  • Health literacy is the degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions. Librarians should improve their health literacy as well as that of their users' in order to help library users make well-informed decisions. In this study, we developed educational programs related to CHI (Consumer Health Information) suitable for Korean public librarians' professional development. We measured the effectiveness of the training after its administration and found areas in which improvement was necessary. As a result, this study found the following effects on public librarians after they completed the training: improved the public librarians' familiarity with CHI-related terms; increased education for users and diversification of resources; diversification and specialization of information sources which librarians used to perform CHI-related services; reduced time for reference services; increased professional knowledge in this area. However, this research represented the first time CHI-related education for public librarians was performed in Korea, and therefore many limitations were present in the education instructor, the diversity of subjects, and the methodology. Development of more advanced CHI-related education programs is required.

  • The ability of any organization to innovate itself in a rapid change of environment means the existence of the organization. Innovative activity is achieved in different ways according to the objectives of organization. the characteristics of external environmental factors. and various attributes in organization. In the present study. all the existing approaches to the innovative nature of organization were synthetically compared to each other and evaluated: then. for a more rational approach. a research model was built and suggested by establishing the inclusive variables of the innovative nature of library organization and categorizing the types of such nature. Additionally. an empirical. analytical study on such a model was done. That is. paying regard to the fact that innovation has basically a close relation with the circumstantial factors of organization. synthetic, circumstantial relations were clarified. considering the external environmental factors and internal characteristics of organization. In the study. the innovation of library organization was seen in two parts i.e .. the feasible degree of technical innovation and the feasible degree of administrative innovation. Regarding the types of innovative implementation. according to the feasible degree of innovation, four types such as a stationary type. technic-oriented type, organization-oriented type. and technical-socio systematic type were classified. There were nine independent variables-i.e., the scale of organization. available resources of the organization, formalization, differentiation, specialization. decentralization, recognizant degree of the technical attribute. degree of response to the change of technical environment, and professional activities. There were three subordinate variables - i.e., technical innovation, administrative innovation. and the performance of organization. Through establishment of such variables, the factors which might influence the innovation of library organization were understood, and with the types of the innovative implementation of library organization being classified according to the feasible degree of innovation. the characteristics of library organization were reviewed in the light of each type. Also. the performance of library organization according to the types of the innovative implementation of library organization was analyzed. and the relations between the types of innovative implementation according to circumstantial variables and the performance of library organization were clarified. In order to clarify the adequacy of the research model in the methodology of empirical study, data were collected from 72 university libraries and 38 special libraries. and for a hypothetical test of the research model. an analysis of correlations, a stepwise regression analysis. and One Way ANOVA were utilized. The following are the major results or findings from the study 1) It appeared there is a trend that the bigger the scale of organization and available resources are, the more active the professional activity of the managerial class is, and the higher the recognizant degree of technical environment (recognizant degree of technical attributes and the degree of response t9 the change of technical environment) is, the higher the feasible degree of innovation becomes. 2) It appeared that among the variables influencing the feasible degree of technical innovation, the order from the variable influencing most was first, the recognizant degree of technical innovation: second, the available resources of organization: and third, professional activity. Regarding the variables influencing the feasible degree of administrative innovation from the most influential variable, it appeared they were the available resources of organization, the differentiation of organization. and the degree of response to the change of technical environment. 3) It appeared that the higher the educational level of the managerial class is, the more active the professional activity becomes. It seemed there is a trend that the group of library managers whose experience as a librarian was at the middle level(three years to six years of experience) was more active in research activity than the group of library managers whose experience as a librarian was at a higher level(more than ten years). Also, it appeared there is a trend that the lower the age of library managers is, the higher the recognizant degree of technical attributes becomes. and the group of library managers whose experience as a librarian was at the middle level (three years to six years of experience) recognized more affirmatively the technical aspect than the group of library managers whose experience as a librarian was at a higher level(more than 10 years). Also, it appeared that, when the activity of the professional association and research activity are active, the recognizant degree of technology becomes higher, and as a result. it influences the innovative nature of organization(the feasible degree of technical innovation and the feasible degree of administrative innovation). 4) As a result of the comparison and analysis of the characteristics of library organization according to the types of innovative implementation of library organization. it was indicated there is a trend that the larger the available resources of library organization, the higher the organic nature of organization such as differentiation. decentralization, etc., and the higher the level of the operation of system development, the more the type of the innovative implementation of library organization becomes the technical-socio systematic type which is higher both in the practical degrees of technical innovation and administrative innovation. 5) As a result of the comparison and analysis of the relations between the types of innovative implementation and the performance of organization, it appeared that the order from the highest performance of organization is the technical-socio systematic type, then the technic-oriented type, the organizationoriented type, and finally the stationary type which is lowest in such performance. That is, it demonstrated that, since the performance of library organization is highest in the library of the technical-socio systematic type while it is lowest in the library whose practical degrees in both technical innovation and administrative innovation are low, the performance of library organization differs significantly according to the types of innovative implementation of library organization. The present study has extracted the factors influencing innovation, classified systematically the types of innovative implementation, and inferred the synthetical, circumstantial correlations between the types and the performance of organization, and empirically inspected those factors. However, due to the present study's restrictive matters and the limit of the research design, results from the study should be more prudently interpreted. Also, the present study, as an investigative study of the types of innovative implementation, with few preceding studies, requires more complete hypothetical inference based on the results of the present study. In other words, if more systematical studies are given to understanding the relations, it will devote the suggestion and demonstration of a more useful theory.

  • The purpose of this study is to suggest strategies to improve and revitalize public small libraries established and operated by local governments among small libraries in Yangpyeong-gun. For this purpose, basic factors to be considered for the analysis of the current situation were derived by examining the policies and prior studies of small libraries. Based on these factors, the operation status of the public small libraries were analyzed, and interviews were conducted with the itinerant libertarians and staffs. As a result of the analysis, the main problems were the deterioration of a building, the lack of manpower and expertise, and the collection and program that did not reflect regional characteristics. In this study, we suggested a revitalization strategy such as improvement of the operating system, development of community-focused life-friendly libraries, reinforcement of manpower and expertise, development of book collections and reading culture programs with regional specialization, and establishment of community networks.

  • The purpose of this study is to took for systematic, effective ways of providing continuing education for incumbent librarians in order that they could be more specialized in their profession. For the purpose, this research performed pervious literature reach and then a questionnaire survey for the librarians to determine their service periods and opinions, requirements and suggestions about continuing education as above and the current status of the education. The result of the study can be described as below. First, few incumbent librarians generally participate in continuing education. The participation, if any, is different in degree according to types of the librarian's library and task. Second, continuing education provided by responsible agencies is seen negative in value, but relatively positive in validity. it is agreed that the education is not easy to be provided due to a lack of time. Third, individual incumbent librarians are little devoted to continuing education, although the devotion is somewhat different according to the type of library. Fourth, an absolute majority of the librarians want the establishment of an authorities exclusively assuming continuing education service and the provision of informal continuing education related to computer during their working hours or vacation period. Fifth, the librarians under survey suggests that it is necessary for the development of continuing education to establish an exclusively responsible authorities as mentioned before and a system for evaluating each of agencies providing continuing education service, implement relevant, specific programs, introduce incentives for those librarians who receive the education and thereon make studies, help and promote librarians to be trained abroad, apply new ways of continuous education and extend the range of such educational process.

  • Scholarly information has increased tremendously according to the development of IT, especially the Internet. However, simultaneously, people have to spend more time and exert more effort because of information overload. There have been many research efforts in the field of expert systems, data mining, and information retrieval, concerning a system that recommends user-expected information items through presumption. Recently, the hybrid system combining a content-based recommendation system and collaborative filtering or combining recommendation systems in other domains has been developed. In this paper we resolved the problem of the current recommendation system and suggested a new system combining collaborative filtering and Naive Bayes Classification. In this way, we resolved the over-specialization problem through collaborative filtering and lack of assessment information or recommendation of new contents through Naive Bayes Classification. For verification, we applied the new model in NDSL's paper service of KISTI, especially papers from journals about Sitology and Electronics, and witnessed high satisfaction from 4 experimental participants.

  • To come up with the recommendations to improve the patent & trademark retrieval efficiency, 100,016 patent & trademark search requests by 17,559 unique users over a period of 193 days were analyzed. By analyzing 2,202 multi-query sessions, where one user issuing two or more queries consecutively, we discovered a number of retrieval efficiency improvements clues. The session analysis result also led to suggestions for new system features to help users reformulating queries. The patent & trademark retrieval users were found to be similar to the typical web users in certain aspects especially in issuing short queries. However, we also found that the patent & trademark retrieval users used Boolean operators more than the typical web search users. By analyzing the multi-query sessions, we found that the users had five intentions in reformulating queries such as paraphrasing, specialization, generalization, alternation, and interruption, which were also used by the web search engine users.

  • The purpose of this paper is to provide an overview of the current status of the records management science education in Japan, and to examine the implications of the rapid growth of this filed while noting some of its significant issues and problems. The goal of records management science education is to improve the quality of information services and to assure an adequate supply of information professionals. Because records management science programs prepare students for a professional career, their curricula must encompass elements of both education and practical training. This is often expressed as a contrast between theory and practice. The confluence of the social, economic and technological realities of the environment where the learning takes place affects both. This paper reviews the historical background and current trends of records management science education in Japan. It also analyzes the various types of curriculum and the teaching staff of these institutions, with focus on the status of the undergraduate program at Surugadai University, the first comprehensive, university level program in Japan. The Faculty of Cultural Information Resources, Surugadai University, a new school toward an integrated information disciplines, was opened in 1994, to explore the theory and practice of the management diverse cultural information resources. Its purpose was to stimulate and promote research in additional fields of information science by offering professional training in archival science, records management, and museum curatorship, as well as librarianship. In 1999, the school introduced a master program, the first in Japan. The Faculty has two departments and each of them has two courses; Department of Sensory Information Resources Management; -Sound and Audiovisual Information Management, -Landscape and Tourism Information Management, Department of Knowledge Information Resources Management; -Library and Information Management, -Records and Archives Management The structure of the entire curriculum is also organized in stages from the time of entrance through basic instruction and onwards. Orientation subjects which a student takes immediately upon entering university is an introduction to specialized education, in which he learns the basic methods of university education and study, During his first and second years, he arranges Basic and Core courses as essential steps towards specialization at university. For this purpose, the courses offer a wide variety of study topics. The number of courses offered, including these, amounts to approximately 150. While from his third year onwards, he begins specific courses that apply to his major field, and in a gradual accumulation of seminar classes and practical training, puts his knowledge grained to practical use. Courses pertaining to these departments are offered to students beginning their second year. However, there is no impenetrable wall between the two departments, and there are only minor differences with regard requirements for graduation. Students may select third or fourth year seminars regardless of the department to which they belong. To be awarded a B.A. in Cultural Information Resources, the student is required to earn 34 credits in Basic Courses(such as, Social History of Cultural Information, Cultural Anthropology, History of Science, Behavioral Sciences, Communication, etc.), 16 credits in Foreign Languages(including 10 in English), 14 credits on Information Processing(including both theory and practice), and 60 credits in the courses for his or her major. Finally, several of the issues and problems currently facing records management science education in Japan are briefly summarized below; -Integration and Incorporation of related areas and similar programs, -Curriculum Improvement, -Insufficient of Textbooks, -Lack of qualified Teachers, -Problems of the employment of Graduates. As we moved toward more sophisticated, integrated, multimedia information services, information professionals will need to work more closely with colleagues in other specialties. It will become essential to the survival of the information professions for librarians to work with archivists, record managers and museum curators. Managing the changes in our increasingly information-intensive society demands strong coalitions among everyone in cultural Institutions. To provide our future colleagues with these competencies will require building and strengthening partnerships within and across the information professions and across national borders.
