This research explored methods for improvements to be made within the field of drone usage within the construction industry based on an investigation of factors which limit their efficiency and productivity. Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

최근 환태평양 조산대를 중심으로 일본 및 동남아, 중국 지역 등에서 지진 및 화산활동이 상당히 활발하게 발생하고 있으며, 발생 주기간격도 짧아지고 있다. 또한, 국내에도 활동 중인 대형화산인 백두산이 있으나 현재 존재하고 있는 화산재해 관련된 법규체계 및 지침 등은 화산재난에 대하여 대처하는데 있어 대응내용이 매우 부족한 실정이며, 대형 화산폭발 매뉴얼 역시 화산재해에 대한 대응방안이 구체적으로 제시되지 않고 있다. 현재 지속적으로 발생되고 있는 일본과 중국의 화산활동과 분화조짐이 점점 확실해져가는 백두산의 분화에 대하여 체계적인 방재대책을 수립하여 대비가 필요하다. 따라서, 본 연구에서는 기존 화산재해 관련 항공안전 매뉴얼 및 관련된 법규 체계를 분석하여 화산재해에 능동적으로 대처할 수 있도록 관련 법규 및 규정 등에 대한 개선안을 제시하고자 한다. 연구의 결과는 화산재해 발생 시 항공교통분야와 관련된 법규체계의 정리를 통해 현행 법규제도의 문제점을 개선하고, 보다 효율적인 매뉴얼 및 지침의 작성으로 재난현장에서 매뉴얼이 원활히 작동하여 제 기능을 발휘하는데 바탕이 되게 할 것으로 기대된다

This study evaluated the feasibility of recovering and recycling nitrogen (N) and phosphorus (P) from livestock excreta as struvite ($MgNH_4PO_4{\cdot}6H_2O$) in South Korea. Our experimental results showed that struvite precipitation was a very effective way to recover N and P from livestock excreta. Moreover, our study demonstrated that struvite precipitates from livestock excreta (SPL) contain higher concentrations of N, P, and magnesium (Mg) as compared to compost and liquid manure from livestock excreta. In addition, although SPL contain high concentrations of copper (Cu) and zinc (Zn), they meet the fertilizer criteria for concentrations of heavy metals. In South Korea, SPL cannot currently be used as a fertilizer due to legal constraints. Legal permission for SPL use would offer greater choice in livestock excreta management. In conclusion, recovery and recycling of N and P from livestock excreta as struvite can be an effective tool for managing nutrients in livestock excreta.

In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

행정안전부장관의 '정부청사 보안관리'라는 권한행사는 조직법(정부조직법)만으로는 불충분하며, 이를 규율하기 위해서는 구체적인 내용과 한계를 설정하는 작용법(개별법)을 제정할 필요가 있다. 정부청사의 방호·보안 관련규정을 포함하고 있는 현행 「정부청사관리규정」(대통령령)은 법률상의 근거가 없는 법규명령으로 현 헌법체계와 부합되지 아니하며 그 법규성에 의문이 제기된다. 동 규정은 청사의 수급 및 관리, 청사의 취득 및 처분, 청사의 시설관리 등에 한정하여 규율하는 경우에는 공물관리법의 성격을 가진다고 할 수 있다. 그러나 동 규정은 '청사의 출입제한 및 통제' 등 시설보안 및 질서유지와 같은 행정청의 고권적 행위를 포함하고 있어 공물경찰법의 성격도 아울러 가지고 있다. 이에 대한 입법개선 방안으로 청사의 수급·배정 등을 규율하고 있는 「정부청사관리규정」은 그대로 유지하되, 청사의 출입관리 등 행정주체의 고권적 행위를 규정하고 있는 방호·보안관리와 관련된 조문은 법률로 상향 조정할 필요가 있다. 또한 정부청사 방호직무 수행자인 방호관(일반직공무원)의 법률상 권한 부재로 현장 방호직무 수행 간 대응력 확보에 한계가 있어 근거법 명시를 통한 방호인력의 직무권한 확보가 요청된다. 정부청사 방호·보안 관련 법률의 주요내용은 출입자의 행위제한, 방호인력의 직무권한 및 의무, 무기의 사용, 방호인력에 대한 교육·훈련, 벌칙 등과 같이 국민의 권리제한과 의무부담과 관계되는 법률유보사항은 개별법에 반드시 포함될 필요가 있다.
