  • Recently the North Korea has been suffered from the grain shortage, and the fundamental reason was in the socialistic land regulations and collective production which restrain farmers' labor desire. So one of the key in solve the problem may be in the reformation of the socialistic land regulations and collective production, however, the capitalistic land regulations may not work as the reformational alternative in the North Korea. The third alternative for land should consider efficiency and equality of reformation itself as well as environmental problems. The purpose of the study was to discuss the possible application of the Public Land Lease from Henry $George(1839{\sim}1897)'s$ theory. The basic idea of the Public Land Lease was that the government has the right of sentence and the right of profit for the land, and the individual has the right of use for the land. Under the Public Land Lease, the individual must pay the land rent for the period of the use for land, and must return the land when the contract is over. If the North Korea's rural land regulations reformed into the Public Land Lease, it would be the first reformational model beyond china.

  • The paper reviews the adoption of ISO 19152, Land Administration Domain Model (LADM) for the enhancement of the current Mongolian cadastral system. It can be said that the current cadastral system is developed for the pure purpose of land registration. There is a need for a comprehensive data model for not only this reason but also reflecting the current problems in the Mongolian cadastral system. The LADM was published by the International Organization for Standardization later in 2012 as an International Standard for modeling cadastral and land administration information for the purpose of providing a common vocabulary(ontology) and efficient system development. This study examined possibilities of adopting the LADM to the cadastral system for Mongolia focused on Land Manager system. Data model of the Land Manager was examined against the corresponding LADM classes and as a result, gaps between each data model have been drawn. Lastly we proposed the LADM-based new data model for Mongolian cadastral system ensuring that the current problems be reflected.

  • As a result of establishing the regional self-government system, regional residents came to take more interest in their land ownership rights and relevant areas. The administrative bodies in South Korea are trying their best to meet the complicated and diversified demands of the residents regarding land and construction administration. However, governmental agencies are having difficulties identifying land characteristics on the field as part of standard lands change every year. Also, the vague boundaries of agricultural and mountainous land areas are causing surveyors problems in spotting the right areas. Thus, this study intends to provide information and guidance on an accurate land price calculation system in connection between the land information system and PDA technology for distribution of accurate information regarding lands and their management.

  • The compensation system for residual land in our country is largely composed of the three sub-systems, that is, the purchasing compensation, depreciated compensation and construction expenses compensation. Among those, the purchasing compensation system mainly has problems in eligibility for compensation of the land, meanwhile, there is almost no problem in construction expenses compensation system. This study aims to examine the current depreciated compensation system for the residual land and its accompanying problems, and also review and compare those systems in USA and Japan with that of our country, and thereby discover the ways for the alternative solution for the compensation system in the viewpoint of policy.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

  • While the United Nations UN) agencies work to restrict the manufacture, sale, and use of land-mines worldwide, a massive clean-up effort is needed to find and destroy the estimated 100 million land-mines still buried around the world. Land-mines left behind from wars worldwide are one of the past century's main unsolved problems of war and remain the focus of humanitarian land-mine detection and removal primarily in Europe, Africa, Asia and Central and South America. For example, approximately 1 million anti-personnel mines and other various kinds which have been buried in the 249.4 km (155 miles) demilitarized zone (DMZ) of the Korean peninsular should be completely removed in historical process of the peaceful unification between South and North Korea. In this regard, the current trends of technologies linked to land-mine detection systems are surveyed.
