A Study on the Environmental Assessment Criteria for Designation of Conservation Zones in Urban Area (환경성 평가시 도시보전용도지역 확보기준에 관한 연구)

  • The environmental conservation-targeted zoning in urban planning process has been functioned as securing a ecological core in urban green spaces management. Hence, the designation of conservation zones in land use planning is considered as a key task to achieve the sustainability of urban planning. The recently introduced pre-environmental review system for the proposed urban plan, by which the conservative measures for urban ecosystem and landscape are suggested in aspect of environmental impact mitigation, has played an active role in enhancing the environmental performance degraded by wide range of development pressure. This study is aimed at drawing out of objective criteria for designation of environmental conservation zones, which can be applied to urban planning establishment and also to environmental assessment process. To achieve this goal, the study adopted the following methods; pre-study review, analysis of existing official opinion statements released by the Ministry of Environment, contents analysis of related laws, and experts' panel discussions on the finally arranged criteria. The results of this research can be summarized as follows: First, the total criteria of 48 are drown out with categorizing into environment-ecological and socio-cultural sectosr. Second, the environment-ecological part is composed of 33 criteria such as vegetation, animal, geomorphology, watershed, environmental land suitability, and etc. Here, the Degree of Ecological Function, Degree of Environmental Land Suitability, and Vegetation Map are mainly utilized. Third, the 15 socio-cultural criteria relating to the history, social ecology and landscape have such components as forest around relics, Seo-won(school), castle, tomb, landmark, skyline, natural landscape, and etc. Forth, these individual criteria can be applied to designation of each conservation zones among total of 11 conservation areas(or districts).

Recent Spatio-temporal Changes of Landscape Structure, Heterogeneity and Diversity of Rural Landscape: Implements for Landscape Conservation and Restoration (한국 농산촌 경관의 구조와 이질성 및 다양성의 최근 변화: 경관의 보전과 복원과의 관계)

  • Landscape change is the modification and replacement of landscape elements in accordance with human management and natural disturbance on land mosaics. During landscape change, changes in patterns such as heterogeneity, diversity and shape, and juxtaposition of spatial elements are also accompanied. For the sustainable landscape system, therefore, spatial characteristics of the landscape should be considered in implementation of landscape conservation and restoration planning. Short-term changes of land-use and landscape pattern during the 10 years of 1980s and 1990s were investigated in the agriculture-forestry dominated landscape system through the statistics and the analysis of landscape-vegetation map. Study area is Yangdong-myon, Yangpyung-gun (37°27′30"N, 127°46′50"E), Kyonggi-do, in central Korea. Landscape change of this region was significantly related to the recent industrialization according to socio-economic development. Analyses of landscape pattern show that the area of secondary forest sustained by human activity decreased and it was replaced with large exotic plantations during this period. Area of paddy field was also extended. Fractal dimension of the total landscape increased, but that of paddy field area decreased due to rearrangement for mechanized farming. Moreover, the area of landscape management regimes such as plantation and cultivation increased in land mosaics during this period.

Changes of Landscape Structure for the Recent 20 Years in the Wangsuk Stream Basin of the Central Korea

  • Landscape changes for 20 years between 1981 and 2001 in the Wangsuk stream basin located on the central Korea were investigated on the basis of physiognomic vegetation map made from the aerial photograph interpretation and field check. Changes of landscape structure were noticeable in agricultural field and forest landscape elements. Changes in the agricultural fields due to transformation of agricultural pattern into the institutional agriculture dominated landscape change, although urbanization also contributed to such change. The former change due to change of food production structure originated from socio-economic development during this period and the latter to the overpopulation of Seoul. As energy sources for heating and cooking, fertilizer, and fodder for livestock transform from plant materials to fossil fuel, manufactured one, and grain, succession of forest escaped from direct human disturbance dominated change of landscape structure in forested land. Differently from the positive landscape change in the upper area, change in the lower area deteriorated landscape quality by increasing artificial land. It was estimated that such landscape deterioration in the Wangsuk stream basin would influence water quality of the stream. In order to realize sustainable land-use against such environmental degradation, systematic environmental management based on landscape ecological perspective such as "an eco-plan for creating riparian vegetation belt," which is under preparation by Ministry of Environment, was recommended.

Risk Assessment of Soil Erosion in Gyeongju Using RUSLE Method (RUSLE 기법을 이용한 경주지역의 토양침식 위험도 평가)

  • The purpose of this study is to present the raw data for establishing the plan of top soil conservation in soil environment and preventing the soil loss by establishing the potential amount of soil loss using RUSLE. The results are as follows. To apply the RUSLE model, we calculated the potential amount of soil loss by using 5 factors; rainfall erosion factor(R), topographical factor(LS), soil erosion factor(K), land cover factor(C) and erosion control factor(P). The assessment map of soil loss was drawn up by classifying 5 grades. According to the soil loss estimation by the RUSLE, it showed that approximately 83.9% of the study area had relatively lower possibility of soil loss which was the 1 ton/ha in annual soil loss. Whereas, the 7.0% of the study area was defined as high risk area which was the 10 ton/ha in annual. Therefore, this area was needed that there was environment-friendly construction of farm land, improvement of cultivation environment and so forth. In future, if we will analyze the amount of soil loss of Gyeongju national park and Hyeongsan river watershed, we will offer the help to establishing the conservation plan of soil environment in Gyeongsangbuk-do.

Estimation of Livestock Pollutant Sources Reduction Effect on Water Quality in Hapcheon Dam Watershed Using HSPF Model (HSPF 모형을 이용한 축산계 비점오염 저감에 따른 합천댐 유역 수질 영향 분석)

  • The purpose of this study was to evaluate water quality in Hapcheon dam via using the Hydrological Simulation Program-Fortran (HSPF) model and applied livestock reduction scenarios. Hapcheon dam watershed input data for the HSPF model were established using the stream, land use, digital elevation map and meteorological data and others. The HSPF model was calibrated and validated using the observed water quality data from 2000 to 2016. For water quality simulation, we calculated the generated and discharge loads of the population, livestock, industry and land use following the guideline provided by the Ministry of Environment. The pollutant data were obtained from National Institute of Environmental Research (NIER). The monthly discharge load were estimated by applying the delivery rate. The calibration and validation results showed that the annual mean BOD had a difference of 0.22 mg/L and an error of ±13 %, T-N had a difference of 0.66 mg/L and an error of ±16 % and T-P had a difference of 0.027 mg/L and an error of ±13 %. In order to evaluate the nonpoint pollutants management effects, we applied livestock reduction scenarios because livestock consists of the largest portion of pollutants. As a result of the 20 % of livestock reduction, BOD, T-N and T-P decreased by 3 %, 1 % and 3 %, respectively. When 40 % of livestock reduction was applied, BOD, T-N and T-P decreased by 5 %, 3 % and 4 %, respectively. Based on the results of this study, effective pollutant management methods can be applied to improve the water quality and achieve the target water quality of Hapcheon dam watershed.

Landscape Structure in the Greenbelt Zone around the Seoul, the Metropolis of Korea

  • An attempt to clarify the landscape structure of urban areas was carried out in the greenbelt around Seoul, Korea's metropolis. By means of aerial photographs and a field survey, a vegetation map including land-use pattern was made. Landscape structure was described by analyzing this vegetation map and the results of phytosociological survey. Landscape element types identified were (1) secondary forest, (2) plantation, (3) cultivated field, (4) urbanized area, (5) graveyard, and (6) bare rock. Vegetation units, resulting from the phytosociological analysis, included Quercus mongolica, Q. variabilis, Q. acutissima, Pinus densiflora, Q. aliena, and Alnus japonica communities. Plantations were composed of Robinia pseudoacacia, Populus tomentiglandulosa, P. rigida, Larix leptolepis, P. koraiensis, and Castanea crenata stands. Patches near to human settlements in the lower zones of the mountains were fragmented and small but they became larger towards the higher mountain zones. On the other hand, the number of patches was fewer and their size was larger in Mt. Cheonggye more distant from the principal residential area, larger in size, and higher in elevation compared with the other 2 mountains, Mt. Daemo and Mt. Acha. Floristic composition of Mongolian oak(Q. mongolica) stand distributing in the upper part of each mountain, in which artificial interference is rare, showed a difference among those study areas different in parent rock and disturbance regime. But that of black locust(R. pseudoacacia) stand located in lowland of mountainous area, in which artificial interference is frequent was similar to each other. As the results of analyses on the frequency distribution of diameter classes of major species, dominant landscape elements, Mongolian oak forest showed different responses depending on artificial interference as continuous maintenance and retrogressive succession in the sites far from and near to the residential areas, respectively. On the other hand, black locust stands showed a probability to be restore to the native oak forest through progressive succession.

  • Two thematic maps on environmental geology were produced in the Cheong-Ju area, with aids of GIS technique. They are landslide hazards & risk maps and cut-fill maps. The models of environmental geology map and digital database were established for creation of these maps by means of cartographic simulation in GIS. These special maps are very important for understanding the environmental characteristics of the study area, and can be applied in the establishment of the regional land use planning. For instance, the landslide hazard and risk map can play very important role in the road design, and cut- fill map in the construction work in the area. The scoring system for landslide analysis was developed through the evaluation of each environmental geologic factor in relation to the others and reflects the relative imporatance of each factor. The excavation index(easy, intermediate and difficult) was evaluated through cut-fill analysis, and they can be very useftil for assessing the degree of excavation difficulty.

Groundwater Recharge Assessment via Grid-based Soil Moisture Route Modeling (격자기반의 토양수분 추적에 의한 지하수함양량 추정기법 개발)

  • The purpose of this study is to improve the method of evaluating groundwater recharge by using grid-based soil moisture routing technique. A model which predicts temporal variation and spatial distribution of soil moisture on a daily time step was developed. The model uses ASCII-formatted map data supported by the irregular gridded map of the GRASS(Geographic Resources Analysis Support System)-GIS and can generate daily and monthly spatial distribution map of surface runoff, soil moisture content, evapotranspiration within the watershed. The model was applied to Ipyunggyo watershed($75.6\;\textrm{km}^2$) located in the upstream of Bocheongchun watershed. Seven maps; DEM(Digital Elevation Mode]), stream, flow path, soil, land use, Thiessen network and free groundwater level, were used for input data. Predicted streamflows resulting from two years (l995, 1996) daily data were compared with the observed values at the watershed outlet. The results of temporal variations and spatial distributions of soil moisture are presented by using GRASS GIS. As a final result, the monthly predicted groundwater recharge was presented.sented.

Evaluation of Applicability of SWAT-CUP Program for Hydrologic Parameter Calibration in Hardware Watershed (Hardware 유역의 수문매개변수 보정을 위한 SWAT-CUP 프로그램의 적용성 평가)

  • The purpose of this study was to calibrate the hydrologic parameters of SWAT model and analyze the daily runoff for the study watershed using SWAT-CUP. The Hardware watershed is located in Virginia, USA. The watershed area is $356.15km^2$, and the land use accounts for 73.4 % of forest and 23.2 % of pasture. Input data for the SWAT model were obtained from the digital elevation map, landuse map, soil map and others. Water flow data from 1990 to 1994 was used for calibration and from 1997 to 2005 was for validation. The SUFI-2 module of the SWAT-CUP program was used to calibrate the hydrologic parameters. The parameters were calibrated for the highly sensitive parameters presented in previous studies. The P-factor, R-factor, $R^2$, Nash-Sutcliffe efficiency (NS), and average flow were used for the goodness-of-fit measures. The applicability of the model was evaluated by sequentially increasing the number of applied parameters from 4 to 11. In this study, 10-parameter set was accepted for calibration in consideration of goodness-of-fit measures. For the calibration period, P-factor was 0.85, R-factor was 1.76, $R^2$ was 0.51 and NS was 0.49. The model was validated using the adjusted ranges of selected parameters. For the validation period, P-factor was 0.78, R-factor was 1.60, $R^2$ was 0.60 and NS was 0.57.

A Study on the Construction of 3D GIS DB by LiDAR (LiDAR에 의한 3차원 GIS DB 구축에 관한 연구)

  • Recently geospatial information has used widely in many areas such as effective use and management of national land, establishment of city planning, managements of environments and disasters, etc. But present digital map is not suitable for nowadays because of delay of information renewal and changes of topography. In this study, GIS DB construction method was researched through the process of extracting main vector layers such as buildings, roads, contours, etc. from LiDAR data. In order to analyze accuracies of constructed data, the digital topographic maps of 1:1000 scale which were produced by Korea National Geographic Information Institute(NGI) and results of GPS survey were used. Effective DB construction method was suggested through comparing with existing GIS DB construction methods.
