In accordance with the industrialization of the information, we can find the following phenomena: 1. Increase of present potentiality users. 2. Demand of high level information in accordance with the improvement of education level, 3. Increase of demand in the information materials in accordance with growth of research and development. 4. Contraction of the existing knowhow and degeneration of special field technique, 5. Increase of information concerned person for policy making in the government and in the industry. In the meantime, the information problem occurs for efficient management of information materials, in addition to numerical increase of various kinds, increase of users crate control and standardization problem, so it is needed to improve a mode of expression, structure, file and methods of usage. The librarian, as a information processor, should recognize that the information is national resources and improve the marketability of information industry. • Rising publication costs and declining financial resources have resulted in renewed interest among librarians in resource sharing. Although the idea of sharing resources is not new, there is a sense of urgency not seen in the past. Driven by rising publication costs and static and often shrinking budgets, librarians are embracing resource sharing as an idea whose time may finally have come. Resource sharing in electronic environments is creating a shift in the concept of the library as a warehouse of print-based collection to the idea of the library as the point of access to need information. Much of the library's material will be delivered in electronic form, or printed. In this new paradigm libraries can not be expected to su n.0, pport research from their own collections. These changes, along with improved communications, computerization of administrative functions, fax and digital delivery of articles, advancement of data storage technologies, are improving the procedures and means for delivering needed information to library users. In short, for resource sharing to be truly effective and efficient, however, automation and data communication are essential. The possibility of using full-text online databases as a su n.0, pplement to interlibrary loan for document delivery is examined. At this point, this article presents possibility of using full-text online databases as a means to interlibrary loan for document delivery. The findings of the study can be summarized as follows : First, turn-around time and the cost of getting a hard copy of a journal article from online full-text databases was comparable to the other document delivery services. Second, the use of full-text online databases should be considered as a method for promoting interlibrary loan services, as it is more cost-effective and labour saving. Third, for full-text databases to work as a document delivery system the databases must contain as many periodicals as possible and be loaded on as many systems as possible. Forth, to contain many scholarly research journals on full-text databases, we need guidelines to cover electronic document delivery, electronic reserves. Fifth, to be a full full-text database, more advanced information technologies are really needed.

On the other hand, university libraries playing the most important role as an information center are still not corresponding effectively with the information age since it is tied down to the previous system, policy and tradition. The duty of university library is to distribute the accumulated, processed and stored academic information promptly and accurately to professors, researchers and students who are in need, and thereby to enhance their research capability, However, the present university libraries do not seem to be functioning smoothly due to the lack of an effective administrating system, budget, facilities, and human resources, Accordingly, our university libraries are in urgent need to be of a new and futuristic form appropriate for the 21st century. • The purpose of this study is to extract metadata based on Dublin Core from national construction information DBs, to design XML schema from the extracted metadata and to apply the previous works to integrated information retrieval system. To extract metadata, co-work was performed with librarians in the field of construction information, and. as a result, twelve metadata elements from Dublin Core and one administrative metadata could be extracted. Based on the investigation and analysis of those thirteen metadata elements, XML schema design process was described in detail. finally, the service environments of integrated information retrieval system to which XML schema was applied was introduced. Further study was also provided.

  • The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

  • The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

  • The purpose of this study is to provide the basic data for architectural planning of the library building for preserving ancient documents through analysis of the spatial composition(facility program, area ratio, space zoning, circulation system). This study suggests an outcome as follows. First, The facility program of the archives is composed with four kind functional area ; collection area, user area, administrative/management area, and service/public area ; Second, through the case studies, it was proven that more space was given to the collection area such as the preservation part when compared to other areas(39~56%). Third, there are some traits found based on the location of the stack room of the specialized libraries, the location of the preservation department, and the existence of the loading and unloading area. Fourth, it shows that the organization is related to the movement routes.

  • The purpose of this study is to suggest a mid- to long-term expansion plan to resolve the blind spot and alleviate the imbalance of public library services in Daegu City. The research methods for this purpose included literature review, related laws and statistical data analysis, case study, and opinion survey. As a result, the first service area was set as a total of 14 areas based on administrative districts(Jung-gu, Seo-gu, Nam-gu, and Dalseong-gun each have one, Dong-gu and Buk-gu each have two, and Suseong-gu and Dalseo-gu have three each). Second, the expansion scenario for public libraries in Daegu City was proposed to add 26 libraries by the final target year (2032) based on the trend of national library growth over the past 13 years (2008-2020) and the forecast for the next 10 years (2023-2032). Third, the construction scenarios for each basic local government, excluding the Daegu representative library, are as follows: One library each in Jung-gu, Seo-gu, and Nam-gu; two libraries in Suseong-gu; three libraries in Dalseong-gun; four libraries in Dong-gu; and seven libraries each in Buk-gu and Dalseo-gu. In terms of floor area, it is proposed to add a total of 17 branch libraries with a minimum legal standard of 330-2,499㎡, four central libraries with 2,500-4,999㎡ each, and four central libraries with 5,000-9,999㎡ each. On the premise of these conditions, Daegu City and public libraries should focus on creating an inclusive and open community space, creating a digital platform, strengthening the library operation and cooperation system centered on Daegu representative library, developing collections and specializing services for local hub libraries, enhancing various knowledge information and program services, managing key library indicators and improving social contribution.
