI development, and also suggested are STI policies for both success of localization process and promotion of more efficient STI flows at national and international level.

Development of Human Antibody Inhibiting RNase H Activity of Polymerase of Hepatitis B Virus Using Phage Display Technique (Phage Display 기법을 이용한 B형 간염 바이러스 Polymerase의 RNase H 활성을 억제하는 인간 단세포군 항체의 개발)

  • Background: To develop a novel treatment strategy for hepatitis B virus infection, a major cause of liver chirosis and cancer, we aimed to make human monoclonal antibodies inhibiting RNase H activity of P protein playing in important role in HBV replication. In this regard, phage display technology was employed and demonstrated as an efficient cloning method for human monoclonal antibody. So this study analysed the usability of human monoclonal antibody as protein based gene therapy. Methods: RNase H of HBV was expressed as fusion protein with maltose binding protein and purified with amylose resin column. Single chain Fv (scFv) phage antibody library was constructed by PCR cloning using total RNAs of PBMC from 50 healthy volunteers. Binders to RNase H were selected with BIAcore 2000 from the constructed library, and purified as soluble antibody fragment. The affinity and sequences of selected antibody fragments were analyzed with BIAcore and ABI automatic sequencer, respectively. And finally RNase H activity inhibiting assay was carried out. Results: Recombinant RNase H expressed in E. coli exhibited an proper enzyme activity. Naive library of $4.46{\times}10^9cfu$ was screened by BIAcore 2000. Two clones, RN41 and RN56, showed affinity of $4.5{\times}10^{-7}M$ and $1.9{\times}10^{-7}M$, respectively. But RNase H inhibiting activity of RN41 was higher than that of RN56. Conclusion: We cloned human monoclonal antibodies inhibiting RNase H activity of P protein of HBV. These antibodies can be expected to be a good candidate for protein-based antiviral therapy by preventing a replication of HBV if they can be expressed intracellularly in HBV-infected hepatocytes.
