A Study on Applying the BSC for University Libraries (대학도서관의 BSC 적용에 관한 연구)

  • The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

  • In university of Korea, the computerization of facility management is lower level than other management areas such as educational matters, administration, library, computing center, teaching assistance, and teaching methodology. So we need urgently the blueprint for an information-oriented and integrated facility management system. In this research, It is presented and implemented an FMS(Facility Management System) for efficient management of the ground and underground facilities on a campus. This studies is computerized the drawings, protocols, and ledgers. It is used a GIS(Geographic Information System) to get the geographical information of facilities. The data more efficiently could be search and update on this system. The decision making process understanding the present facility condition, and analyzing the condition of location could be performed easily by the GUI(Graphic User Interface) of the system.

Study on Readers about Library and Information Science Fields' Articles by Analyzing Mendeley (Mendeley를 통한 문헌정보학 주요 분야 연구 논문의 독자 분석)

  • With reference management tool based on web, we could understand not only impact about non-author, such as hand-on worker, educator, who are out of academia, but also trace the subject fields of readers and their status. This study by analyzing mendeley, understand what kinds of subject fields and status of readers read library and information science field articles. As a result of analyzing the status and the major of the reader, readers were distributed in the fields of business administration, education and so on, and according to the reader's major, there was a significant difference (p = .000) between the subject area of relatively read a lot. By the way, as the result of relational analysis between citation rate and numbers of mendeley readership about medeley saved articles, correlation coefficient shows 0.585, however as the result of relational analysis limiting the groups, in case of author group who tends to read the articles for citing, correlation coefficient shows 0.619. On the other hand, non-author group shows 0.384.

A Study on the Analysis of Information Disclosure in School Libraries (학교도서관 정보공시 실태 분석에 관한 연구)

  • This study was conducted to propose the improvements by analyzing the actual state of Education Information Disclosure related to the school libraries of elementary and middle schools and by grasping its problems. In order to do that, we examined the Education Information Disclosure standards in school libraries in Korea. The actual state of information disclosure on 13 items related to school libraries was analyzed, using S High School in Seoul as a case study. In addition, in understanding the values of school libraries easily and informing them exactly through Education Information Disclosure, it was judged that the forms and guides for disclosure and the level of school introduction services were somewhat insufficient. On the basis of that, some improvements were proposed, which could help to make the operation and management of Education Information Disclosure in school libraries more efficient.

A Study on the Job Development and Reorganization Strategy of the National Library of Korea, Sejong (국립세종도서관 직무개발 및 조직개편 전략 연구)

  • The National Library of Korea (Sejong), which was launched in December 2013, has been in the spotlight as a specialized library for Korean policy information and as a Sejong city complex cultural facility. Nevertheless, the essential identity, organizational status, division of affairs and core competencies, policy information collection, and services of the NLK (Sejong) are weak and inadequate. Therefore, this study developed a job model for establishing an essential identity and providing high-quality policy information services nationwide and suggested a strategic organizational reorganization plan. The job model was proposed as a total of 110 by adding 38 to the existing 72. Based on this job model, the short-term reorganization model (2023-2024) changed the grade of the library director from the current grade 4 (administrative officer) to Senior Executive, and the grade of the director by division from grade 5 (secretary) to grade 4. The sub-organization has expanded the current 3 divisions (planning management, policy information, and service use) to 4 divisions (planning administration, library collection and development, policy information service, and public service and culture, with a total of 51 personnel. In the mid-to-long-term model (2025-2032), the sub-organization was expanded to 4 divisions and 1 office (planning administration, library collection and development, policy information service, public service and culture, and policy information research), and presented a total of 61 personnel. To this end, it is necessary to persuade stakeholders with the argument of advocating the Korean policy information center, which is a macro-strategic goal, and focus all capabilities on strategic reorganization and revision of 「Decree on the Organization of the Ministry of Culture, Sports and Tourism」.

A Study on the Reading Promotion Act and Reading Circle in Public Libraries (공공도서관의 독서진흥과 독서회 활동에 관한 연구)

  • Public libraries should establish and manage many branch libraries and outlets in order to improve the cultural level of the residents. For the first time a reading circle to be able to make residents do the reading activities is organized and it may have an effect that service point baseborn that reading circle is expanded. 1) The public library organizes the reading circle according to age and subject of the people. 2) The public library files the blanket program for unified management of all reading circle within the jurisdiction. A home page is administrated for exchange of information of members of each reading circle and arrangement and administration of activity of the reading circle by establishing‘News letter’is able to have an effect.

An Investigation on the Network Analysis Papers by Content Analysis and Bibliometric Analysis (네트워크 분석 논문의 고찰: 계량서지적 분석과 내용분석을 중심으로)

  • Research in various academic fields using network analysis techniques has been conducted and grown. This study performed bibliographical analysis and content analysis on a total of 2,187 network analysis papers published in journals from 2003 to 2021. The results showed that the fields of Pedagogy, Interdisciplinary Research, Computer Science, Library and Information Science, Public Administration, and Business Administration were higher in terms of the number of research papers. From the perspective of journal, mega-journals were indicated as the most productive journals. However, when looking at the impact based on the number of citations, the strength of Public Administration, Library and Information Science, and Pedagogy is clearly revealed. The results of the analysis by authors can also confirm the higher impact of Journalism, Public Administration Science, and Library and Information Science. Of the 1,537 authors identified, very few authors are active in research, confirming the need to expand the researcher base. The results of content analysis showed that the weighted and non-directional network was the most common network type with using the research papers as a data set. Generally nodes are expressed as words and links are expressed as relationship. For network analysis, the use of KrKwic, UCINET, NetMiner, and NetDraw is the most prominent.

Deriving the Determining Factor for the Management of Oceanographic Data (해양관측데이터 관리를 위한 결정요소 도출)

  • This paper derives determining factor for the management of oceanographic data in two ways. 1) The type of oceanographic observation and the raw data which were collected from marine physics, marine chemistry, marine biology, marine geology area were analyzed. 2) The services of the KODC(Korea Oceangraphic Data Center), NFRDI(National Fisheries Research & Development Institute), KHOA(Korea Hydrographic and Oceanographic Administration) were analyzed to derive metadata elements for retrieval. After analyze, the 42 deciding factor were derived in the 9 areas (general, Observer, satellites, observation instruments, observatories, space, information, projects, and observational data, data processing).

  • This study is expected to discuss some methods regarding the uplift of user's use convenience and the efficiency of material management by constructing the multimedia database through the digitalization of the especial audiotape-typed materials among accompanying materials. In order to do that, this paper dealt with the present management conditions of accompanying materials, the sorts of audio data formats, data format transformation, the methods of administration and utilization, etc. And this paper also presented the expected effect and problems caused by multimedia databases construction of accompanying materials.

A Study of Developing Collaboration Between Teacher Librarians and Parents to Increase Students' Ego-Resilience (학생의 자아 탄력성 신장을 위한 사서교사와 학부모의 협력 관계 활성화 방안에 대한 연구)

  • Collaboration between teacher librarians and parents is one of the very important elements for school library management in characteristics of learning communities and expanding its' administration. These partnerships are necessary to relieve stress and risk conditions and improve ego-resilience of students. This study analyzed cases of student guidance within the partnerships between teacher librarians and parents and then inquired into formal or informal communication channels for their partnerships through written interview with 10 teacher librarians. The results of analyses teacher librarians have appreciated the necessity of collaboration with parents, and they have experienced student guidance, career guidance, reader's advisory and balancing acts between classroom teachers and parents. It turns out that reading programs with parents are formal communication channel rather than institutional committee such as School Library Council and Parents' Library-Assisting Volunteers and Parent Association and Training in the school library are informal communication channels. The teacher librarians also provide periodic reading events and training for parents and they utilize the School Homepage and Educational Newsletters as the main ways of public relation. In order to promote students' ego-resilience through their collaboration, parents should involve in School Library Council as an essential way for formal communication. And parents' role in school library management should be expanded from offering helping hands to activities to read book, library instruction, assisting teacher librarians in the Library-Assisted Instruction and production of teaching mediums.
