  • Interoperation between heterogeneous simulators employs definition of standard protocols for data exchange and time synchronization among simulators. The High Level Architecture(HLA) is a specification of common services for such interoperation, which is approved as IEEE standard 1516. This paper presents the design and implementation of an interoperable adaptor which supports development of interoperable simulators under the IEEE 1516 HLA/RTI environment. The adaptor, KHLAAdaptor1516, is implemented as a library form which is linked to HLA-compliant simulators. Design of the adaptor employs a protocol conversion method, the model of which is finite state machine. KHLAAdaptor1516 allows developers to separate interoperable adaptors from stand-alone simulators. The interoperable adaptor manages mapping between HLA services and simulation messages for simulator, This separation increases robustness of a federation and reusability of simulators as well as alleviates much effort and time for maintenance.

  • Mobility and cloud platform have become the dominant paradigm to develop web services dealing with huge and diverse digital contents for scientific solution or engineering application. These two trends are technically combined into mobile cloud computing environment taking beneficial points from each. The intention of this study is to design and implement a mobile cloud application for remotely sensed image fusion for the further practical geo-based mobile services. In this implementation, the system architecture consists of two parts: mobile web client and cloud application server. Mobile web client is for user interface regarding image fusion application processing and image visualization and for mobile web service of data listing and browsing. Cloud application server works on OpenStack, open source cloud platform. In this part, three server instances are generated as web server instance, tiling server instance, and fusion server instance. With metadata browsing of the processing data, image fusion by Bayesian approach is performed using functions within Orfeo Toolbox (OTB), open source remote sensing library. In addition, similarity of fused images with respect to input image set is estimated by histogram distance metrics. This result can be used as the reference criterion for user parameter choice on Bayesian image fusion. It is thought that the implementation strategy for mobile cloud application based on full open sources provides good points for a mobile service supporting specific remote sensing functions, besides image fusion schemes, by user demands to expand remote sensing application fields.

  • Recently, most cloud services use Docker container environment to provide their services. However, there are no researches to evaluate the performance of communication libraries for multi-GPU based distributed deep learning in a Docker container environment. In this paper, we propose an efficient communication architecture for multi-GPU based deep learning in a Docker container environment by evaluating the performances of various communication libraries. We compare the performances of the parameter server architecture and the All-reduce architecture, which are typical distributed deep learning architectures. Further, we analyze the performances of two separate multi-GPU resource allocation policies - allocating a single GPU to each Docker container and allocating multiple GPUs to each Docker container. We also experiment with the scalability of collective communication by increasing the number of GPUs from one to four. Through experiments, we compare OpenMPI and MPICH, which are representative open source MPI libraries, and NCCL, which is NVIDIA's collective communication library for the multi-GPU setting. In the parameter server architecture, we show that using CUDA-aware OpenMPI with multi-GPU per Docker container environment reduces communication latency by up to 75%. Also, we show that using NCCL in All-reduce architecture reduces communication latency by up to 93% compared to other libraries.

  • This paper is to grasp the current trends of national bibliographies through analyzing representative national bibliographies using literature review, analysis of national bibliographies' web pages and survey. First, in order to conform to the definition of a national bibliography as a record of a national publication, it attempts to include a variety of materials from print to electronic resources, but in reality it cannot contain all the materials, so there are exceptions. It is impossible to create a general selection guide for national bibliography coverage, and a plan that reflects the national characteristics and prepares a valid and comprehensive coverage based on analysis is needed. Second, cooperation with publishers and libraries is being made to efficiently generate national bibliography. For the efficiency of national bibliography generation, changes should be sought such as the standardization and consistency, the collection level metadata description for digital resources, and the creation of national bibliography using linked data. Third, national bibliography is published through the national bibliographic online search system, linked data search, MARC download using PDF, OAI-PMH, SRU, Z39.50, and mass download in RDF/XML format, and is integrated with the online public access catalog or also built separately. Above all, national bibliographies and online public access catalogs need to be built in a way of data reuse through an integrated library system. Fourth, as a differentiated function for national bibliography, various services such as user tagging and national bibliographic statistics are provided along with various browsing functions. In addition, services of analysis of national bibliographic big data, links to electronic publications, and mass download of linked data should be provided, and it is necessary to identify users' needs and provide open services that reflect them in order to develop differentiated services. Through the current trends and considerations of the national bibliographies analyzed in this study, it will be possible to explore changes in national and international national bibliography.

  • Purpose: This study aimed at exploring treatment delay (TD) among cancer patients in China with an attempt to develop a practical methodology facilitating frontline Chinese clinicians in promoting earlier cancer diagnosis and treatment. Materials and Methods: The study comprised framework development, qualitative interviews and paired factor rating. Framework development utilized systematic literature review, soft systems thinking and consensus groups. Qualitative interviews employed a checklist of open questions soliciting information about all the domains included the framework from cancer patients drawn via stratified randomized sampling of inpatients at 10 hospitals in Hefei, China. Paired factor rating used a self-developed computer aid and the interviewed patients as referring cases to weigh the relative importance of the factors listed in the framework in terms of their contributions to specific components of total delay (TD). Results: a) A conceptual framework was proposed consisting of a 6-step path to TD and 36 category determinants. b) A total of 227 patients were interviewed; their TD was 267.3 mean or 108 median days ranging from 0 to 2475 days; average appraisal, illness, behavioral, preparation and treatment delay accounted for 52.1%, 9.4%, 0.30%, 8.8% and 29.4% of the TD respectively. Individual side factors were rated substantially more important than environmental side factors (60% vs. 40%); most influential TD factors included cancer symptoms, overall health, family relations and knowledge about cancer and health. Conclusions: The framework proposed together with the interviewing and rating approaches used provide a potential new methodology for understanding cancer patients' TD and promoting earlier cancer treatment.

  • Plan S is a policy that mandates research papers supported by specific funders such as the European Community be published in open access journals. The funder supports APC to researchers, providing a chance to advance the era of gold open access, and is expected to bring significant changes to the scholarly publishing ecosystem. This study explored the impact of Plan S from the perspective of each stakeholder of the scholarly publishing ecosystem, such as funders, academic societies or publishers, authors, and libraries, through a review of previous studies. In addition, the status of Korean gold open access publishing and position for each stakeholder were identified through the collected data analysis. As a result of the analysis, the share of publishing gold open access journals in Korea was 22%, which was less than 26% worldwide. Korean funding agencies were predicting and preparing for the impact of Plan S. On the other hand, Korean academic societies produce about 70% of all papers, but there are not many open access papers except medicine (51%). The response of the Korean library was not sufficient, and it contrasted with the activities of librarians in the U.S. that actively provide research support services based on the research lifecycle. It was suggested that Korean libraries should also actively try to change the role of librarians; advising researchers to plan open access publishing in grant project applications, consulting on copyrights, and so on. This study identified the background, principles, and impact of Plan S policy that would be effective in 2021 and examined the response situation in Korea. This study is valuable in that it served as the necessary basis for revitalizing the academic publishing ecosystem in Korea.

  • We are seeing a shift of the focus of information service from system-centered(data-centered or intermediary-centered) a n.0, pproach to user-centered a n.0, pproach. Sense-making theory is one of the user- centered a n.0, pproaches. This study focused on user-centered information service paradigm concepts of Dervin's sense-making theory and interpreting sense-making theory in the practical context of library services. The sense-making theory is basically a cognitive a n.0, pproach to information-seeking, in that it recognizes information as something that involves internal cognitive processes. The user of information becomes the focus in this sense-making model. The sense-making theory sees information as subjective, situational, and cognitive. It focuses on understanding information within specific contexts and on understanding how information needs develop and how they are satisfied. It regards the user not as a passive receive of external information but as the center in a active, ongoing process of change. It related to the information needs of users. Dervin's method for studying information needs employs the 'situation-gap-use' metaphor. All information needs stem from a discontinuity or 'gap! in one's knowledge. Dervin believes that information needs can be addressed by understanding the process that each individual goes through in experiencing a gap, in trying to resolve it, and in gaining something (especially new knowledge) from the experience. Sense-making is a process; 'sense' is the product of this process. Sense includes 'knowledge'. However, it includes a host of other subjective factors that reflect an individual's interpretations of a situation including intuitions, opinions, hunches, effective responses, evaluations, questions, etc. For several reasons, however, difficulties are encountered if one attempts a more substantial assessment of the theory. First, it has not yet crystallized into a well-defined theory. Secondly, though the theory has aroused general interest, e.g. within LIS, detailed discussion of its strong and weak points is still lacking. A third source of difficulty is that the basic assumptions of the theory have been explicated metaphorically. If sense-making theory is to be really useful, it needs to be interpreted for library settings. But we have found no attempt to construct an information service based on the theory. Because the research tradition is still relatively young, there are many unanswered questions connected, e.g. with the design of information systems. In any case, e.g. intermediary access systems would be more efficient and effective it their planning could be founded on the user-centered a n.0, pproach.
