The Effects of Introduction of Minimum Wages on Labor Demand in Korea: An Empirical Study for Security Workers (최저임금제가 노동수요에 미치는 효과: 감시단속 근로자에 대한 실증분석)

  • This is an empirical study in Korea on the effects of the minimum wage. Based on the survey data of security workers of 132 apartment in Seoul metro area, the study finds that the introduction of minimum wage in this sector in 2007 raised wage by 10.9%, reduced employment and work hours by 3.5-4.1% and 13.5% respectively. This implies a short run wage elasticity of employment of -0.312 but much higher elasticity of work hours of -1.68.

The Needs of Support for Household Labor: Perspective of Women's Policy (여성정책적 측면에서 본 가정노동 지원)

  • This study attemps to identify the factors related to dealing withy work-family conflict of employed women, and to investigate the needs and the methods of support for household labor. Especially, the results of this study aims to be reflected in women's policy from a political point of view. For these purposes, 477 married women those being employed (more than 30 hours per week) and having nuclear family were selected. Statistics were frequencies, means, percentile, and two-way ANOVA. The results were as follows. First, employed mother's housework time is 5 hours 16 minutes on a weekday and 9 hours 32 minutes on Sunday with the exception of market work time. And 84.5% of total housework was performed by housewife. Thus they take chage of work burden(market work and housework), and make a difficulties of cooking and family care. Seconds, the highest needs of support was the change of thought on division of labor, responsibility on housework, and status of women. The next were the needs of the social organization(flex-time, a special holiday for woman workers, home-based work) and the public institution(day-care center, school feeding). Thirds, contributing factors to the needs of support were housewife's age and occupation. So, this two factors were crossed in order to analyze family type by factors.

The Recent Progress and Trend of Major Milking Installation in Chungnam Province (충남지역의 주요 착유시설 이용실태)

  • A survey was conducted for dairy farmer to manage efficiently of a milking machine and equipment. Labor hours, operation costs, and milking cares for each dairy farmer to estimate the expected numbers of machine and equipment on the basis of the desired dairy farm scale. Based on the results of this research the following conclusions were made: Those who possessed a herringborn system and a tandem parlour system were relatively small portion 2% and 25% respectively of the whole dairy farmer. To improve dairy farmer\`s life, or to reduce his hard labor hours. it was necessary for most of dairy farmers to possess a herringborn system and a tandem parlour system. However, it was difficult for most of farmers to purchase a herringborn system and a tadem parlour system, because these system were very expensive. Only 20% farmers of the whole farmers repaired their milking system, which needed to be repaired quickly enough so that it might was used everyday. Among the parts of milking system, pulsator was found to have the highest breakdown ratio 59%, and vacuum pump was the breakdown ratio 27%. It took more than 2 hours to be milked twice a cow per one day. It means that milking spend so much time. Therefore, the auto milking system should be supplied to decrease hard labor hour.

Management and Marketing Improvement for Folk Vegetables in Chungnam Province (충남지역(忠南地域) 민속채소(民俗菜蔬)의 경영(經營) 및 유통개선(流通改善)에 관(關)한 연구(硏究))

  • This study was performed to provide reference materials for the vegetable cultivating farmhouses by investigating profit and marketing situation for the folk vegetables. The survey areas covered 10 cities and counties including Kumsan, 72 farmhouses, and 8 crops including buffterbur and wild rocambole. As a result, the cultivated area of folk vegetables was increased as much as 13.7%, however, marketing cost was higher than that of horticultural crops, because they were not accessed to wholesale market. It was that the optimal period to sell the folk vegetables was shown like Jan. - Feb. for butterbur and day lily, Nov. - Dec. for wild rocambole, and Oct. - Nov. for kind of lettuce respectively. As the result of analyzing economical efficiency, the net profit per 0.1 ha was amounted to 3,438,000 won for butterbur, 3.291,000 won for wild rocambole 1,712,000 won for day lily, and 1,464,000 won for fatsia shoots. Besides, these four crops occupied more than 60% in cultivation area, and their profit was high. Therefore, it is necessary to foster them with special crops in Chnugnam area. The crops that require more labor time were such crops as 632.9 hours for day lily, 584.3 hours for butterbur, and 409.2 hours for fatsia shoots, whereas the crops that required less labor time were such field crops as 219.2 hours for fragrant edible wild aster and 233.8 hours for kind of lettuce.

Labor time and Labor Division of the rural couples cultivating rice and barley (米麥농가 부부의 노동시간과 노동분담)

  • This study was to find out the status of labor division between rural husband and wife by measuring the labor time for tasks, the ratio of relative contribution toward work, and work segregation. Data used in this study were collected fro 424 persons of 212 farm households mainly cultivating rice and barley. The results of this study were as follows : 1) In the case of work directly related to farming, working hours of husband were significantly longer than those of wife during the farming and off-farming season. In contrast working hours of wife for housekeeping were significantly longer than those of husband during both seasons. 2) The ratio of relative contribution toward farming work of husband was a little higher than that of wife during farming and off-farming season. But this toward housekeeping work was less than that of wife. 3) The degree of gender segregation in farming was 0.33 during the farming season and 0.01 during the off-farming season. The kinds of work and time distribution were relatively same. The degree of gender segregation in housekeeping was 0.79 during the farming season and 0.72 during the off-farming season. These values showed inequality of work segregation in the kind of work and time distribution.

  • This study estimates what fraction of the rise in household income inequality in Korean between 1996 and 2000 is accounted for by the change in each of the household income components, such as wages, employment, hours of work of household heads and spouses, household structure, and other incomes. The increased disparities of household heads' wages and labor supply explain, respectively, 70% and 34% of the rise in the difference in incomes between the top 10% and bottom 10% households. Changing labor supply of spouses, in contrast, was a strong countervailing force that diminished the measure of household income inequality by 21%.

Effectiveness of the Preprocessed Foods on Productivity and Satisfaction in School Foodservices (전처리 식재료 사용이 학교급식 생산성과 만족도에 미치는 영향)

  • Fresh-cut foods have been widely used in the school foodservice industry due to their convenience and saving effects of labor and working hours. This study evaluated the effectiveness of using fresh-cut foods in school foodservice with respect to cost efficiency, customer satisfaction, employee satisfaction, and productivity. First, in terms of cost efficiency, the cost of the fresh-cut food per meal price significantly increased by 2.6% via the new production plan. Meanwhile, the costs of labor and food wastes significantly decreased by 3.0% and 0.3%, respectively, after implementing the new plan. Second, customer satisfaction towards foodservice significantly increased, from 2.94 points prior to the new plan to 3.45 points. Third, foodservice productivity such as of the number of meals per full-time equivalent employee increased by 5.7 meals, from 143.0 meals to 148.7 meals after intervention. The productivity index of work hours for producing a meal also increased and was reflected by a work time reduction of 0.77 minutes, specifically from 4.25 minutes to 3.48 minutes. The labor cost per meal also decreased by 29.9 won, from 331.91 won to 301.97 won, but there was no significant difference. Through these results, we identified that using pre-process foods in school foodservice has positive effects on labor saving, customer satisfaction, and employee work satisfaction.

Reduction of labor in oyster mushroom cultivation by vinyl mulching on mushroom bed (느타리버섯 비닐멀칭재배법에 의한 노동력 감소)

  • Labor required for managing and harvesting the oyster mushroom bed was evaluated. Although vinyl mulching cultivation method needs more hours for spawning, it saves more than 50% of labor for harvesting and managing of the mushroom bed. Harvesting hour of 1st-3rd flush in vinyl mulching method was 48~50% for Plerutus ostreatus and 36~41% for P. sajor-caju. Labor for bed management after harvesting in vinyl mulching method was also 38~50% for P. ostreatus compared to conventional method, and 20~35% for P. sajor-caju. Vinyl mulching is believed to be a very efficient method for saving labor in oyster mushroom cultivation.

  • The Korea Seaman's Act is providing that fishermen s salaries are exceptionally defined and working hours and paid leave are not defined at all. Significant problems of Fishermen's Labor Condition are, (1) It is hard to guarantee the basic right of fishermen as their wages are variable depending on the catch. (2) Excessive working hours would hamper the labor reproduction ability and increase the frequency of disaster. (3) Moreover, fishermen have to search for a new job following the lay off after working aboard during the period defined by contract. The possible implement of Seamen's Act are : (1) The wage system must be unified by regular wages. If it is hard to perish the lay system its relative importance should be diminished whereas the fixed minimum wages and the allowance depending on the position and working days should be paid. (2) This discrimination of the fishing vessels from merchant should be eliminated by removing the item on the Act which excludes the fishermen on the working hours. If it is hard to do so practically the lower regulations defining the maximum periods of duty and minimum periods of rest for fishermen must enact separately as in Japan and England. (3) The difference in the provisions of paid leave between the merchant seamen and fishermen must be abolished (4) It is the most desirable to improve the fishermen's labor conditions through the completion of the Act. However, before doing this, the employers and employees must try to solve the problems through the collective agreement by themselves.

The Effect of Emotional Labor for Job Stress in Bus Drivers (버스 운전직 근로자들의 감정노동이 직무 스트레스에 미치는 영향)

  • Purpose: This study was conducted to identify the association between emotional labor and job stress in bus drivers, as well as to propose management strategies for job stress. Methods: The study was conducted in February 2013 and involved 182 bus drivers working in the Gyeonggi area. Results: emotional labor was $9.5{\pm}2.34$ on average, and job stress was higher than the median of the same indicator among Korea's workers in the areas of physical environment, job autonomy, and relationship conflicts. Factors that affected job stress was lower if the subjects' Higher values for emotional labor indicated a higher level of job stress. Conclusion: To reduce among drivers, the following measures are necessary: increase the comfort of the driver's seat within the vehicle, provide adequate rest between bus headways, provide comfortable in-house rest facilities, and establish physical training spaces to reduce musculoskeletal disorders as well as programs for reducing back pain. In addition, relationship conflicts may be relieved by increasing job autonomy as much as possible, by granting autonomous control of working hours and bus headways, as well as by banning long work hours. Moreover, various club activities, exercise programs, and counseling programs that workers can be involved in together may be beneficial. This study is significant in that it identified the relationship of the bus drivers' emotional labor and job stress, which has previously been ignored as a research topic. Through its results, this study provides baseline data for the preparation of management strategies that can address the job stress of bus drivers.
