  • Cardiac arrest can occur in dental clinics. All dental professionals should be trained to deal with emergency situations that is threatening life. Dental professionals should be familiar with the protocol which include basic life support, advanced life support and specific drugs to be administered in emergencies. Emergency can occur in any dental office without any warnings. Further, it has been noted in recent times there is an increase in a number of medico-legal cases due to rise in a number of death in the dental chair. This review article aims at briefing the basic life support required to manage the medical emergency having life-threatening potential.

  • There is a rental housing policy in Korea to support low income citizen. However, the living condition of tenants through this rental program is not work for improving, unlike the initial purpose of providing rental housings. Rental housings, which were planned to improve the residential welfare and enhance self-reliance ability of low income groups and the elderly. It's not effective any more in terms of policy purpose. To solve this problem, plans are needed to support for the construction by Farm-Housing(FH) so that the residents of can support their self-reliance by promoting creating jobs and cooperation. This paper analyze and propose some solution in terms of legal system, financing and streamlining of planing process and permission to support FH program. The paper focus purpose to help identify a new area through such proposals and retain a power of leading technology by bridging the gap between the realistic aspect and ideal aspect.

  • This study explored the integration-support paradigm for transnational marriages and families as a well-grounded service model supporting a transnational family of immigrants in Korea at a time when Korean society showed increased interest in interracial marriages. The research mainly focused on the Dongdaemun-gu Transnational Marriage and Family Support Center, utilizing the relative actual practice at the center and the secondary data of previous studies. The findings were as follows: The integration-support paradigm for transnational marriage and family comprised of the following elements : the institutionalization of welfare and medical services; the systematization of legal institution and execution the settlement of mid- and long-term policies and the practical programs of the government proper approaches to the formation of a healthy marital couple and family relations; total services related to rearing and educating children properly including education cost support to family incomehousing for the stabilization of family life support for socio-cultural exchanges within the family : as well as the radical conversion of social recognition of a transnational family. This paradigm is expected to be a well-grounded service for the integration-support of transnational families.

  • This study was conducted to suggest the ways of improving legislative information services in the National Assembly Library based on the information needs of the legislative support organization arising from the legislation process done by the National Assembly Members. For the purpose, 20 users of legislative support organizations were interviewed in depth. Based on the analysis of the results, the study suggested the improvement proposals in the areas of services and system. Service improvement reflected the information needs of overseas legislative cases, the need for supplementing policy information, and the areas that need to be promoted Second, in the area of system improvement, it was proposed to raise the service awareness of the legal information system centered on foreign legal information and to operate personalized service that can provide differentiated information services for each legislative support organization.

  • In the era of the Nagoya Protocol, the way researchers have perceived genetic resources needs to change - genetic resources are no longer a common heritage of mankind. Many countries have recently amended their legal systems and are ready to adopt new legal procedures for access and benefit-sharing (ABS) of genetic resources to implement the Nagoya Protocol, claiming their sovereign rights over these resources for research use. Although both Korean government and academics have been striving to respond to the Nagoya Protocol, the understanding of ABS among researchers and the governmental guidelines for the use of genetic resources are not satisfactory yet. Researchers may perceive the implementation of the Nagoya Protocol as another burden for their research. However, it is evident that resource-rich countries are more likely to protect their genetic resources than other countries, and this tendency is expected to last long. Therefore, Korean researchers need to be prepared to minimize any damage that might be caused by ABS. This paper aims to raise awareness of ABS among Korean researchers by reviewing the key contents and overall structure of the Nagoya Protocol. It also identifies ABS procedures and presents specific measures for researchers to respond to the resulting changes in their research environments. Accordingly, this paper will serve as a guide for researchers to conduct research and development in accordance with the Nagoya Protocol.

Psychological burden for legal responsibility of 119 emergency personnels (119구급대원의 법적책임에 대한 심리적 부담감)

  • Purpose : To grasp the mental burden for legal responsibility that rescue members have in the performance of job. Method : Questionnaire was presented to rescue members serving in 2 direct control safety centers of fire station located in Seoul, Daejon, Incheon, Kwangju, Busan, Daegu and Ulsan. Results : 1. Questioned whether they have mental burden for legal responsibility while performing job on the site, the rescue members responded : very burdensome in 38.0%, burdensome in 56.0%, moderate in 4.5%, not burdensome in 1.0%, no burden at all in 0.5%. 2. Questioned on the first aid treat for which they have the most mental burden, the rescue members responded : intubation into trachea laryngeal mask airway(LMA) in 40.4%, automatic external defibrillator in 16.3%, securing vein providing sap(medicine) in 10.8%, basic cardiopulmonary resuscitation in 7.2%, eliminating foreign matters inserted into body in 5.4%, stanching external bleeding and treating injury in 5.4%, fixing extremities and spine by using splint in 1.8%, measuring the symptom of vitality in 1.2%, providing oxygen in 0.0%. 3. Questioned whether experiencing legal problem or firm petition(complaint) raised by patient while serving as rescue members, they responded : experiencing a complaint in 41.6%, experiencing no complaint in 58.4%. Asked to indicate the stress level in the scale of which they suffered when lawsuit or firm petition was raised, 0(weak)-10(strong), they answered 8.8 in average. 4. Questioned whether 119 rescue members put the legal responsibility in case that they cause damage to patients intentionally in performing, they responded to the inquiry 3.66 in average(of 5.00). It represented meaningful differences (F=2.874, p=.024) whether they had license or not. 5. In future, legal action will raise against the rescue member by 99% because of people's rights improvement(63.1%), high expectations for the rescue system(29.5%), non-licensed rescue members(5.1%). Conclusion : It was found that the rescue members had severe mental burden for advanced life support which was investigated to have low enforcement rate in the preceding research, for instance, intubation into trachea securing vein management by using automatic external defibrillator. To improve the qualitative level of rescue service in the fire fighting, it may be required to construct the environment that eliminates the mental burden of rescue members for legal responsibility.

  • The Landscape Act was enacted in 2007 introducing a new procedure of the Local Landscape Agreement and the Local Landscape Improvement Projects. The act has granted local governments a legal basis to support residents participation activities in order to create, improve, and maintain the townscape quality of their neighborhood environments. The degree of utilization of this particular process, however, is far below the expectation. Partly, it is due to the lack of field experience and concrete guidelines for preparation and implementation in actual landscape planning process. This study aims to seek for detailed solution to lead the residents participation for local landscape improvement in Korea through consideration for institutional strategies and cases about the local landscape planning and management in Japan. Local landscape improvement projects in Japan are progressing successfully in concurrence with a variety of local participants such as residents participation, administrative supporting and supporting of local company. And it will be possible to support systematically with systematization of participants, such as NPO and a council.

  • The wealth of Korean disability people's paradigm has developed by the meaning of whole rehabilitation of the small society for acception and protection. Today, that meaning has been changed to make and choose disability people's future plans by themselves. The CENTER FOR INDEPENDENT LIVING in Korea has been accepted through the American and Japanese's activity systems with no objection. Following result of the real reserching, because the CENTER FOR INDEPENDENT LIVING in Korea have no legal basement, so there are little support for these centers and no proper rules and check systems. Therefore, we have to make the legal basement of CENTER FOR INDEPENDENT LIVING and separate by each parts of system and to specialize about them. That means, each parts of system have to mark role mode for doing well, and each systems have to develop new programs and services, and to specialize for in Korea. To add, we should have more small CENTER FOR INDEPENDENT LIVING in each area, and the CENTER FOR INDEPENDENT LIVING which are already started should make network system to contact with other centers in society for giving support of proper information.

Factors Affecting Satisfaction of Customers' Savings Deposit in the Context of COVID-19: Evidence from Vietnamese Commercial Banks

  • Credit capital from customers' savings deposit (CSD) of banks has an important meaning in the business activities of the banking industry. There are many factors that influence the CSD satisfaction with banks. Certain changes have been made when there are fluctuations due to COVID-19. The article is based on an analysis assessing the factors that influence the CSD satisfaction of Vietnamese commercial banks in the context of COVID-19. The authors use a sample of 1,639 CSD. The results show that there are three variables that positively affect CSD satisfaction, including legal provisions of the Central bank (Legal), policies and mechanisms of commercial banks (Policy), and products of commercial banks (Product). Accordingly, in order to contribute to strengthening this capital mobilization of savings deposit, the Central bank of Vietnam needs to play a pivotal role in the regulations of the banking system to ensure its stability; control well monetary policy, interest rates, and inflation to keep a stable position in the economy; and provide timely financial support packages to enhance the confidence of CSD. Moreover, Vietnamese commercial banks need flexible policies and mechanisms to stimulate CSD; strengthen support on deposit rates for CSD; and diversify products to easily adapt to each CSD's situation.

  • Japan is considered to have accumulated much experience of the maintenance. financial support. construction. and related law system of non-national forest road. These data were collected and reviewed to provide the basis of the legal and institutional framework for the forest road construction of Korea. The results show that the non-national forest road plays a key role in the development and enhancement of rural areas' surroundings as its legal and institutional systems are brought to effect and meet the period' s requires.
