Effect of Land Consolidation on Agricultural Mechanization (경지정리 사업이 농업기계화에 미치는 영향)

  • In 1990's, two types of land consolidation has been widely carried out to enforce competativeness of rice production in Korea. One is so called large-scale land consolidation for resizing paddy field and farm road, the other is general land consolidation for changing both size and shape of field, water channel and farm road. This study was conducted to evaluate how much effect on fm mechanization the land consolidation had. To evaluate the influence of the land consolidation, theoretical analysis and surveys were accomplished. Land consolidation was analyzed to increase field efficiency by 180 to 670% depending on the type of land consolidation and machine selection. Also, land consolidation brought increment of real working time ratio by reducing traveling time on farm road. Trends of large scale mechanization and increment of custom work were observed to be accelerated by land consolidation. It also gave effect on the pattern of machine troubles. Farmers were conscious of the influence of land consolidation on machine utilization, however, in plains level of satisfaction was shown to be low.

Determining Key Ecological Indicators for Urban Land Consolidation

  • Urban land consolidation, which is to reform land parcels to remove fragmentation and produce ideal blocks, is an effective means for urban renewal. Successful urban land consolidation brings out great benefits to the city officials as well as general public, such as improved city image, increased land value, and more effective land use. However, urban land consolidation can be detrimental to environment, especially in the ecological aspects, while the execution of land consolidation has been focused solely on development for the sake of human benefits. To remove negative effects of urban land consolidation to the ecological system, this paper is intended to establish a set of criteria for evaluating ecological impacts of an urban land consolidation plan. Firstly, key ecological indicators are identified using a special group decision-making process called "habitual domain analysis" and then individual weighting of each indicator is recorded by analytical hierarchy process. An urban ecological evaluation model with 4 levels and 23 indicators is thus developed.

  • Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. Land consolidation project should be planned in order to fulfil a conservative function of ecosystem and resources together with improvement of land and labour productivity.

An Extended Benefit-Cost Analysis of Land Consolidation and On-farm Development Project -With Respect to Jigok Land Consolidation and On-farm Development Project in Seosan, Chungnam Province, Korea- (경지정리사업의 확장편익-비용분석 - 충남서산시 지곡지구를 중심으로 -)

  • The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.

  • The costal reclamation construction is for making reclaimed land by dredging marine clay with seawater, and then bringing the dredged soil into the reclaimed land. During the process, the dredged soil in the reclaimed land undergoes the sedimentation-consolidation process. Among the processes, the consolidation is a very critical factor when planning reclaimed land because of its requiring time and settlement. In order to predict the requiring time and settlement, the Column test, which was suggested by Yano, has been usually used in the nation. However, the test method needs a very long time to identify the characteristic of sedimentation-consolidation of dredged soil. Therefore, in this study, in order to supplement the weakness of the Column test which needs such a long time, and in order to identify the characteristic of the sedimentation-consolidation for dredged soil in a short time, the Geo-centrifuge test was examined as an alternative method. The result considered that Geo-centrifuge test would be useful to identify the characteristic of sedimentation-consolidation for dredged soil efficiently.

Optimal Design of Contour-Lined Plots for Land Consolidation Planning in Sloping Areas (경사지 경지정리지구의 등고선 구획 최적설계)

  • In this study, a new concept in a paddy consolidation project is introduced in that curved parallel terracing with contour-lined layout is adopted in sloping areas instead of conventional rectangular terracing. The contoured layout reduces earth-moving considerably compared to rectangular methods in consolidation projects. The objective of the paper is to develop a combinatorial optimization model using the network theory for the design of contour-lined plots which minimizes the volume of earth moving. The results showed that as the length of short side of plot is longer or the land slope is steeper, the volume of earth moving for land leveling increases. The developed optimization model is applied for three consolidated districts and the resulting optimal earth moving is compared with the volume of earth from the conventional method. The shorter is the minimum length of short side of a polt with increases the number of plots, the less is the volume of earth. As the minimum length of short side is 20 m for efficient field works by farm machinery, the volume of earth moving of optimal plot is less by 21.0∼27.1 % than that of the conventional consolidated plots.

Appraisal of Productivity in the Farmland Consolidation Region Using GIS (지리정보시스템을 이용한 경지정리지구의 생산성 평가)

  • This study was carried out to developed that appraisement model of Potential Productivity Index (PPI). PPI model was used Farmland Productivity Index(FPI) and Labor Productivity Index(LPI) by GIS, and PPI model applied to farm land consolidation region which has been completed recently. FPI was determined by overlapping Poly Grid of the soil properties at the analyzed project region. LPI was estimated by addition productive wages ratio of total direct productive cost. Addition productive wages was determined by GIS Network analysis of working distance between farm house to paddy and each paddy. PPI variation of each the analyzed paddy of Masu and Weoncheon region was $0.967{\sim}0.712,\;0.986{\sim}0.780$ respectively, and could be showed relative largely PPI value. PPI will provide basic element for large scaling and gathering of farm land and a substitute lot of farm land consolidation, and will be maximize productivity of paddy.

  • Farm land is considered the most important production factor in farm production. Land is not only one of the most scarce resource but also the size of land holding is the key factor in determining the size of farm income in Korea. To increase farm productivity by accepting bio-chemical and mechnical technology, the qualitative improvement of farm land through land consolidation and on-farm development have been carried out by the Korean government. Land consolidation with water resource development makes possible the high-tech-capital intensive farming, internal expansion of farm land and hightening the rate of land intensity in connection with UR problems. This paper contained the present status of farm land base development, allocation of investment by types of farm land development and the econome-trical analysis on the effects of the investment on rice productivity during the past 27 years since 1965. The rate of irrigated paddy area had been increased from 42% in 1965 to 74% in 1991. Land consolidated area out of the total paddy area had been achieved 44.9% and the improved rate of poor drained paddy area was shown 43.5% in 1991. To carry out the above farm land base development projects, the government had procured financial budgets consisting of the G't subsidy, long term loan, foreign loan, the provincial G't subsidy, WFP counter fund and farmer's burden.

Features and Socio-Economic Background of Farmland Consolidation Project during the 1930s and 1940s in Korea (1930~40년대 경지정리사업의 특징과 사회⋅경제적 배경)

  • The study is aimed to investigate the features and socio-economic background of farmland consolidation project with medium-sized paddy plot at irrigation associations during the Japanese colonial period in Korea. Most of farmland consolidation works in the 1940s was composed of independent irrigation and drainage ditches along the short side of field plot. However, the number of farm roads at farmland consolidation zone was much smaller than number of irrigation ditches to decrease reduction in farmland area. The standard field plot was medium-sized (about 20-40 ares) in Korea but small-sized (about 10 ares) in Japan in this period. As the result of farmland consolidation works, the unit water requirement was increased to 0.0035 m3/s/ha, and the unit area drainage discharge was over 2.0 m3/s/km2 in many cases. The farmland consolidation with medium-sized plot have been spread under the colonial landlord system, where major landlords occupied a large share of farmland and managed corporate farming to gain more benefit. The reasons for spread of farmland consolidation with medium-sized plot may be as follows: high net profit ratio, an increase in land price, and labor savings in rice farming. The farmland consolidation with medium-sized plot in the colonial period showed intermediate features between the farm consolidation with small-sized plot for an increase in land productivity in Japan and the farm consolidation with medium-sized plot for an increase in labor productivity after the 1960s.

A Study on the Methodology of Land-Consolidation Sloping Paddies in land Vallry for the Farm-Mechanization (II) (기계화를 전제로 한 산간경사지답경지정리방안에 관한 연구(II))

  • The paddy fiels slope located in Kangweon province Hwyongsung gun Gonggeun myon Shinchonri was considerably steep and so it was impossible to economically consolidate the field up to date. But for the porpose of farm mechanization, the field (32. 27ha) was consolidated by the auther under the assitance of the Ministry of Agriculture and Fishery and,;the Administration of Kangweon province. This paddy field consolidation was caused by the treatise on "Land-consolidation methods for farm mechanization in the steep-sloped paddy field", of which the auther is the same. The constrution was carried out from September, 1981 to April, 1982. During the 4esign and construction, some Peculiarities were found and discussed. That is, in design, besides the common condititions for a design, some special conditions were considered and written below; (1) The ranges of field slope in this design were 1/100-1/30. (2) Long sides of the land readjustment blocks must be arranged abreast contour line, and so they make the amount of cutting and banking decreased so as to take the maximum advantage of the configuration of the field. (3) In design, the main principles of dividing blocks were written below; i) First of all, long side of a block should be drawn straight abreast a contour line. ii) Long side of a block should arrange abreast contour line and make its length 100-150m, if not, l)reak the side in order to make a bended rectangle. iii) Length of a short side should be determinded within differences of elevation (0.6 -1. 2m) between the two adjacent blocks toward the normal to a contour line. iv) Length of a short side should be above 15m and the ratio of long and short side should be slso kept 1: (4-6). v) A new field surface leveling was determinded from the elevation which produce the least amount of cuttingand banking within the range of 0.6-1. 2m diffe rences of elevation between the two adjacent blocks. vi) In the course of dividing blocks with the same width along the line which was normal to a contour line, all blocks connot keep their shape in a retangle because of steep slope of the field and so on, and so it was also necessory to make some non-retanglar and small blocks such as a trianglar or trapezoidal shape, which was impossible to use some of farm machinery. But because this non-rectanglar and small blocks were divided, larger and many rectanglar blocks can be divided and construction cost can also be lowered. According to the conditions discussed above, the paddy field consolidation project designed and constructed. And the results of this study were obtained as below; (1) Three-forth of total cost of this paddy field consolidation was not construction cost, and these cost consist of land grading (1/4), road and canal construction cost (1/4) and the other cost (1/4) such as surveying or materials and 56 on. (2) The steeper the land slope, the greater cost was assigned for road and canal construction, and than land grading. (3) Curtailment of the road and canal construction cost depended on simplificating their strutures. (4) In the case of the land slopes were low, the land grading cost was high by 1: 1.4 in comparison with the road and canal construction cost, and conversely when the slops were steep, the road and canal construction cost was high by 1 : 5 in compa- rison with the land grading cost. (5) The densities of irrigation canal, drainage canal and trunk and branch road were 150. Sm/ha, 60. im/ha and 17. 4m/ha respectively. The density of irrigation canal of the area was high by 2 times in comparison with the average one of Kangweon Province, and the others were nearly the same. (6) Most farmers (above 85%) knew the effects of paddy field consolidation. The effects are; 1) Improvement of irrigation 2) Improvement of farm management 3) Improvement of transportarion 4) farm mechanization and 5) grouping of the scattered land. And the more farm modernization was accomplished by these projects, the more farmers wanted to live in their land. (7) In spite of the very steep sloped paddy field, the diminution rate of the net farm land caused by consolidation was 7.7% which was nearly the same as the one of Chulweon plain of Kangweon province. Land grading cost was 971, OOOwon/ha which was rather cheap by 13.2% than the one of Ghulweon plain, and unit construction cost was 5, 341, OOOwon/ha (included soil addition) which was also nearly the same as the one of Chulweon plain and FNFIA (The federation of national farmland improvement association).
