System Dynamic Approaches on Land-Price Volume in Land according to Population of Aging Society (시스템다이내믹스를 활용한 고령화 사회 인구에 따른 지목별 토지거래량에 관한 연구)

  • The price-volume in land by land categories is evaluated with dynamic approaches in the era of aging society This research tries to investigate in the respect of major factors such as real estate, macro-economics, and population that is simulated by land categories. The system dynamics approaches on price-volume in land are forecasted until 2020 using the data in the period of 2000-2014. In regard to methodologies, this research adopted system dynamics to evaluate the relationships between price-volume in land and aging society. The meaningful results have been found during the last over 10 year's analysis as the dynamic relations with major factors. Regarding land categories, this research tries to overcome former research limitations. As an implication from the price-volume in land, it confirmed that the multifaceted aspects show that system dynamics approach effectively simulated them by price-volume in land with the population of aging society.

Application of the High Resolution Aerial Images to Estimate Nonpoint Pollution Loads in the Unit Load Approach (원단위법에 의한 비점오염부하량 산정 시 토지피복 특성을 반영하는 고해상도 항공영상의 활용방안)

  • In Total Water Pollutant Load Management System of Korea, unit load approach based on land register data is currently used for the estimation of non-point pollutant load. However, a problem raised that land register data could not always reflect the actual land surface coverages which determine runoff characteristics of non-point pollution sources. As a way to overcome this, we tried to establish quantitative relationships between the aerial images (0.4m resolution) which reflect actual land surface coverages and the land registration maps according to the 19 major designated land-use categories in Kyeongan watershed. Analyses showed different relationships according to the land-use categories. Only a few land-use categories including forestry, road and river showed essentially identical and some categories such as orchard, parking lot and sport utility site showed no relationships at all between image data and land register data. Except for the two cases, all the other categories showed statistically significant linear relationships between image data and land register data. The analyses indicate that using high resolution aerial maps is a better way to estimate non-point pollutant load. If the aerial maps are not available, application of the linear relationships as conversion factors of land register data to image data could be an possible option to estimate non-point pollutant loads for the specific land-use categories in Kyeongan watershed.

  • In the past, the main function of land use categorization was merely used for basic data for taxation purpose, but recently land use categorization is used as important reference data in various ways, including administrative affairs, national land plan, land development, city maintenance as well as private transactions of land, in addition to the provision for assessment data. In the future, it can be expected to broaden its own functions. For expansion of the function of land use, we need to reconsider categories of land use from a perspective of individual laws and regulations actually regulating land use from a perspective of demand. In order to resolve any discrepancy between actual land use and land use on official books, the ultimate method of resolution is to study the current state of actual use of land and reflect them on official books, but it is also necessary to prevent any confusion of national people by unifying various categories of land adopted by the regulatory acts related to land. In addition, if the same administrative regulations are applied to different land use under the current laws, it is necessary to include them in the land of the same category. This study proposes to establish a new category for securing systematic consistency of the current categories of land use under the integrated cadastral act with other land laws and regulations.

Land-use Change Assessment by Permanent Sample Plots in National Forest Inventory (국가산림자원조사 고정표본점 자료를 이용한 토지이용변화 평가)

  • Forests are to be recognized as an important carbon sink under the UNFCCC that consist of above- and below-biomass, dead organic matter (DOM) such as dead wood and litter, and soil organic matter (SOM). In order to asses for DOM and SOM, however, it is relevant to land-use change matrices over last 20 years for each land-use category. In this study, a land-use change matrix was produced and its uncertainty was assessed using a point sampling technique with permanent sample plots in national forest inventory at Chungbuk province. With point sampling estimated areas at 2012 year for each land-use category were significantly similar to the true areas by given six land-use categories. Relative standard error in terms of uncertainty of land-use change among land-use categories ranged in 4.3~44.4%, excluding the other land. Forest and cropland covered relatively large areas showed lower uncertainty compared to the other land-use categories. This result showed that selected permanent samples in the NFI are able to support for producing land-use change matrix at a national or province level. If the $6^{th}$ NFI data are fully collected, the uncertainty of estimated area should be improved.

Unit-load Method for the Estimation of Non-point Pollution Loads by Subcategorizing the Land-use Category Reflected in the National Land Register Data : A Case Study of Kyeongan Watershed in South korea (경안천 유역 지적공부에 나타난 특정지목의 토지이용 특성 세분화를 통한 비점오염 부하량 산정 개선방안)

  • One of constraints in the application of unit-load method to estimate non-point pollution loads in the total water pollutant load management system (TWPLMS) is the limited numbers of applicable unit-loads. Since only 7 unit-loads are currently available for total 28 land-use categories in the national land register data, each unit-loads inevitably have to represent several land-use categories regardless of their actual land coverage characteristics. As a way to minimize the problem, this study suggested a nested application of the available unit-loads based on the analysis of high resolution aerial images taken in the Kyeongan watershed. Statistical analysis of three selected land-use categories such as school, apartment complex, and golf course showed that there exit significant (95% confidence level) relationships between the registered land-uses and actual land coverages. The school and apartment complex currently considered as 100% ground have only 65% and 80% of ground characteristics, respectively. Golf course, which is considered as 100% pasture, has about 5% of ground area. This indicates that the unit-load method using in TWPLMS can give over estimated non-point pollutant loads for the school and apartment complex (19.8~54.4%) but under estimation for the golf course (80.9%).

Environmental Friendliness Assessment of Golf Courses in the Capital Region of Korea (수도권 지역 골프장의 환경친화성 평가)

  • This study is aimed at establishing the categories and items for ecological assessment and evaluation of the environmental friendliness of golf courses in the capital region of Korea. The categories and items for the assessment have been derived based on the existing literature and interviews with golf experts. This study covers 32 golf courses in the capital region of Korea that are available in terms of data and on-site surveys. In order to conduct a comprehensive assessment of the environmental friendliness of the golf courses, the assessment area was divided into 4 categories that include a total of 14 sub-categories. The 4 categories encompass 1) location, 2) topography, 3) vegetation, and 4) construction. As its sub-categories, the location category includes current land use and zoning in the National Land Use Management Law. Topography has 2 sub-categories in the damage ratio of existing topography, gradient, cut area, and slope height. The assessment of vegetation is largely based on site surveys in the categories of preservation of the existing vegetation, the use of natural resources and existing trees, the component ratio of native tree species, the multi-layered structure of vegetation, and the utilization of water purification plants. In the aspect of construction, afforestation on tile slopes and the utilization of existing surface soil were evaluated. The examination of comparative analysis among the 10 items as a ratio measure showed that the scores were low in the sub-categories of current land we, the use of existing trees, and the multi-layered structure of vegetation. However, the rating results were satisfactory in the 2 sub-categories including cut area, and the utilization of native tree species. Those proved to be contributing factors in the ecological health of the golf courses. According to correlation analysis of the 10 items to the overall ecological rating of each golf course, the sizes of the 32 golf courses were mainly affected by the damage ratio of existing topography, gradient, preservation of vegetation and slope height. This study has the initiative to conduct an ecological assessment of golf courses in the country based on site surveys. The study results revealed that location factors such as current land use, damage ratio of topography and gradient and topographical factors were the main factors affecting the environmental friendliness of golf courses. This indicates indicating the significance of these factors in the future construction practices of golf courses. Furthermore, this study raises the need for follow-up studies to establish more detailed assessment criteria and to develop assessment techniques for areas such as slope afforestation and water purification plants that need a qualitative approach.

An Analysis of the Correlation between Seoul's Monthly Particulate Matter Concentrations and Surrounding Land Cover Categories (서울시 월별 미세먼지 농도와 주변 토지피복의 관계 분석)

  • The present study aims to identify the effect of land cover categories on particulate matter (PM) concentrations by analyzing the correlation between monthly PM concentrations in Seoul's air quality monitoring network and the percentages of land cover categories by buffers around air quality monitoring stations. According to a monthly correlation analysis between land cover categories and PM concentrations, in the buffer 3km, PM10 showed a better correlation than PM2.5, there was a clear negative correlation with the forest area, the grassland and the urbanized area had some positive correlation with PM10, and the barren land and the urbanized area had some positive correlation with PM2.5. According to a monthly correlation analysis of dominant land cover sub-categories and sub-sub-categories within the buffer 3km, PM10 showed a clear negative correlation with the broad-leaved forest, and some positive correlation with the road was dominant. PM2.5 showed partly negative correlation with the broad-leaved forest and partly positive correlation with the commercial area. There was a very low or no correlation with other grassland and bare land subcategories. A monthly stepwise regression analysis on noticeable land cover sub-categories and sub-sub-categories with positive or negative correlations revealed that an increasing percentage of the broad-leaved forest had a clear effect on reducing PM10 concentrations, and the road was excluded from the selected variables. Although an increasing percentage of the commercial area had some effect on increasing monthly PM2.5 concentrations and an increasing percentage of the broad-leaved forest had an effect on decreasing the PM2.5 concentrations, their effect size was smaller than that on PM10. The forest area around the city center had the largest and clearest effect on reducing PM concentrations. The urbanized area's sub-categories and sub-sub-categories were also confirmed to have some effect on increasing PM concentrations.

Comparison of Land-use Change Assessment Methods for Greenhouse Gas Inventory in Land Sector (토지부문 온실가스 통계 산정을 위한 토지이용변화 평가방법 비교)

  • In this study, land-use changes from 1990 to 2010 in Jeju Island by different approaches were produced and compared to suggest a more efficient approach. In a sample-based method, land-use changes were analyzed with different sampling intensities of 2 km and 4 km grids, which were distributed by the fifth National Forest Inventory (NFI5), and their uncertainty was assessed. When comparing the uncertainty for different sampling intensities, the one with the grid of 2 km provided more precise information; ranged from 6.6 to 31.3% of the relative standard error for remaining land-use categories for 20 years. On the other hand, land-cover maps by a wall-to-wall approach were produced by using time-series Landsat imageries. Forest land increased from 34,194 ha to 44,154 ha for 20 years, where about 69% of total forest land were remained as forest land and 19% and 8% within forest lands were converted to grassland and cropland, respectively. In the case of grassland, only about 40% of which were remained as grassland and most of the area were converted to forest land and cropland. When comparing land-cover area by land-use categories with land-use statistics, forest areas were underestimated while areas of cropland and grassland were overestimated. In order to analyze land use change, it is necessary to establish a clear and consistent definition on the six land use classification.

Comparison of Three Land Cover Classification Algorithms -ISODATA, SMA, and SOM - for the Monitoring of North Korea with MODIS Multi-temporal Data

  • The objective of this research was to investigate the optimal land cover classification algorithm for the monitoring of North Korea with MODIS multi-temporal data based on monthly phenological characteristics. Three frequently used land cover classification algorithms, ISODATA1), SMA2), and SOM3) were employed for this study; the land cover categories were forest, grass, agricultural, wetland, barren, built-up, and water body. The outcomes of the study can be summarized as follows. First, the overall classification accuracy of ISODATA, SMA, and SOM was 69.03%, 64.28%, and 73.57%, respectively. Second, ISODATA and SMA resulted in a higher classification accuracy of forest and agricultural categories, but SOM performed better for the built-up area, bare soil, grassland, and water. A possible explanation for this difference would be related to the difference of sensitivity against the vegetation activity. This would be related to the capability of SOM to express all of their values without any loss of data by maintaining the topology between pixels of primitive data after classification, while ISODATA and SMA retain limited amount of data after normalization process. Third, we can conclude that SOM is the best algorithm for monitoring the land cover change of North Korea.

  • Land reform was performed in most under-developed countries after liberation from colonialism. In Griffin's thesis, the objectives of the land reform were classified in to three categories based on their ideology. Under capitalist ideology, emphasis was placed on the property ownership, so there has been existed large farms and various tenancy systems. But in this study the characteristics of capitalism was defined as deligence and thrift, and parity exchange. Land reform, tenants must have their own land, is the basic solution to support these characteristics.
