The purpose of this study is to find the ways that will be helpful to improve archival system and to establish National Archives. The contents of this study were focused on comparing the characteristics of archival system in governmental administration,: Executive, Legislature, and Judiciary. They were also focused on analyzing the problems of those current system. This research was basically conducted depending on the detailed articles of the legislation and regulation pertinent to the archives. Two major results of the research are 1) There are much differences among the governmental administrations in structuring and organizing for archival administrations. Archival works of government document are divided primarily according to the period of conservation and it is necessary to establish the regional archives and central management system, and to employ archivists as an expert staff. 2) The principles and methods of archival process, such as transferences, classifications, preservations, access, and destructions are similar to each other. In order to improve and co-ordinate current systems, it is necessary to constitute several councils endowed with consultative and decision-making power.

According to the article of inventory in the act of public records management from $29^{th}$ January on 1999, record repository, special repository and the archives have been doing inventory totally once every two years. As the archives have acquisited incredibly and explosively lots of archives, this has induced a lot of problem in inventory activity due to legacy inventory acts. To solve these problems, the author have revised and legislated on $29^{th}$ Oct. 2016. The purpose of this study is to point out the problems that prior uniformal inventory cycle and to explain in detail that the contents of the newly revised article, and a benefit and expectations of practical inventory activity. The major revision of article is inventory cycle of at least totally once every four years and the act of obligation on a after-process of inventory.

This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.

The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

Since 1988, the librarian standards prescribed in the "Enforcement Decree of the Library Act" have not been revised at all and they have many weaknesses and limitations. This study proposed revision of librarian standard and legislation based on legal and application issues. It is desirable to revise the structure of 1988 prospectively and to establish new standards for local representative library. In the case of basic personnel, it is desirable to have three librarians in all public libraries or considering the fact that the library's non-professional work is about 30-40%, it is also necessary to consider a plan consisting of two librarians (professional + para-professional) and one non-professional. The local representative library should apply the librarian standard of the public library serving a community of 300,000 people and establish a standard to add non-librarian equivalent to one-third of librarians. In the case of additional personnel, it is desirable for public libraries to increase one librarian whenever the service target population exceeds 10,000, and the local representative library to increase one librarian whenever the service target population exceeds 100,000. And each library needs to add a other full-time staff equivalent to one-third of the librarian.

In view of the fact that modern society has a range of origins causing disability, the population of acquired crippled is escalating. Hence, it is obligatory to facilitate every visitors can utilize facility equitably because public libraries are being changed to compounded service area. Particularly, it is urgent to manage space planning and accommodation by considerate the requirement traits of disabled who are a susceptible social group about knowledge information. This study analysis installation of toilet, the inevitable factor of hygiene facility, for disabled equipped in four different public libraries in Daegu with related on the standards of establishment for prolonged stay through advanced research and legislation connected on handicapped. This study provides foundation data to establish construction plan for disabled to alleviate inconvenience of taking service of public library, and to compose satisfying hygiene facility.

Books in libraries can be highly refined information. Google invests digitization of books in libraries. But the digitization of books that has a variety of interests, coupled with several problems, including class action, in addition the many critical discussions are underway. Korea pushed the national digitization projects, what are libraries' digitizing their collection of many books. Of course, in publishing and digitization of the target is limited to books published ahead of Google. However, the Library Act was amended for the reposition of online materials, but only in the ways that Google's case is different. Library Act permits collection of online resources through the library to allow, the legislation can be considered as leading act. However, online data is publicly not available through the Internet, so this service hae limited means and range unlike Google. This paper, the digitization of books in the library due to copyright, examines the legal issues looking for the desirable solution. Physical library's main role had been kept the book, but we use the book in terms of policies needed to consider. To overcome these limitations of Copyright Act, this paper researches the relation of Google Book Search in our Copyright Act, and considers introduction as the fair use doctrine and the digital repository system.

Public works has been created by the taxes of the people, so free access and use of public works without charge in the public sector must be guaranteed for the benefit of the public. To do this, above all, a legal basis for solving the problems of the process for copyright should be to establish. Therefore, this study examined the legal concept of public works and the concept and scope of public institutions. And this study, as legislation case to limit the copyright protection of public works, analyzed the relevant provisions of copyright law and the recent revised plan in the U.S., UK, and Germany. And then I analyzed the regulations for limitation of copyright protection of current copyright law and the draft of copyright law on public works in Korea. Based on the results of these analyses, this study suggested the legal revised plan to expand significantly the limitations of copyright in order to activate the use of public works in the library.

Electronic records created by Korean Government Agencies in the course of their business activities have been increased rapidly since e-Government had been implemented. With more government business being, conducted electronically, the importance of managing electronic records effectively, appropriately, and trustily has never been greater. For managing electronic records accountably and trustily, it to necessary to develop relevant and detail electronic records management regulation. For that reason, this study is to analyze Korean Acts and Foreign(USA, UK, Canada Australia) Acts, Regulations, or Policies related to electronic records management and to suggest legislative requirements which could guide to develop regulation or Act of electronic records management.

The most important goal of records management is to document the administrative responsibility of the institution producing records and its history. For this purpose, each institution needs to make a plan determining kind and value of phenomena and evidences to be documented, that is, a plan for documentation. This study was aimed to present its necessity and stretagy, focussing on the documentation of correlations with external factors surrounding National Assembly (external relations). Through literature survey, external relation functions of congress and important sources associated with their functions were analyzed. and what records were produced from those sources was investigated in the case of U.S. Congress. Comparing with the present state of National Assembly on this basis, four significant subjects to activate the external relations documentation plan in the point of institutional policy of National Assembly were proposed : legislation of documentation program of external relations, acquisition policy, advocacy enforcement for National Assembly Documentation, and establishment of cooperation and support systems with external factors.
