Public Diplomacy (PD) is the third pillar of South Korean foreign policy. According to the Ministry of Foreign Affairs, PD aims to attract foreign audiences by means of art, knowledge transmission, media, language and foreign aid. When it comes to the Korean language, its global profile has seen an especially marked increase in recent years (Kim, 2009). Thus, this paper's objective is to explain the relevance of the Korean language in the generation of South Korea's soft power. I draw from $C{\acute{e}}sar$ Villanueva's reflections in order to problematize how language promotion can be translated into soft power at five different levels: the empathetic, the sympathetic, the geopolitical, the diplomatic and the utilitarian. I observe that in the case of the Korean language in Mexico City, soft power has the potential to be generated on three levels: it helps to increase knowledge of Korean culture (empathetic); it exercises symbolic persuasion (geopolitical), since the products of cultural industries are mostly in Korean; and it is used as a tool for economic transactions in Mexico City (utilitarian).

In smart grid system which uses photovoltaic system, fuel cells and so on, a program implemented with C language is used for control and measurement. When using programs implemented with C language GUI is difficult to watch control and monitor the smart grid system. But LabVIEW is a graphical programming language and it is easy to design GUI screen and to manage many variables such as real-time output of electric power including solar cell, wind power system and fuel cell. This paper suggests LabVIEW and C-language TCP/IP communication for smart grid monitoring system i mplemented with C-language.

스피노자는 인간의 생각과 태도, 행위를 규정하고 이끌어내는 힘을 언어가 가지고 있다고 생각했다. 인간의 의식과 행동을 결정하는 힘이 언어에 있는 한, 인간 공동체에서 언어는 매우 중요한 것이다. 그런데 스피노자에게 이 언어의 의미는 고정적인 것이 아니라 역동적으로 변화하는 것으로서 드러난다. 스피노자에게 언어를 이루는 기호와 그 의미는 서로 다른 것이다. 한 사회에서 널리 통용되는 기호로서의 언어는 숙고되지 못한 신체적 이미지들에 기반하여 성립하기 쉬운 까닭에 자주 부적합한 관념으로서의 상상지를 수반한다. 그러나 그렇다고 해서 언어가 참된 관념을 표현하지 못하는 도구인 것은 아니다. 의미의 질서는 이미지들의 연쇄, 관념의 연쇄를 통해서만 결정된다. 의미는 항존적인 것이 아니라, 이미지와 관념의 질서를 바꿈으로써 바뀐다. 단어가 함축하는 이미지들과 관념들의 질서를 재배치하는 과정을 통해 언어는 참되고 적합한 관념을 표현할 수 있게 된다. 물론 참된 관념을 언어로 표현하는 것만으로는 부족하다. 인간의 관념과 행위를 결정하는 언어의 힘은 그것이 참된 것을 표현하느냐 아니냐에 따라 결정되는 것이 아니라, 어떤 의미의 질서가 보다 큰 헤게모니를 가지는가에 따라 결정되기 때문이다. 이런 의미에서 이 세계는 서로 다른 의미의 질서들이 충돌하고 힘겨루기를 하는 장으로 보아도 무방할 것이다. 이성의 질서를 표현하는 언어의 의미를 수용하는 이들이 많아지면 많아질수록, 언어를 통해 매개되어 연대한 이들의 힘이 이 세계를 보다 더 이성적이며 합리적인 방향으로 바꾸게 될 것임을 의미한다. 그럼에도 불구하고 이 모든 변화는 바로 언어의 질서를 바꾸는 일, 다시 말해 기존의 관념이 옳지 않다는 것을 밝히고 널리 알리는 일에서 시작되는 것임에 틀림없다. 이것이 바로 스피노자가 "신학 정치론"에서 "성서"의 허구적 측면을 언어 분석을 통해 폭로하고, 사상의 자유를 역설한 까닭이다.

The concept of soft power presents both theoretical and practical difficulties for researchers and policy makers. This essay examines the practical use of soft power and argues that soft power resources in education are important for attracting individuals to migrate between countries and assimilate to the new language and culture of the new location. Japan's attempts to utilize soft power resources in its educational system have provided mixed results dependent on the target population. Japan has successfully attracted individuals into fields related to higher education much more so than skilled labor programs. This essay discusses the importance of educational soft power resources in Japanese strategy to increase educated working population that is assimilated to Japanese language and culture. After reviewing the literature on soft power in Asia, and Japanese cultural integration policies, the essay examines three cases of Japanese educational soft power - the JET Programme, the caregiver-training program, and internationalization of university programs. In addition, the essay shows that Japan is more successful attracting higher educated individuals seeking higher paying employment rather than skilled labor through these programs.

This paper deals with expert system for power system fault restoration and accompanying numerical data processing. Nowadays, expert system which is a branch or artificial intelligence expands its application area to many fields. And it requires computer language for A.I. to be versatile. Expert system for power system handles numerous numerical data and language for A.I. has its deficiency in numerical data processing. However some recent version of the A.I. language rind ways of overcoming this dilemma by giving the way or linking conventional algorithmic languages to them. This study presents numerical data processing routines described in Turbo prolog which is run in IBM PC and linking numerical data processing routines written in Turbo C to Turbo prolog.

Sun Yung Shin's poetry collection Skirt Full of Black (2007) brings the author's personal history as a Korean female adoptee to bear upon poetic language in daring formal experiments, instantiating the liminal state of being shuttled across borders to land in an in-between state of marginalization. Other Korean American poets have also drawn on the experience of transnational adoption and racialization explore the literary potential of English to materialize haunting memories or the untranslatable yet persistent echoes of a lost home that gestures across linguistic boundaries, as seen in the case of Lee Herrick or Jennifer Kwon Dobbs. Shin however dismantles the referential foundation of English as a language she was transplanted into through formal transgressions such as frazzled syntax, atypical typography, decontextualized punctuation marks, and phonetic and visual play. The power to signify and thereby differentiate one entity or meaning from another dissipates in the cacophonic feast of signs in Skirt Full of Black; the word fragments of identificatory markers that turn racialized, gendered, and culturally contained subjects into exotic things lose the power to define them as such, and instead become alterities by departing from the conventional meaning-making dynamics of language. Expanding on the avant-garde legacy of Korean American poets Theresa Hak Kyung Cha and Myung Mi Kim to delve further into the liminal space between Korean and American, referential and representational, or spoken and written words, Shin carves out a space for discreteness that does not subscribe to the hierarchical ontology of differential value assignment.

A multiloop programmable controller using graphic control language and a configuration graphic editor for designing control algorithm in graphic windows are developed. Using the graphic control language, large and complex control algorithm can be designed easily and the modification of control algorithm is simple. The proposed controller using graphic language can be effectively used for complex plants like power plants.

This paper examines narratives of women's marginal position in Bao Ninh's Short Stories and Svetlana Alexievich's Unwomanly Face of War from a feminist narratological approach. In analyzing voices of marginalized women, direct and indirect descriptions of women's beauty and pain, and private-public narratives of women's love stories, this paper aims to identify presentations of women's real authority in the text written by a male author, Bao Ninh, and in the one by a female author. The paper argues that juxtaposing these texts reveals an overturn of the traditional conception of sexual and gender differences. Specifically, distinguishing between male/female discourse does not show powerful /nonpowerful language, but recognizes the real authority of each type of discourse based on sexual differences. The writing also illustrates that masculine language becomes powerless and deficient in the women's world; meanwhile, in writing about herself, woman establishes a type of a powerful feminine discourse, which blends both emotional, enthusiastic, and gossipy characteristics of female language and direct, rational, and strong ones of male language. Thus, the feminists' radical segregation on male/female discourses to overturn masculine authority and create a language for women at par with men has been clearly shifted when comparing the two writers' texts based on the juxtapositional model of the comparative literature.

The identification of power flow in dynamically loaded structures Is essential in the analysis of structure-borne noise. However there are no general purpose tools to estimate powers flow. To make matters worse. It is very difficult to measure it. The power flow can be formulated in terms of balance forces(ELFORCE) at each element and velocities at the associated node obtained with MSC/NASTHAN. In this paper the procedure which is consist of the computations of the balance forces of al1 elements and the velocities at all nodes using MSC/NASTRAN. The calculations of the power f1ow at each element using PCL(PATRAN Command Language) and the Preparation of post -processes is set UP.

PROSET2000 that is integrated protective management system had developed and used in order to automate the setting process of protective relays in transmission system protection. PROSET2000 have database for relay setting and automated for relay setting program within. This paper proposed PCM current differential relay setting program point of Object Oriented Programming paradigm using Unified Modeling Language about additional relay in PROSET2000. Nevertheless each relay uses same current differential but setting method is different. This paper discribed different thing about setting method of each relay and evaluated more effective and corrective relay setting program using UML.
