This paper shows a reasonable design standard of substation facility density and demand factor in office buildings, that was made by the systematic and statistical way considering actual conditions, such as investigated electric equipment capacity, electric power consumption, etc for 121 buildings. The saving of electric equipment investment, the decrease of power loss, the improvement of facilities utilization and the decrease of electric power rates an be contributed by the application of the design standard must be applied by the revision of current regulations and laws.

Unlike conventional transmission and distribution lines, catenary system for operating electric railway vehicles are composed of multi-conductor groups (feeder line, contact wire, messenger wire, protection wire) and are used for railway employees, public or passengers in the station yards. Electric shock hazards are exposed and electric shocks such as death or serious injury are occurring in electric railway vehicles, railway high-voltage distribution lines, and catenary system. In order to analyze the types of electric shock accidents on railway by systematic approach method, we modeled 'unsafe behavior classification' method using swiss cheese model. Based on this method, we derived the type of electric shock accidents about railway accidents during the last 5 years by analyzing the frequency of occurrence of human errors and unsafe acts, laws and regulations related to violations, and so on.

In autonomous car, significant progress has been achieved in technical aspects, but it is deadly slow to solve its various legal problems for commercialization of autonomous car. This paper surveys the road driving eligibility, a typical legal issue in autonomous car. Problems on current laws and regulations are analyzed, and some remedies are suggested. Technical development should be performed collaboratively with law and regulation revision, and understanding these legal issues would be very helpful to the engineers who develop autonomous cars.

The purpose of this study is to research on founding of the department of marine leisure industry in fisheries high school. Research methods were used a survey district, students and teachers in fisheries high school and industry human are 353 people in the target. The results of this research are as follows. First, the ratio in favor of making the marine leisure industrial department had more than 81%. The second, teachers and industry people selected core factors include oceanography, water leisure, leisure diving, commercial diving, lifeguard, rafting. Finally, subject for the department of marine leisure industry in fisheries high school are fisheries shipping industry basis, understanding of the ocean, marine leisure tourism, underwater technology, navigation, seamanship, maritime laws regulations, heat engines and aquatic organism.

For the greenhouse gas emissions' reduction of fossil fuel, the energy policy on promotion of alternative energy should be implemented. Accordingly, national policies on the development and promotion of alternative energy were made and related laws and regulations are being made and comprehensive plans should be followed. The policies and strategies for promoting the renewable energy have been insufficient in comparison with that of the developed countries. This paper suggests the optimal subsidy level for Photovoltaic and Wind Power.

Most transportation problems are expected to be dealt with by public sector, mainly government organizations, even though few articles are available to tackle the problems from the administrative points of view. This study has the following scopes: to define the transportation system; to derive the subsystems, i.e., the functions of the system; to identify the elements (or organizations) of performing the functions; to study the inter-organizational relationships among the elements and to derive problem areas; and finally to propose a new administrative system for solving the problems. System Theory was exclusively used for defining the system and deriving subsystems of transportation. Laws and regulations about government organizations were analyzed to identify the relevant organizations. Communications analysis was used for deriving the relationships among the organizations. Ledger books containing incoming-and-outgoing documents in the sampled organizations were inputed onto computer. Exactly 49,367 records(i.e., information flows) were stored for this analysis. Finally, this study proposed a new administrative system that is expected to result in more cooperative and productive inter-organizational relationships among the transportation organizations.

The Basic Act on Low Carbon Green Growth is particularly important because it establishes the basis for climate change policies and replaces Sustainable Development as a directive idea for all environmental policies and regulations. But there still remain some legal and administrative task to shape the relationship with other laws and international codes. This study aims to propose the fact that the Leadership in Energy and Environmental Design should be involved at the Basic Act.

According to the enforcement of Personal Information Protection Act as of September 2011, the laws and regulations for the protection of personal information that were applied only to the certain sectors such as information & communication network, financial institutions, public sector etc. for the time being has been expanded to apply to all public and private sectors to process personal information. In particular, because the public institutions are obliged to be mandatorily conducted of the Privacy Impact Assessment, it will be enforced in earnest for each agency's informationization business that handles personal information. In this paper, I examine the most derived vulnerability and set up the improvement measure to supplement it with the examples of 10 of all the institutions conducting the Privacy Impact Assessment in the year 2011. And, I suggest the measures to be prepared by the institutions to observe the Personal Information Protection Act.

This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.

Ninety percent of an average Chinese manufacturer's time spent is on logistics. Therefore, logistics presents the greatest challenge for multinational companies conducting businesses in China. Although more than 18,000 registered logistics companies exist in China, 85 percent of their revenues are generated from basic trucking and storage services. These facts indicate that China will need increasing presence of high-quality foreign 3PL providers, who are able to provide sophisticated IT systems, industry/operational expertise, standardized operating processes, and international networks, compared to their Chinese counterparts. However, they are facing complicated array of laws and regulations as well as difficulty of finding qualified people to fulfill these needs. There are a number of foreign 3PL providers engaged in China's logistics sector to reap a huge opportunity. Nevertheless, many 3PL foreign providers are still cautious about making large investments. Thus they arelooking for alliances that can provide complementarities instead. Another salient feature of strategy is to take over the transportation assets and warehousing of major Chinese manufacturers and distributors.
