The Introductory Concept of Maritime Safety Audit as a tool for Identifying Potential Hazards

  • Recently, the navigation risk is increasing significantly with growing of vessels' volume and propelling marine facilities, water bridges and port development etc. As a result, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety diagnosis assessment in the existing or future ship's fairway by an independent audit institute. It examines the potential hazards of maritime traffic safety about the port development, if necessary, and is to ensure the implementation of appropriate safety measures. The primary purpose of MSA is to identify potential risk elements affecting safe navigation. This paper is aimed to introduce the backgrounds, the necessity and efficiency of MSA and also to describe some technical standards and diagnostic procedures.

  • Nowadays, the combined land navigation system using GPS(Global Positioning System) and DR(Deduced Reckoning), etc. has been used. Although GPS is popular with the land navigation system, this is not useful for the kinematic positioning of the vehicles in the urban canyon because of its few satellites. Thus, this study deals with the kinematic positioning of the vehicles with the combined GPS/GLONASS(GLObal Navigation Satellite System) to compliment the drawbacks of GPS. So the kinematic positioning of the vehicles can be performed constantly by the combined GPS/GLONASS based on the high acquisition rate of data with the help of GLONASS despite of many obstacles and few satellites tracked in the test sites. Consequently, the combined GPS/GLONASS can be applicable to the control of traffic flow and the effective management of read system.

  • As a method to come up with the low competence of responsible officers, an integrated system providing watch officers with information on navigation obtained on board and on land as well is needed to secure the safety of navigation. Therefore as an approach to improve the function for safe navigation, this paper is to develop, efficiently and economically, an integrated system of ship's information.

  • An autonomous lan vehicle for agriculture(ALVA-II) was developed. A prototype vehicle was made by modifying a commercial tractor. A Navigation sensor system with a geo-magnetic sensor performed the autonomous operations of ALVA-II, such as rotary tilling with headland turnings. A navigation sensor system with a machine vision system was also investigated to control ALVA-II following a work boudnary.

  • In a base on the MDGPS base station which has been operated since 1999; our country has completed the construction of six Land Base Stations to use of NDGPS in land from starting Mu-Ju base station in 2002 to Chun Cheon base station which is going to be operated on July 2009. Accordingly, with the exception of the Chun-Cheon base station because it is being built now, we will consider a better direction of improvement in service for land base station after surveying and analyzing on the signal characteristic of land base station.

A Proposal on the Marine Traffic Supporting System in VTS area

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • The Korea Augmentation Satellite System (KASS) has been certified by the Ministry of Land, Infrastructure and Transport (MOLIT) and commenced Safety-of-Life (SoL) service at the end of 2023. KASS complies with the APV-I signal-in-space performance requirements defined in the International Civil Aviation Organization (ICAO) Standards and Recommendation Practices (SARPs). The performance of KASS is verified through two steps. In the first step, design conformity from the aspect of performance is verified by both review and analysis of design and simulation. In the second step, operational conformity is tested and assessed by operational testing using real data and a deployed system with operational SWs and configurations. This paper presents a methodology, a procedure and results for the KASS operational testing. Finally, performance degradation events and results by month and region during the operational testing are presented and analyzed.

  • According to climate change, deficiency of usable land, large water portion of the Earth surface, and improvement of income level, floating architecture is emerging as a strong & attractive alternative. The aim of this study is to suggest some related applying ways for new building projects around waterside. New paradigm of architecture can be described as a new model and/or system of architecture with new concept and Zeitgeist like sustainability and green building. Floating building is already a new paradigm of architecture comparing with the preconception of building only on the land and current building regulations. New paradigm features from the sample projects can be summarized as new concepts of building, application of various renewable energy resources(water, solar, wind), modular construction, use of local raw material, dual purpose usage, long term and relocatable usage, and special building materials for green building.

  • In this paper, we proposed the GPS position data correction method for autonomous land navigation using vanishing point property and a monocular vision system. Simulations are carried out over driving distances of approximately 60 km on the basis of realistic road data. On a straight road, the proposed method reduces GPS position error by at least 63% within 0.5 m. However, the average accuracy of the method is not presented, because it is difficult to estimate it on other than a straight road in variable conditions.

  • In GPS Positioning, the error of satellite orbit will affect user's position accuracy directly, it is important to determine the satellite orbit precise. The real-time orbit is needed in kinematic GPS positioning, the precise GPS orbit from IGS would be delayed long time, so orbit prediction is key to real-time kinematic positioning. We analyze the GPS predicted ephemeris, on the base of comparison of EKF and UKF, a new orbit prediction method is put forward based on UKF in this paper, the result shows that UKF improves the orbit predicted precision and stability. It offers a new method for others satellites orbit determination as Galileo, and so on.
