In particular, in order to achieve 'advancing the base for access and preservation of national knowledge resources' among the four goals to fulfill the mission of the National Library of Korea, it is necessary to strengthen the national knowledge resources by expanding the external scope to not only domestic materials but also foreign materials. • In this paper, we have studied the technical contribution of internet as a computer mediated communication(CMC) tool for collection management. A new communication process is appearing due to the development of information technology and telecommunications technology which enable users to have an access to information without the help of librarian. Also, internet makes collection management possible in the absence of vendors. This study found out that internet reinforces the traditional functions of collection management and enables librarians to better perform their roles. The future library manager should become actively involved in the development of technology in order to manage resources of internet focusing on the needs of user. Also, we have concluded that collection management should be modernized and transformed with its emphasis on the new evaluation method and assessment of quality when offering resources of internet in the communication process using computers.

  • In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

The National Digital Library therefore needs to determine its manifest principles based on CDP regarding the magnitude of acquisition, the acquisition priority and the magnitude of purchases. This paper pertains to the principal model for NDL Collection Development Policy as a primer for establishing NDL Collection Development Policy in order to illustrate essential elements of national collection development policy and provide general guidelines for NDL Collection Development Policy. To propose an independent Collection Development Policy appropriate for NDL by analyzing cases in digital resource development policies. To guide establishing principles for determining the types and magnitude of NDL collection acquisition, prioritizing acquisition, making decisions on purchase magnitude and licensing. To identify the essential elements in systematic development of national digital information resources; and to propose a model for NDL's CDP accordingly.
