  • The emergence of digital library has been recognized as the paradigm shift of medium from paper to electronic, or that of the library function from ownership to access. From the point of view that digital information is the core constituent of digital library and is produced by electronic publishing, this paper explores the relationship between electronic publishing and digital library with special attention on recent digital library projects. And investigates the possibility of the transformation of scholarly communication system through digital library function as well as the impact of electronic publishing on the library functions.

The models which were proposed at the paper are applied electronic commerce technologies to digital libraries. The logical model was developed in the area of library material acquisition to participate various related agents during acquisition processes into single eMarketplace. The paper was developed detailed eMarketplace logical model to integrate and transact library material acquisition process.

  • The intricacies of web development have orchestrated a paradigm shift in academic libraries. The study explored literature on the status of automation of academic libraries and web development in Nigeria. It was established that the functions of library management software are abysmally under-utilized in academic libraries in Nigeria, thus, progression of automation projects remain a swinging pendulum. The paper, therefore, recommends that librarians should acquire the relevant training and plan strategically for all automation projects aimed at incorporating the intricacies of the web and ICTs into library services to fully utilize the functions of the library management systems in line with web developmental stages, thus, be able to compete globally.

  • The study aims to prove the raison d'etre of public libraries in urban regeneration paradigm. Life SOC Plan is one of South Korea's urban regeneration policies. Public libraries are considered important in life SOC Plan because public libraries are "Social Anchors". Social Anchor is space-time-bounded place that accelerates diverse people's interactions. Social Anchor makes collective identity that supports production of social capital. Public libraries are institutions producing social capital but have weak collective identity because their missions(open, sharing, equality of information) don't allow boundaries and membership. The study conducted literature reviews and case studies to confirm how collective identity of public libraries strengthens. As a result, the study confirmed that renovating under-used space based on urban regeneration paradigm makes place identity of the under-used space to collective identity of public libraries. Thus, constructing public libraries by renovating under-used space is Social Anchor formation model based on urban regeneration paradigm.

  • As Information Technology has developed, digital library has an opportunity to change the paradigm of role of library to adjust in digital environment. Digital library has promote information services with digitization of materials. In library fare use is allowed to the public for information services. However, digital copy and transmission is simple in digital environment, to balance between owner and user is not easy but important things. Therefor, current copyright act is revised to adjust these environment but the act restrict the users'accessing digital library through interned, not complied with the motive of revision. Moreover, proposed act which is proposed to facilitate digital library services also extremely limits information services. In this monograph, I will review the copyright act related library and seek for the improved means.

  • The evolution of librarian job is influenced by the change of paradigm in library. in theses days, a "good job" is the job that is sensing the changes and applying them in the field. The research is the comparison between '70s and 80s' and 21st century's tasks as a librarian; the law of library, the standards, the influence of department on library and job analysis. The results; the number of technical services have been reduced while professional information services increased as well as media resources. This is because they are trying to satisfy all kind of users. The librarians are acquiring of digital resources, preserving the resources, preparing on-line access, cooperating with other information centers to adjust the great increase of work in digital library.

A Study on the Collection Use and Overlap of Regional Collaborative Library System in Public Libraries (공공도서관의 지역통합시스템 운영이 장서의 이용 및 중복에 미치는 영향에 관한 연구)

  • In this research, a sample was selected from a public library in Paju city, which operates a regional collaborative library system. They collected data on materials, usage, and acquisition. An analysis of book collection data and usage data was also conducted in order to evaluate the correlation between the usage and acquisition by comparing overlap of purchased materials. As a result, circulations and the interlibrary loan (ILL) borrowing requests were differentiated by topics according to targeted materials, and that these characteristics affect the overlap of purchased materials. The study suggested that public libraries in the region collaborative library system need to consider the paradigm of collection and access when purchasing books.

  • The library circulation service, which refers to the lending of library material outside of the library, is a basic and essential service provided by the library. However, changes in the library circulation service are being made according to a more management-oriented operation and the development of information technology. Consequently, the library faces a paradigm shift 'from library-centered service' to 'user-oriented service' and experiences changes in library circulation service due to the growth of library networks. Also, each library, in order to respond to the changes, tries to specialize the library circulation service by utilizing available library resources. In that context, this study, through the case study of the "Chack DanBi" library circulation service of Eunpyeong Public Library, investigates and analyzes the changing library circulation service according to the above perspectives; seeks the meaning of the service; and aims at enhancing our understanding of the library circulation service.

  • As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.
