  • Japanese imperialism initiated the Sino-Japanese War in 1937 and promulgated the Total National Mobilization Act in 1938, establishing a wartime total mobilization system. In the beginning of the wartime general mobilization system, Japanese colonialism focused on women's labor force and mobilized women both domestically and abroad. Women were forcibly mobilized to the Labor Patriotism Unit and Jeongshindae(Korean Women Labor Corps). Women had to take the place of home work as well as the work of men who had already been mobilized, and at the same time faced a poor situation of being forced to mobilize for war. The mobilization of Jeongshindae took place in various forms, such as recruitment, voluntary support by government offices, propaganda through schools or groups, job fraud, coercion or threats. Jeongshindae which was a representative victim of the forced mobilization of women during the Japanese colonial period, was individually litigated and remains an unresolved problem. In order to uncover the reality of the forced mobilization of women during the wartime general mobilization system, continuous research and social education through related organizations are required.

  • This article aims to shed light on the wartime labor mobilization of prisoners on a large scale in/across colonial Korea and beyond during the late wartime period. More specifically, this article reveals the logic and mode of mobilization, and sorts out nationwide mobilization cases in colonial Korea. To this end, this article draws on documents and magazines published by the criminal administration of the Japanese Government-General of Korea, as well as the memoirs of prisoners and prison staff including prison administrators and prison chaplains. With the onset of the wartime system, the labor work in prisons centered on the production of military supplies. In 1943, the labor mobilization began to organize the National Protection Corps and dispatch them to remote workplaces. For example, at the requests of the military, prisoners were selected and sent to Hainan Island, while others were sent to military factories and mining fields in the northern part of the country. The authorities specified and adjusted the criteria for imprisonment based on education, physical strength, and other physical and mental conditions. Unconverted ideological offenders were excluded from the mobilization, and instead put under separate control. In preparation for mobilization, the prisoners trained in military drills, received Japanese language education, and underwent assimilation as imperial subjects through the preaching in prison. In order to induce prisoners to volunteer, a legislation system based on the shortening of the prison terms, including the parole system, was also promoted under the wartime system. As a result, prisoners were forced to work harder and faster even under the lowest of wages, poor food and poor housing conditions, and they also filled vacancies in managerial positions by serving as supervisory assistants. The reward system for them, however, did not function properly towards the end of the war, and the number of escapes and infectious outbreaks, as well as mortality rates rapidly increased under the harsh conditions.

  • It is frequently pointed out that the Korean economy, with its scarce natural resources, would never have been able to achieve current levels of economic development without the massive provision of well-educated, hardworking human resources. Throughout the industrialization process ,full-fledged deployment and mobilization of qualified human resources have been the foundation to industrial policy and S&T policy. This paper describes the development of S&T human resources in Korea using various statistics including educational enrollment rates, unemployment rates, the allocation of researchers and R&D expenditures among sectors of performance, educational composition of employment within and across industries, technical human resource shortage rates, relative wage levels of SMEs, and composition of labor force by age-group and gender. While analyzing S&T human resources development, this paper discusses issues such as the mismatched demand and supply of skill and knowledge levels of the highly educated, the unbalanced distribution of S&T human resources between sectors, and the low utilization of the female and aged labor force. This paper suggests that the policy maker applies a hybrid of quantitative and qualitative policies to reduce the mismatches of supply and demand of skill and knowledge levels for each labor market categorized according to supply side.

  • The successful knowledge and information based companies facilitate to restructure the industry and strengthen the national competitiveness in the future. The advent of information age provides us new challenge because the information breakthrough can play a pivotal role in terms of knowledge transfer in the human resource management. Executive officer must present long term vision in order to expand enterprise continuously and establish long term management goal and strategy which are appropriate for key organizational skills of future management environment (Pfeffer, 1998). Also, long term talent management based on vision, goal and strategy and talent development strategy and employment management must be established (小池, 1994)). American HRM system's reformation cannot be defined without scientific management policy. However, currently widely discussed Japanese HRM system's reformation cannot be defined without organizational commitment focused Japanese employment system. (津田, 1992 ; 太田, 1994). Japan's development of the following policies are behind comparing to Europe : (1)Skill based talent management regardless of age, sex, nationality, race and academic background (2)Consideration of retirement age of 64 (3)Creativity and freedom promoting talent management policy. Also, there are problems to be solved. Solutions will be searched for by establishing new wage policy based on tasks and individuals in the basis of lifetime employment system.

To carry out this Purpose in-depth interviews with ten people who escaped from North Korea after 1990 and empirical survey with 158 subjects were conducted. The findings are as follows. The characteristics of time life of North Korean are uniform time use pattern in tightly scheduled daily life and shortage of disposable time and constraint of free time due to job related labor, extra job activities including learning, meeting and evaluation, and labor mobilization. Women are faced with heavy burden of doing job and housework in the continuing patriarchal way of thinking and in the circumstances of poor housing environment. Also, the mobilization will be selected and explained among three types in mobilization model, outside initiative model, and inside access model in the process of driving by confirming it as the government's formal agenda out of social issues. With having the case characteristics in mind, the aim is to research by choosing a case analysis method that uses research theses & books, newspaper, daily newspaper, election pledges, civic group, internet, and seminar data based on the existing theory and model. • Recently, as work strength is deepened, as well, labor environments is changed, simple and iterative worker's Cumulative Trauma Disorders(CTD) is gradually being increased. Accordingly, this study was designed to represent its system design to carry out their iterative and simple task by machine through the difference of muscle fatigue between worker on handling line and worker under the work environments by Air Balance System for the purpose of analyzing their muscle fatigue test according to fulfillment of iterative and simple task. From the result of this study, with regard to the comparison of muscle fatigue between work on handling line and work on automation line on the occasion of refractory brick loading, their muscle fatigue extent under the work environments by Air Balance system was lower than it of handling by AMEG(64.1%), MF(65.3%), MPF(64.3%), ZCR(63.6%) respectively. And also, generally there showed similar transfer at the aspect of muscle mobilization. In other words, we can say that work environments by Air Balance System is beneficial at the aspect of alleviating works' fatigue extent on handling line. As well, the result of this study shows that worker's exposure to Cumulative Trauma Disorders(CTD) is relatively low.
