척추 수술 후 발생한 경막외 혈종 관련 의료 판결 분석 -요추 MRI 시행 여부를 중심으로- (Analysis of Medical Decisions related to Epidural Hematoma after Spinal Surgery -Focusing on the Lumbar MRI-)

  • 본 연구는 경막외 혈종 발생과 관련한 문헌 및 척추 수술 후 경과관찰 상의 과실에 관한 판결 중 요추 MRI 검사 여부에 대해 판단한 하급심 판결에 관해 검토함으로써 척추 수술 후 환자에 대한 지속적이고 세밀한 경과관찰의 중요성을 확인했다. '수술 후 MRI 검사나 협진을 게을리한 사례', '수술 후 통증 및 증상 호소에도 MRI 검사를 지체한 사례', '시술 후 신경학적 증상 발현에도 바로 귀가 조치한 사례'에서는 경과관찰 상의 과실이 인정되었다. '증상에 대해 조치하여 후유증상 발생에 과실이 인정되지 않은 사례', '검사 시행에 대한 의사의 재량범위를 인정한 사례'에서는 경과관찰 상의 과실이 인정되지 않았다. 본 연구가 척추 수술을 받은 환자에 대해 지속적인 세밀한 경과관찰이 필요하다는 것과 특히 새로운 신경학적 증상을 보이는 경우 신속한 MRI 검사 및 진단과 수술적 처치 내지 전원 조치의 중요성에 대한 인식을 높임으로써 척추 수술 후 경과관찰과 관련한 의료사고 및 분쟁의 예방에 도움이 되기를 바란다.

서울시 학교보안관 제도의 평가와 발전적 확대방안 - 경비업법 적용의 당위성 논증을 중심으로 - (The assessment of Seoul City school sheriff system and developmental expansion plan - Around the righteousness proof of the security industry law application -)

  • 최근 들어 학교폭력문제는 학교 내에서의 구성원간의 범죄양상에서 그치지 않고 외부인의 학교 내 침입범죄로까지 비화되어 학교가 이제는 더 이상 교육만이 이루어지는 범죄로부터의 안전지대는 아니게 되었다. 특히 초등학교의 경우에는 외부 침입자에게 대항하여 이를 제압할 수 있는 사람들이 거의 없기 때문에 침입범죄에 취약한 장소이다. 서울특별시는 2011년 3월 1일부터 관내 국 공립초등학교를 대상으로 학교보안관제도를 시행하고 있다. 하지만 학교보안관 사업이 사실상 경비업법상의 경비업무를 주 내용으로 하고 있음에도 불구하고, 경비업법의 적용을 배제한 채, 서울시와 운영업자의 도급계약에 의한 사법상 계약(私法上 契約)의 한 형태로 운영하고 있어 여러 가지 문제를 야기하고 있다. 첫째, 학교보안관 관련 손해발생 시, 경비업무가 아니므로 원칙적으로는 운영사업자가 가입하고 있는 경비업자 영업배상책임보험 적용이 배제되어, 피해자의 손해보전을 위한 담보가 취약하게 된다. 둘째, 학교보안관의 임무를 계약서에 개별약정하고 있으나, 이것만으로는 부족하고, 경비업법상의 경비원의 의무 등의 관련의무 등의 일반규정 적용이 요구된다. 셋째, 학교보안관의 교육은 상대적으로 보다 체계화된 경비업법상의 교육 프로그램과 연계하도록 하고, 학교폭력예방을 위하여 특별히 필요한 관련 전문교육은 부가 편성 운영하도록 하는 것이 타당하다. 넷째, 서울시의 여론조사결과에도 불구하고, 시민들은 여전히 경찰관 등 학교주변의 순찰강화를 요구하고 있으므로, 경찰과의 적극적인 협력관계를 경비업법의 적용으로 법적 제도적으로 뒷받침할 필요가 있다. 다섯째, 경비업법의 적용으로 인한 경비지도사 제도 운영이나 경찰의 지도 감독, 그리고 각종 행정처분 등으로 학교보안관 사업의 성공을 담보해 낼 수 있다. 따라서 이 연구는 이제부터라도 경비업법을 적용하여 학교보안관 사업이 관리 운영면에서 보다 내실 있고 지속적인 확대 발전이 가능하도록 할 것을 제시하고 있다.

  • Sensitivity and calibration considerations are most important in the design and implementation of real control systems. Ideally parameter changes due to various causes should not appreciably affect the system's performances. But all the values of physical components of the plants and controllers as well as the relevant environmental conditions change in time, thus the output performance can be deteriorated during the operating span of the system. Naturally the duty of calibration or the prevention of performance deterioration due to excessive component sensitivity should be provided to the control system. In this paper, we propose a digital controller which has the capability of calibration and gain adjustment as well as the execution of control law. Specifically the problems of gain adjustment and offset calibration in the light source and CdS sensor module for position measurement in a flexible link system are considerably resolved. The parameters of measurement module are prone to change due to environmental brightness conditions resulting in poor steady state performance of the overall control system. Thus a proper method is necessary to provide correction to the changed values of gain and offset in the position measurement module. The proposed controller, whenever necessary, measures the open-loop characteristics, andthen calculates the offset and sensor gain correction values based on the prepared standard measurements. It is applied to the control of a flexible link system with the gain and offset calibration porblems in the light sensor module for position to show the applicability.

저작권법의 적용과 대학도서관의 대응 전략에 관한 고찰 (A Research on Applying Copyright Laws and Response Strategies for Academic Libraries)

  • 본 연구에서는 2000년 저작권법 개정 이후부터 최근까지 저작권관련 법규의 변화 추이를 중심으로 대학도서관을 중심으로 도서관계가 저작권법을 준수하면서 동시에 정보서비스를 위축시키지 않고 지속적으로 발전시킬 수 있는 방안을 모색하는 데에 연구의 목적을 두고자 한다. 이러한 연구목적을 달성하기 위해 본 연구에서는 세부적으로 다음과 같은 사항을 다루고자 한다. 첫째, 저작권 관련법규의 제 개정과 시행으로 인한 도서관정보 서비스 제공 문제를 살펴본다. 둘째, 저작권 관련법규 가운데 도서관 관련 조항의 제정과 개정 추이를 고찰한다. 셋째, 저작권 관련법규 적용에 대한 도서관계의 다양한 의견 개진과 대응 내용을 조사 분석한다. 넷째, 이를 바탕으로 대학도서관계의 저작권 관련법규 수용과 함께 대응 전략을 마련하여 제시하고자 한다.

New Control Scheme for the Wind-Driven Doubly Fed Induction Generator under Normal and Abnormal Grid Voltage Conditions

  • The wind-driven doubly fed induction generator (DFIG) is currently under pressure to be more grid-compatible. The main concern is the fault ride-through (FRT) requirement to keep the generator connected to the grid during faults. In response to this, the paper introduces a novel model and new control scheme for the DFIG. The model provides a means of direct stator power control and considers the stator transients. On the basis of the derived model, a robust linear quadratic (LQ) controller is synthesized. The control law has proportional and integral actions and takes account of one sample delay in the input owing to the microprocessor's execution time. Further, the influence of the grid voltage imperfection is mitigated using frequency shaped cost functional method. Compensation of the rotor current pulsations is proposed to improve the FRT capability as well as the generator performance under grid voltage unbalance. As a consequence, the control system can achieve i) fast direct power control without instability risk, ii) alleviation of the problems associated with the DFIG operation under unbalanced grid voltage, and iii) high probability of successful grid FRT. The effectiveness of the proposed solution is confirmed through simulation studies on 2MW DFIG.

고종의 동가(動駕)시 복식에 대한 연구 -「대한제국동가도(大韓帝國動駕圖)」를 중심으로- (Study of King Gojong's Costumes in His Excursion on a Royal Carriage -Focused on the "Dongga Painting of the Korean Empire (大韓帝國動駕圖)"-)

  • This study examined the characteristics of the royal progress and regulations on costumes in the king's excursion by a royal carriage and then investigates King Gojong's costumes in "Dongga Painting of the Korean Empire". To examine the regulations on costumes in the king's excursion by a royal carriage, there are unique costumes, 'Ikseongwan and Gangsapo' for the great memorial service for ancestors during the Korean Empire period. 'Ikseongwan and Gangsapo' are not provided in the code during the Joseon Dynasty period. Thus, it was not provided in the regulations, in the actual execution of the ritual, the king put on 'Ikseongwan and Gangsapo,' so entering the Korean Empire period, it was legislated as 'Ikseon-gwanbok' in Daehan-yejeon. There is a scene in the "Dongga Painting of the Korean Empire" in which the king pays a visit on Yeon, holding 'Gyu' in 'Ikseongwan and Gonryongpo'. However, holding 'Gyu' on Yeon in 'Ikseongwan and Gonryongpo' can be seen in King Gojong's royal procession to hold Jongmyo Chunhyangdaeje in the year of Gabo (1894). This study showed that there was a compromise for the ritual despite not being regulated by law.

Embedment of structural monitoring algorithms in a wireless sensing unit

  • Complementing recent advances made in the field of structural health monitoring and damage detection, the concept of a wireless sensing network with distributed computational power is proposed. The fundamental building block of the proposed sensing network is a wireless sensing unit capable of acquiring measurement data, interrogating the data and transmitting the data in real time. The computational core of a prototype wireless sensing unit can potentially be utilized for execution of embedded engineering analyses such as damage detection and system identification. To illustrate the computational capabilities of the proposed wireless sensing unit, the fast Fourier transform and auto-regressive time-series modeling are locally executed by the unit. Fast Fourier transforms and auto-regressive models are two important techniques that have been previously used for the identification of damage in structural systems. Their embedment illustrates the computational capabilities of the prototype wireless sensing unit and suggests strong potential for unit installation in automated structural health monitoring systems.

대학 연구실험실 안전환경과 교육시간에 대한 만족도 조사 (A Satisfaction Survey On the Safety Environment and Education Time in University Laboratories)

  • This paper seeks to survey and analyze the status of obligatory execution from key institutional aspects that have taken effect according to laws on creating safe environment for laboratory and of general details such as the level of satisfaction on the part of people engaged in research activity regarding the laws after they have taken effect. The subjects of this study were MA and PhD graduate students in science and engineering who are primarily involved in research. This questionnaire survey was focused on finding basic data required for safety education for researcher and for efficient safety management by examining the correlation between education time and level of satisfaction. The collected data were analyzed by using frequency analysis, descriptive statistics, one way anova by SPSS12 package. The results obtained by this study are as follow. 1) Awarences of safety management rules, ordinary inspection, safety education were around 70% and other law clauses were around 50%. 2) The general satisfaction after the Laboratory Safety Act enforcement was usual level with 4.72 points in 7. 3) Researchers demanded ordinary inspection and protective equipment in a safe environmental composition. 4) The safety education time for improvement of a safe consciousness level was needed 12h or 24h at 1 years.

수산업 역할의 재인식과 기본과제 (A Reconsideration of the Fishing Industry of Korea and Its Basic Problems)

  • The fishing industry of Korea is now i a critical transitional stage. That is, broadly speaking, there are two dominant factors that constrain the further development of Korea fishey and effective competition in the international fishing industry. First of all, the global fishing industry has experienced many significant changes due to the execution of U.N, maritime law, the establishment of EEZ(the Exclusive Economic Zones), the increased roles of WTO(the World Trade Organization) as well as Korea being a member of OECD(the Organization for Economic Co-operation and Development). Second, the fishing industry of Korea is faced with the following domestic troubles, such as the icreasing fishing expenses, insufficient labor supply, and the collapse of traditional local co-operative organizations of fishing villages, etc. However, the demand for aquatic products of home consumers not only continues to increase but also is shifting to select more valuable species, completely ignoring the above-mentioned serious pressures incurred by the Korean fishery. To solve these problems and keep developing steadily, it is necessary for the fishing industry of Korea to adopt a more active and flexible development pattern in order to reset up the regional economic base in fishing villages nation-wide and make the exploitation of fishing resources balance. The paper gives an reconsideration to the primary alternatives facing the Korean fishery and its prospective roles in a realistic and far-sighted attitude. It may serve as an endeavour in seeking an outlet for the fishing industry of korea to advance forwardly and lastingly.

  • This paper is written following an analysis of occurrence trend of industrial disaster in manufacturing industry. One of major reason of industrial accident is unsafe action caused by lack of work supervision. so we have surveyed the understanding level of supervisors for industrial safety and their education of industrial safety which is forced by industrial law. We have got the result that the supervisor's education is necessary to prevent industrial disaster but it's not fit for their own workplace for various reasons from the survey and analysis. I would like to suggest effective solutions. The institute of education should train that they can execute safety and health works themselves by classification of the industrial category, company scale and located region. Also, government should endow supervisors with authority and responsibility for the activation of education system. Finally, government should support the expense of education to medium and small-sized enterprises especially, and they should be interested in the attendance and execution of education. They will achieve the goal to prevent industrial disasters in manufacturing industry through the enforcement of effective supervisor system as per the remark mentioned above.
