Groundwater is our invaluable asset because it takes action in the case of climates changes like drought or floods. But the Korean government has formulated water-resource policies mostly focused on surface water. As a result, the groundwater that will be more important resource in the future has been treated carelessly, caused neglect of maintenance and resulted many abandoned wells. This poor management of groundwater is because of lack of organization on our asset, manpower, unclearness of managing body, shoddy construction and lack of supervision. In order to solve this problem, we need a special agency of groundwater that contribute people's awareness by promotion importance of groundwater, dissemination of technical education and professionals. To do that, we have to establish a specific groundwater management plan based on regional characteristics of watersheds and specialized institution need to promote responsible development and usage in groundwater.
The conservation of stream habitats has been gaining more public attention and fish habitat suitability index (HSI) is an important measure for ecological stream habitat assessment. The fish habitat preference is affected not only by physical stream conditions but also by water quality of which HSI was not available due to the lack of field data. The purpose of this study is to estimate the HSI of Zacco platypus for water quality parameters of water temperature, dissolved oxygen (DO), and biochemical oxygen demand (BOD) using the water environment monitoring data provided by the Ministry of Environment (ME). Fish population data merged with water quality were constructed by spatio-temporal matching of nationwide water quality monitoring data with bio-monitoring data of the ME. Two types of the HSI were calculated by the Instream Flow and Aquatic Systems Group (IFASG) method and probability distribution (Weibull) fitting for the four major river basins. Both the HSIs by the IFASG and Weibull fitting appeared to represent the overall distribution and magnitude of fish population and this can be used in stream fish habitat evaluation considering water quality.
An experimental study of steam condensation on a subcooled thick water layer (0.018 ~0.032 m) in a countercurrent stratified flow has been performed using a nearly horizontal circular pipe. A total of 103 average interfacial condensation heat transfer coefficients were obtained and parametric effects of steam and water flow rates and the degree of subcooling on condensation heat transfer were examined. The measured local temperature and velocity distributions in the thick water layer revealed that there was a thermal stratification due to the lack of full turbulent thermal mixing in the lower region of the water layer Two empirical Nusselt number correlations, one in terms of average steam and water Reynolds numbers, and the water Prandtl number, and the other in terms of the Jakob number in place of the Prandtl number, which agree with most of the data within $\pm$ 25%, were developed based on the bulk flow properties. Comparisons of the present data with existing correlations showed that the present data were significantly lower than the values predicted by existing correlations.
The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.
Water is an integral part of energy production because it is used directly in many power generation systems such as hydroelectric power plants and thermoelectric power plants. Water is also used extensively in energy-resource extraction, oil, natural gas, and alternative fuels refining and processing. Recently, osmotic power systems using seawater and freshwater has been also investigated to produce electricity in a sustainable way. This study focused on the use of RO and PRO for the mutual conversion of water and energy. This system allows the production of water from seawater if there is not enough water. It can also generate electricity from salinity gradient of brine water and fresh water if there is not enough energy. To demonstrate the feasibility of this technology, a set of laboratory-scale experiments were carried out using a specially-designed RO/PRO system. The efficiency of energy conversion was theoretically estimated based on the results from the experiments. The results indicated that water and energy could be easily converted using a single device. Nevertheless, a lack of optimum membrane for this purpose was identified as a major barrier for practical application.
The significance of hydro-power plant is increasing in its public roles such as flood control and water supply as well as electric power production. Even if high level of reliability in facility operation is required, no specific reliability research has been made. This specifically stems from the lack of technology and research investments. The eventual goal of this study is to secure a methodology for reliability analysis of hydro-power plant so that an appropriate decision for operation and investment can be made. Specific effort was put to develop a reliability model for water supply system within hydro-power plant. For this study, we briefly examined the overview of the hydro-power plant including the electric power generation facility system. We then discussed the facility reliability analysis methodology for hydro-power plant. Based on rigorous examination of the water supply system and components roles, we drew major failure modes for each component and examined their effects.

최근 들어, 기상이변 및 국지성 집중호우로 인한 침수피해가 계속적으로 발생하고 있다. 따라서 재해 피해 저감을 위한 대책을 수립할 시에 풍수해 관리 분야에 있어 대부분이 홍수피해에 집중되고 있는 실정이다. 그러나 가뭄 재해 또한 홍수피해에 못지 않은 규모의 피해를 발생시키고 있으며, 가뭄 피해는 그 발생빈도가 아직 크지 않으나 점차 증가하고 있다는 부분에 주목할 필요가 있다. 강원도 태백시는 2008년 가을부터 2009년 봄까지 심한 가뭄 피해를 입어 심각한 물부족에 시달린 중요한 예시이다. 따라서 본 연구에서는 이 지역에 대한 물 부족 요인을 파악하기 위하여 수문기상학적 분석을 통한 가뭄빈도를 분석하였으며, 광역상수도 공급원인 광동댐의 운영과 수요-공급 분석을 통하여 물 부족 원인에 대하여 분석하였다. 그 결과, 갈수우량의 빈도 분석을 통한 태백지역 가뭄은 20년 빈도에 해당하는 것으로 나타났으며, 이를 바탕으로 광동댐 저수지에는 저수율이 약 52% 만 확보 가능한 것으로 나타났다. 또한, 갈수기의 강우량은 평년에 비하여 작게 발생하였다. 그러나 피해 발생 시 태백시의 상수도 수요는 평년에 비하여 많았던 것으로 판단되었다. 본 연구를 통하여, 가뭄시 물 부족 원인을 분석하였으며, 이는 가뭄시 물 부족 대책 마련을 위한 기초자료로 활용될 수 있을 것으로 예상된다.

Cloud seeding has not been used now to regulate water supplies in Korea and this results in losses to economy. The fastest experiments on precipitation enhancement in the world show that there are real possibilities to increase precipitation by 10-20%. Investigations of economic losses due to the lack of routine cloud seeding experiments in Korea have shown that they exceed about 100 million US dollars In 1999. Recommendations on cloud seeding activities including works on precipitation augmentation and prevention of heavy rains are presented. Spatial and temporal necessity to carry out this or that work is discussed.

Lack of information on the Biochemical Oxygen Demand (BOD) decay rates of river water under the tropical environment has triggered this study with an aim to fill the gap. Raw sewage, treated sewage, river water and tap water were mixed in different proportions to represent river water receiving varying amounts and types of wastewater and fed in a laboratory flume in batch mode. Water samples were recirculated in the flume for 30 h and BOD and Carbonaceous BOD (CBOD) concentrations were measured at least six times. Decay rates were obtained by fitting the measured data in the first order kinetic equation. After conducting 12 experiments, the range of BOD and CBOD decay rates were found to be 0.191 to 0.92 per day and 0.107 to 0.875 per day, respectively. Median decay rates were 0.344 and 0.258 per day for BOD and CBOD, respectively, which are slightly higher than the reported values in literatures. A relationship between CBOD decay rate and BOD decay rate is proposed as $k_{CBOD}=0.8642_{k_{BOD}}-0.0349$ where, $k_{CBOD}$ is CBOD decay rate and $k_{BOD}$ is BOD decay rate. The equation can be useful to extrapolate either of the decay rates when any of the rates is unknown.
