Persons who are waiting for decision of the court concerning whether they are guilty or not after they are involved in the criminal case and detained in the special institution isolated from society, will desire to de found innocent and acquited or to be slightly punished. Inmates are the suspected persons and the accused persons who are detained in the correctional institution. They have the right to de assisted by lawyes in order to receive the favorable verdict in the court. However, the right of the poor and the ignorant, in reality, cannot be perfectly protected due to the imperfection and defect of the defense counsel system itself and its application. Therefore, as a means to guarantee the so-called access to the court, the fundamental constitutional right, the law libraries are established and the legal information services are provided to the inmates within the correctional institution in the advanced country such as the United States. In addition, the judicial precedent and the various kinds of professional organizations provide the managerial guide-lines for such libraries to enoughly collect materials and to provide the effective information services to the inmates. In order to furnish the management of the correctional institution of Korea with useful information, the legal information services, materials collected, and information service personnel of the law libraries within the correctional institution are minutely examined in this paper.

The purpose of this study is to find a better way for placement of teacher librarians after the revision of the Enforcement Decree of School Libraries Promotion Act. To do this, the literature research is applied for reviewing the policy and current status regarding the placement of school librarians. The Ministry of Education announced its willingness to secure the number of job openings for librarian teachers through the midium and long-term plan in the 3rd School Library Promotion Basic Plan. It is analyzed that 323 new teacher librarians need to be recruited every year, after estimating the demand for recruitment of teacher librarians by 2030, considering the 3rd school library promotion basic plan. Schools in Gyeonggi Province and Daegu with no school library personnel exclusively in charge of libraries have been allocated with temporary teacher librarians, as an attempt to comply with the legal obligation to place exclusive staff for libraries, faced with practical challenges of recruiting new teacher librarians in a limited amount of time. But survey through questionnaire method shows only 69 out of 122 survey participants, which account for 56.6%, have proper teacher librarian licences. According to the analysis of teacher librarianship status, only 146 people were trained in 2019. As a result, the field demand for librarian teachers surged, but it was found that the conditions for training excellent librarian teachers have not been provided. Therefore, it is necessary to actively prepare a way to secure a certain level of qualification holders with the qualifications of excellent teacher librarians.

In this study, the current status of the public library steering committee, which is operated in accordance with Article 30 Paragraphs 2 and 3 of the Libraries Act, was examined and understood through a survey, and the direction of the promotion and policy for revitalizing the steering committee was sought moving forward. As a result of the analysis performed, the number of operations is once or twice a year, and the decisions of the steering committee meetings are reported to their supervisors, yet the reporting and disclosure of the meeting minutes are not mandatory in terms of regulations, etc., and while the importance was recognized, it turned out that the operation was carried out formally due to the lack of personnel in charge. The primary factors for revitalizing the operation were investigated as the structure of the committee, the responsibilities and authority of the committee, and the assignment of dedicated staff, etc. While there was a high perception that the enactment of a standard ordinance (proposal) was necessary, the concerns about the inhibition of autonomy were also mentioned, and hence, it is necessary to enact a standard ordinance(proposal) that sufficiently guarantees autonomy. To revitalize the steering committee, it is necessary to find various utilization and operational plans by considering holding regular meetings, supplementing systems and regulations that can reflect meeting decisions, establishing subcommittees, and assigning dedicated staff.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

If the blockchain means storing information in a distributed environment that cannot be forged or altered, it is mentioned that this is similar to what librarians collect, preserve, and share authoritative information. In this way, this study examined blockchain technology as a way to collect and provide reliable information, increase work efficiency inside and outside the library, and strengthen cooperative networks. This study attempted to propose various ways to utilize blockchain technology in book relations based on literature surveys and case studies in other fields. To this end, this study first analyzed the field and cases of blockchain application to confirm the possibility and value of blockchain application in the library field, and proposed 12 ways to utilize it based on this. The utilization model was proposed by dividing it into operation and service sectors. In the operation sector, it is a digital identity-based user record storage and authentication function, transparent management and traceable monitoring function, voting-based personnel and recruitment system, blockchain governance-based network efficiency function, and blockchain-based next-generation device management and information integration function. The service sector includes improved book purchase and sharing efficiency due to simplification of intermediaries, digital content copyright protection and management functions, customized service provision based on customer behavior analysis, blockchain-based online learning platforms, sharing platforms, and P2P-based reliable information sharing platforms.

This study focused on the domestic hospital libraries, the policies and support projects for them, and the current operation status of them. To this end, a list of hospital libraries was established and the operation status was investigated by conducting telephone interviews with 73 libraries collected. As a result, it was found that hospital libraries were established through support projects of other institutions (foundations, enterprises, etc.) rather than by the parent institutions, most of which were barely maintained except for certain actively operated ones. In terms of space, hospital libraries equipped with independent space were mostly operated on a small scale, and bookshelves were deployed in space for other purposes such as lounge and hallway. In terms of operation, a dedicated department or personnel for the library operation hardly existed, and more than half of them did not purchase additional books, simply maintaining the donated books at the time of the establishment. It was also shown that for services and programs, only booklending services are provided, except for a few libraries. Therefore, national policies and support will be needed to revitalize hospital libraries in the future, and the government needs to seek ways to continuously operate them through links with local representative libraries and public libraries.
Objectives Military medicine is the study of research which includes health, sanitation, clinic, and quarantine in military personnel. This study is focused on research the acupuncture treatment of military medicine. Methods The study on acupuncture research for Military Medicine was referred from via KoreaMed, OASIS, The Journal of Korean Military Medical Association, KMbase, KAMJE, NDSL, KISS, KISTI, PubMed, MEDLINE, EMBASE, and The Cochran library. As a result, 18 research papers were found and they were analyzed according to the year of publishment, the titles of journals, the nation of research center, the types of study, the purpose of study, the outcome of measurement, the type of acupuncture, and the assessment of acupuncture effect. And then assessed the risk of bias about RCT, NRCT, prospective cohort studies, and before and after studies. Results The number of the published research papers on acupuncture was increased since 2013. The studies were mainly published in the USA and eight out of 18 were RCT. The purpose of study is mostly for musculoskeletal and psychological disease and medical decision for acupuncture. The type of the acupuncture used is not only traditional acupuncture but also the auricular acupuncture. Even though the research results about the effect of acupuncture were excellent and positive, some of studies had a high risk of bias. Conclusions The studies state about acupuncture treatment as mostly positive and effective, however, further clinical studies are required to obtain objective clinical evidence of acupuncture treatment. Furthermore, future trials would be needed to find out effective acupuncture treatments on military duty.

This study aims to identify priorities in book curation service that the teacher librarians perceive important through the AHP (Analytic Hierarchy Progress) method by comparing the jobs of teacher librarians with those of curators and selecting the contents and areas of book curation service provided by school libraries. For the purpose, this study categorized the book curation service areas by class and analyzed the priorities in the book curation service areas in the school libraries by applying the AHP method on the teacher librarians who are the personnel in school libraries. As a result, the priorities in the upper-tier class were turned out to be information services, improvement of expertise, information resources, management, and promotion & marketing in that order. The priorities in the lower-tier evaluation areas were shown in the order of survey & research, Q&A, self-development, exhibition, budget allocation, connecting with experts, trend analysis, reading education, human resources, planning, collaboration class, marketing services, book status, online promotion, offline promotion, and facilities & environment. Based on the results, this study suggested the following plans to provide effective book curation services in school libraries: grasping characteristics of school library users, setting classification criteria for book curation, and finding reader participation-oriented book curation service.

The purpose of this study is to examine the status of RDA adoption in Korea and the perception of university librarians on RDA adoption. For this purpose, the adoption status of two libraries that adopted RDA among domestic libraries was analyzed. In addition, interviews were conducted with eight university librarians, and narrative responses related to the adoption of RDA were collected and analyzed. As a result of the interview survey, the research participants recognized that the concept of RDA is very difficult and abstract, there are few implementation cases where RDA is applied, and that it would be very difficult to adopt RDA due to the personnel and budget conditions of the local library. The RDA adoption method recognized by the research participants is to improve RDA awareness, conduct RDA education, prepare guidelines for constructing hybrid bibliographic records when RDA is adopted, operate an RDA pilot institution, and establish a performance model. In addition, research participants need coordination with companies for implementation, prefer to change a specific point in time rather than batch retroactive conversion, discover success stories, establish RDA-related online channels, build and utilize national authority DB, and use the national budget and system support. In this study, based on the research results, a plan to adopt RDA for university libraries in Korea was presented.

The purpose of this study is to describe the experience of visually impaired academic researchers' use of scholarly contents and to explore intrinsic nature of the experience. In-depth interview was conducted with a total number of twelve visually impaired academic researchers and the data were analyzed using Colaizzi's phenomenological research method. A total of 107 significant statements were extracted, divided into 44 themes and 12 theme clusters. The statements were then classified into four categories. The 'scholarly contents acquisition and use' category has to do with difficulties that these experience when negotiating with internet sites with poor web accessibility and full-text availability. The 'changes in perception and emotions' category deals with transitions in perception and mood experienced by visually impaired academic researchers' over time. The 'relationships with support personnel' category includes issues related with the difficulty of securing support person, support person's inadequate level of competence, and establishing/sustaining personal relationships. Finally, the 'improvement requirements' category includes issues that these researchers want resolved with regard to contents acquisition and use.
