  • The P'aerim and the Taedong Yasung are the two better known among unofficial history collections of the Yi Dynasty still available. The compilers and writers of unofficial historical records generally were people without official connection with the incidents recorded, and were thus in a position to be critical in their evaluation. Therefore, in order to gain a balanced view of Korean history, these unofficial history sources must also be consulted. However, there are differences in the contents of various unofficial history collections, even though the titles may be identical. For this reason, the writer has made a comparative study on the. contents of both the P'aerim and the Taedong Yasung. As a result, various differences between the two collections are noted. This points out the need for continued research on collections of unofficial historical records.

  • This study aims to propose management plans for 'Archive Village' that are operating in order to protect important private records and archives. Since 2008, Archive Villages from National Archives of Korea have had nearly 3,000 more records by 2014. However, many users have had difficulties to know the status of the recorded material, even less access to record's informations. This problem arising is that it is difficult to manage and use records. The purpose of this study is to propose a plan for the management of records, which is to realize the 'Computerization of records' official opinion, one of which was raised in the previous study. Because the project is facing the issue of 'human resources and costs', 'the burden of system construction'. This study is implemented records management system considering the problems noted above, utilizing AtoM (Access to Memory).

  • In the digital information environment records have an even closer relationship with business processes and become a core element of organizations' managerial activities. In practice, management is represented as congregation of business outcomes. The importance of records management is increasingly emphasized in terms of organizations' compliance, knowledge-management and risk management. However, there is currently no academic discussion on a between records management and managerial activities. In this context, the study has the notion that this should be defined and acknowledged for public institutions' effective records management. Based on the Malcolm Baldrige Model and ISO 15489, the study discusses a close between records management and management quality. The records management elements of the Malcolm Baldrige model and the managerial quality elements of ISO 15489 were analyzed. Based on the analysis, both common and neglected elements were explored in terms of records management.

  • The purpose of this study is to suggest an improvement of digitization criteria for records that can faithfully reproduce the contents and properties of original records by complementing the problems and deficiencies of "NAK 26:2018(v2.0) Digitization Criteria for records". Thus, this study proposes a technical standard improvement that should be applied to the digitization process for records not produced in the form of digital files by comparing and analyzing the criteria for digitization of records in Korea with overseas digitization criteria, guidelines, recommendations, and so on. In addition, verifying the validity on this study by interviewing experts from the record-related institutions. As a result, suggested a final improvement of criteria for digitization of records such as applying non compression-Lossless codecs, proposing appropriate resolution values for each type of records, audio channels, frame rates, scan methods, and criteria for microform types.

A Study on Information Assetization Policy of Records: Focusing on Directive (EU) 2019/1024 (기록의 정보자산화 정책 연구 - Directive (EU) 2019/1024를 중심으로 -)

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

  • Since the e-government has been established, a significant portion of governmental business processes is conducted on the web. There are a large amount of records which are used and maintained only on the web. However, although the web-based governmental records have a great value as national strategic resources and cultural heritages, there is no practical management activity for them. In this context the study discusses the necessity of web-based records information management policies and explores problems of web-based records management policies. As a case study, TNA in the UK and NARA in the US are discussed. Also, the National Archives of Korea and the Presidential Archives are explored. Furthermore, a comparative analysis is conducted against these four cases. Based on the discussion, as a result, the study presents feasible solutions to web-based records management policies in terms of law, system and technology.

  • This paper aims to introduce the background history and development of records management in brief prior to and after the 1990s based on the records life cycle. This paper also explains the development of electronic document imaging systems and shifts to ERM systemsin the 1990s. The paper explains functional requirements in archival management and software application standards suggested by the industry of electronic records management. The paper concludes with providing problems and issues associated with software design in electronic records management for further development.

The Current Status of Arrangement and the Direction of Rearrangement of the Archives Relating to the Korean Provisional Assembly (임시의정원 관련 기록물의 정리 현황과 재정리 방향)

  • This article explores the current status of arrangement of the archives relating to the Korean Provisional Assembly held by the National Assembly Library and suggests the direction of rearrangement focusing on the principles of arrangement. The Korean Provisional Assembly had records management regulations, and records were produced and stored according to them. However, the archives lost their original order at some point. The National Assembly Library collected and managed them in the 1960s. The National Assembly Library did not fully consider the records management system at the time of record production and various situations that may occur during the storage process while organizing the collected archives. At that time, the National Assembly Library did not follow the records management regulations of the Korean Provisional Assembly. In addition, the hierarchical structure of archives was not applied during the arrangement, and the National Assembly Library arranged without considering the Principal of Provenance and the Principle of original order. As a result, it became difficult to understand the structure and context of the archives. In order to solve these problems and come up with a plan for rearranging the archives, first of all, it is necessary to examine the characteristics of the records related to the Korean Provisional Assembly in accordance with the principles of record arrangement. First, according to the Principal of Provenance, it is necessary to identify the organization, function, and records and classify the records item, records file, creators, dates of creation, types of records etc. Second, by applying the Principle of original order, it is necessary to understand what the order of records was at the time when records were created and preserved. Third, it is necessary to examine whether the records are completely created and valid. It is impossible to completely arrange the archives related to the Korean Provisional Assembly as it was in the past. However, by examining the current state of arrangement and the direction of rearrangement, it will be possible to newly understand the contents, structure, and context of the archives and create a basis for effective reference service.

  • The purpose of this study is to analyze the characteristics of OPAC displays of the National Library of Korea and the Library of Congress. based on the 'OPAC Display Guidelines(Draft)' published by IFLA. Discussed are such topics as a basic search process and the headings list, a brief display and the arrangement of bibliographic records, a brief record and a full record, use of terms and labels. link between records, and organization of screens for the OPAC display. It is strongly suggested that when compared with the LC's OPAC, the OPAC display of the National Library of Korea should be much improved by following the recommendations of the 'OPAC Display Guidelines(Draft)'.

  • This paper aims to analyze of the records schedule's transactions, identify problems of them and suggest improving requirements, especially focusing on similar institutions. The paper examines the process and principle of establishing transactions for the records schedule and analyzes the transactions on the records schedules at 59 national and public university libraries by retention, type, library size and administrative functions.
