A Study on the Site Selection of Public Libraries Using Analytic Hierarchy Process Technique and Geographic Information System (계층분석법과 지리정보시스템을 이용한 공공도서관 입지선정에 관한 연구)

  • This study proposes a new site selection model which reflects integrated opinions of several groups and identifies sites through objectivity of selection procedure. The proposed model consists of two parts, Analytic Hierarchy Process(AHP) and Geographic Information(GIS). This model was applied to Seocho-gu in Seoul. First, library site selection criteria were determined through literature study. Hierarchical relationship based on the questionnaire was determined and refined to be suited to Seocho-gu case. A survey was conducted with three groups, namely, library users, librarians, and public worker. A few inconsistent answers to the survey questionnaire were excluded and the relative importance of each criterion was measured. Next, an overlay method was used and the relative importance was used as a weight for selecting candidates. This process excluded the areas where a library was unable to be built, for example, rivers, military areas, other restricted areas by law, etc. and resulted in seventy-five sites. Five groups of candidates were identified according to the similarity of criteria. Finally, four groups, after eliminating one lowly fitted group, were determined.

A Study on Legal Information Landmark, Court Library, Knowledge Information Sharing, Function and Role Expansion, Legal Information Hub (법률정보허브로서 법원도서관의 지식정보공유 기능과 역할 강화에 관한 연구)

  • In this study, we aim to comprehensively examine how court libraries can enhance their function and role as a hub for judicial information sharing. To achieve this, the current status was holistically understood based on literature review, case studies, interviews with stakeholders, and surveys targeted at users. The study sought to explore and present ways in which court libraries can play a central role in the dissemination and sharing of legal knowledge. As a result of the research, we propose four roles of the judicial information sharing complex center as a court library, five functions of the judicial information sharing complex center, and nine strategies to enhance accessibility for the spread of legal culture. If court libraries function as next-generation shared complex centers with the goal of popularizing legal knowledge culture, it would be possible to expand access to legal knowledge for citizens interested in law and culture, professionals in legal and educational institutions, and residents living near the center.

Policy Implications for the Improvement of Librarianship Employment (사서직 취업률 향상을 위한 정책방향에 대한 고찰)

  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

A Study on the Library Services for the Solution of the Information Inequality of the Low-Income People in Korea (저소득계층의 정보불평등 해소를 위한 도서관서비스 관련 연구)

  • This study examined relevant literature to review the concept of low-income class, its criteria and types. Based on the cases surveyed, the service status of public libraries for low-income class in South Korea was determined. Based on the findings of this study, we proposed new library services necessary for low-income class, such as the implementation of relevant programs aimed at resolving the digital information divide of low-income class, the introduction of employment programs for the self-economic-support for low-income class adults, and the introduction of reading and counseling therapy services. In addition, this study proposed five policies for activating library services for the low-income class: (1) To revise the act on library law so as to clarify the concept of low-income class, its criteria and types, (2) to revise the master plan for library development so as to bolster the library services for low-income class, (3) to conduct a national-level survey of the low-income class status and of the library service status, (4) to determine the actual features of the low-income class and their information demands, and (5) to prepare library services tailored to the diverse types of low-income class.

A Study on the Service Status of Public Domain Works in Digital Library: Focusing on the Case of the National Library of Korea's Expired Works Service (디지털도서관의 퍼블릭도메인 저작물 서비스 현황에 관한 연구: 국립중앙도서관의 보호기간 만료 저작물 서비스 사례를 중심으로)

  • Copyright is a legal criterion for determining the scope and method of digital library service. Works with expired protection periods correspond to the public domain and can be freely used by anyone. For this reason, it is a priority consideration in digital library construction and services. The purpose of this study is to examine how actively libraries are using expired protected works for digital library services. To this end, the relevant provisions of the Copyright Act applied to the construction and service of digital libraries were first summarized, and the meaning of the copyright protection period was theoretically examined. The current status of online services for expired works by the National Library of Korea was examined, focusing on the works of three Japanese colonial era writers, Kim Yoo-jung, Lee Hyo-seok, and Chae Man-sik, to check the specific service status of expired works. It reveals that the National Library of Korea is not fully utilizing the scope of the law, and that this situation is linked to the rights of other authors included in the book. Based on these results, it suggests that there is a need to change the service unit to focus on copyrighted works and to use authority records to systematize the management of authors' death years.

Research and Analysis of Enactment of China's Old and Rare Books Management (중국의 고문헌 관리 법제화의 조사 분석)

  • This study aims to analyze enactment of China's old and rare books management. For the purpose, the review on China's legal system and management related to old and rare books were studied. And this study investigated 4 laws, 6 administrative regulations, 4 sector regulations, and 13 administrative normativity papers. Among those, 5 major sources for old and rare books management were identified as follows : 1) China's National Civilization Protection Law in 2013, 2) China's Old and Rare Book Organization Directive in 1989, 3) Regulation on Management of Research, Organization, and Publication of Old and Rare Books in 1986, 4) Standards on Grading Classification of Civilization Collections in 2001, and 5) Provisional Regulation on Civilization Auctioning in 2003. Based on the analysis of these sources, this study deduced implications in terms of Chinese old and rare books management such as the necessity to give considerations to 1) the importance of old and rare books management policy, 2) nationwide old and rare books management, 3) expansion of eduction and training of human resources, 4) establishment of institution specializing in old and rare books, and 5) special management of science of Chinese medicine.

A Study on the Development of Collaborative Model for Archiving an Electronic Book (전자책 아카이빙을 위한 협력모형 개발에 관한 연구)

  • The purpose of this study is to develop a collaborative model for the archiving and preservation of an electronic book(e-book). In this study the way of the archiving and preservation for the e-book to deal with the technology evolution was suggested. Accordingly, the survey was made for obtaining the present status of the production and distribution of the domestic Online e-book. It is the same as the operation status of the archiving and preservation for the Online e-book worldwide. A collaborative model for accessible to preserved data, regardless of time period, was proposed for archiving the e-book, based on the OAIS reference model. There are three different models, suggested for domestic; the safe place model by law, the individual preservation/Peer-to-Peer model, and the preservation center model for e-book archiving. Among them, the safe place model by law was proposed for the optimum model of archiving an e-book at present.

A Study on the Application of the FRBR Model to Legislation (법령에 대한 FRBR 모형의 적용에 관한 연구)

  • This study intend to find the application methods of the FRBR model about legislation by analyzing a law life cycle from the enactment to the amendment and abolition of legislation and the type of the change after abolition. The legislation is the work as an aggregate entity consisting legal provisions and each provision is also the work. They are in the Whole-to-Part relation. The legislation has a effect by being published in the official gazette, and the updated text or the translated text is not the official version. Even if the name of the legislation is changed, it is treated as the same entity when it is not abolished and the simple rectifying text expressed in the official gazette is also legally valid. The Libraries Act has been replaced by the Libraries Act(old version), the Libraries Promotion Act, the Libraries and Reading Promotion Act and the Libraries Act(new version) in the order named, and it can be bounded into a superwork. For these examples, we provided the application method of FRBR model and suggested the actual application cases regarding Work, Expression, Manifestation and Item which are in Group 1 of FRBR model for the Libraries Act.

Librarians' Perception on the Service of Cinematographic Works in Libraries and Copyright (도서관 영상자료 서비스 및 저작권에 관한 사서 인식조사)

  • Cinematographic works are crucial for libraries as a part of their collections. Especially public libraries provide a variety of programs associated with cinematographic works. Copyright law considers the use of cinematographic works as a type of public performance and restricted it under certain conditions such as the released date. In addition, copyright agency challenged libraries to pay fees for cinematographic works released within 6 months. At this point, this study investigated the perception of librarians on cinematographic works and copyright issues. 292 librarians in public and academic libraries answers the questionnaire form May 8th to June 7th, 2013. In result, librarians consider services of video works as a important part of library services. They are also conscious of the exception conditions for copyright law for cinematographic works provided by library services. Furthermore, even though librarians are aware of copyright issues, they show the negative response to copyright fees for playing cinematographic works in the libraries.

An Analysis on the Copyright Issues Using Cinematographic Works in Libraries (영상저작물 활용에 관한 도서관의 저작권 쟁점 분석)

  • This study investigated the present situation of the use of cinematographic works and the problems of copyright. Surveys were conducted in public and university libraries for these. Also, content analyses were conducted to make sense of copyright problems in libraries. As a result, this study found that problems of copyright had occurred in various aspects related to public performance, lending, digitization and internet services according to the diversity of facilities for watching cinematographic works and library services. Also, the librarians' questions to the copyright were very various from the primary level to specific level. This study suggested that regular courses of study in library schools need to be opened to primitive understanding to copyright law and occupational training programs for librarians need to be opened to complementary education as revisions of copyright law. This study also suggested that the online Q&A services need to be started for librarians who have detailed copyright problems.
